In response to a request by interested parties, the Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on certain welded carbon steel pipe and tube (``welded pipe and tube'') from Turkey. See Initiation of Antidumping and Countervailing Duty Administrative Reviews and Requests for Revocation in Part, 74 FR 30052 (June 24, 2009) (``Review Initiation''). This review covers the Borusan Group\1\ (collectively ``Borusan''), Tubeco Pipe and Steel Corporation, Toscelik,\2\ Erbosan, Erciyas Boru Sanayi ve Ticaret A.S. (``Erbosan''), and the Yucel Group companies.\3\ We preliminarily determine that Borusan and Toscelik made sales below normal value (``NV''). If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties based on the difference between the export price (``EP'') and the NV. The Yucel Group companies reported that they had no shipments to the United States during the POR. The preliminary results are listed below in the section titled ``Preliminary Results of Review.''

On February 1, 2010, the Department of Commerce (the Department) initiated a sunset review of the antidumping duty order on certain tissue paper products from the People's Republic of China (PRC) pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). The Department conducted an expedited (120-day) sunset review of this order. As a result of this sunset review, the Department finds that revocation of the antidumping duty order would be likely to lead to the continuation or recurrence of dumping. The dumping margins are identified in the Final Results of Review section of this notice.

On May 14, 2010, the United States Court of International Trade (``CIT'') sustained the final remand redetermination made by the Department of Commerce (``Department'') pursuant to the CIT's remand of the final determination in the antidumping investigation on certain new pneumatic off-the-road tires (``OTR tires'') from the People's Republic of China (``PRC''). See Bridgestone Americas Inc. v. United States, Consol. Ct. No. 08-00256, Slip Op. 10-55 (Ct. Int'l Trade May 14, 2010) (``Bridgestone''). This case arises out of the Department's Final Determination in the antidumping investigation on OTR tires from the PRC. On March 16, 2010, the Department of Commerce's International Trade Administration published a notice in the Federal Register (75 FR 12507) soliciting applications for membership on the Manufacturing Council (Council). The March 16, 2010 notice provided that all applications must be received by the Office of Advisory Committees of the Department of Commerce by close of business on April 15, 2010. This notice reopens the application period in order to provide the public with an additional opportunity to submit applications. The eligibility and evaluation criteria for selecting members contained in the March 16, 2010 notice shall continue to apply. The purpose of the Council is to advise the Secretary of Commerce on matters relating to the competitiveness of the U.S. manufacturing sector and to provide a forum for regular communication between Government and the manufacturing sector.

Through this action, the Department of Commerce's International Trade Administration (ITA) notifies the public that Form ITA-362P, which importers of articles for the handicapped were required to complete in order to receive duty-free treatment, has been discontinued as of May 31, 2010. Form ITA-362P has been eliminated because the majority of the information obtained through this form is currently available to ITA through Customs and Border Protection's (CBP) Automated Commercial System (ACS), and therefore the form has become redundant. ITA reserves its right to request information from importers in addition to that available through an ACS data query, in the case that it must perform an adverse impact assessment pursuant to section Sec. 1121(g) of the Omnibus Trade and Competitiveness Act of 1988.
