On September 25, 2007, the Department of Commerce (the ``Department'') published the preliminary results of the semiannual new shipper review of the antidumping duty order on brake rotors from the People's Republic of China. See Brake Rotors From the People's Republic of China: Preliminary Results of the 2006 Semiannual New Shipper Review, 72 FR 54430 (September 25, 2007) (``Preliminary Results''). The merchandise covered by this review is brake rotors, exported and manufactured by Longkou Qizheng Auto Parts Co., Ltd. (``Qizheng''), as described in the ``Scope of the Order'' section of this notice. The period of review is April 1, 2006, through October 31, 2006. We invited parties to comment on our Preliminary Results. We received no comments, and no new evidence was placed on the record to cause us to question that determination. Therefore, the final results are unchanged from those presented in the Preliminary Results. The final weighted-average dumping margin for Qizheng is listed below in the section entitled ``Final Results of the Review.''

In response to requests by interested parties, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain cut-to-length carbon-quality steel plate products from the Republic of Korea. This review covers three producers/exporters of the subject merchandise. The period of review (POR) is February 1, 2006, through January 31, 2007. The Department has preliminarily determined that certain companies subject to this review made U.S. sales at prices less than normal value. If these preliminary results are adopted in our final results of administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. Interested parties are invited to comment on these preliminary results of review. We will issue the final results of review no later than 120 days from the publication date of this notice.
Stainless Steel Bar From the United Kingdom: Notice of Final Results of Changed Circumstances Review and Revocation of Order, in Part

On November 7, 2007, the United States Court of International Trade (CIT) affirmed the final remand results made by the Department of Commerce (the Department) pursuant to the CIT's remand of the final results of antidumping duty administrative review of the antidumping order on certain cut-to-length carbon steel plate from Romania. See Mittal Steel Galati S.A., Formerly Known as Ispat Sidex S.A. v. United States, Slip Op. 07-110 (CIT) (July 18, 2007) (Mittal Steel). This case arises out of the Department's final results in the administrative review covering the period August 1, 2002, through July 31, 2003. No. 02-00321, Judgment (CIT, June 28, 2007) (``Xinyi v. United States'') sustaining the third remand results made by the Department of Commerce (``the Department'') pursuant to the Court's remand of the final determination with respect to Certain Automotive Replacement Glass Windshields from the People' Republic of China (``PRC'') in Slip Op. 06-21 (CIT, February 15, 2006). This case arises out of the Department's Antidumping Duty Order on Certain Automotive Replacement Glass Windshields from the People's Republic of China, 67 FR 16087 (April 4, 2002) (``AD Order''). As there is now a final and conclusive court decision in this case, the Department is amending the final determination and antidumping duty order of this investigation.
