The Department of Commerce (``the Department'') is rescinding its administrative review of four companies under the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam for the period January 1, 2003, through July 31, 2004. This rescission, in part, is based on the timely withdrawal of the request for review by the respective interested party that requested a review. A complete list of the companies for which the administrative review is being rescinded is provided in the Rescission, in Part, of Administrative Review section below. The Department is not rescinding its review of Can Tho Agricultural and Animal Products Import-Export Company (CATACO); Phan Quan Company, Ltd.; Phu Thanh Company, Co.; or Vinh Hoan Company, Ltd.

Panel review was requested of the final notice of Implementation of Uruguay Round Agreement, Section 129 Determination by the United States Department of Commerce, International Trade Administration, respecting Certain Softwood Lumber Products from Canada. This determination was published in the Federal Register, (69 FR 75305) on December 16, 2004. The NAFTA Secretariat has assigned Case Number USA-CDA-2005-1904-02 to this request.

Frozen Concentrated Orange Juice from Brazil; Initiation of Changed Circumstances Antidumping Duty Administrative Review

The Department of Commerce (the Department) is initiating a changed circumstances administrative review of the antidumping duty order on frozen concentrated orange juice (FCOJ) from Brazil (see Notice of Antidumping Duty Order: Frozen Concentrated Orange Juice from Brazil (52 FR 16426, May 5, 1987)) in response to a request from Louis Dreyfus Citrus Inc., a U.S. importer of FCOJ from Brazil, COINBRA- Frutesp, S.A. (COINBRA-Frutesp), a manufacturer/exporter of FCOJ from Brazil, and the affiliated companies of the Louis Dreyfus group (collectively ``Louis Dreyfus''). These entities have requested that the Department conduct a changed circumstances review to determine that COINBRA-Frutesp is the successor-in-interest to Coopercitrus Industrial Frutesp, S.A. (Frutesp), and as a result to find that FCOJ from Brazil manufactured and exported by COINBRA-Frutesp is not subject to the antidumping duty order on FCOJ from Brazil.
Final Results of Countervailing Duty Expedited Review: Hard Red Spring Wheat From Canada

On October 21, 2004, the Department of Commerce published the preliminary results of the expedited review of the countervailing duty order on hard red spring wheat from Canada. The company covered by this review was Richelain Farms. The period of review is August 1, 2001, through July 31, 2002. We gave interested parties an opportunity to comment on those results. None were submitted. Thus, the final results of the expedited review do not differ from the preliminary results, in which we found that countervailable subsidies are not being provided to Richelain Farms. Based on these final results, we are excluding Richelain Farms from the countervailing duty order in this proceeding. We will instruct U.S. Customs and Border Protection to refund all collected cash deposits and waive future cash deposit requirements for Richelain Farms, as detailed in the ``Final Results of Expedited Review'' section of this notice.
Stainless Steel Sheet and Strip in Coils From Mexico; Final Results of Antidumping Duty Administrative Review

On August 6, 2004, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on stainless steel sheet and strip in coils from Mexico (69 FR 47905). This review covers one manufacturer/exporter, ThyssenKrupp Mexinox S.A. de C.V. (Mexinox), of the subject merchandise to the United States during the period July 1, 2002 to June 30, 2003. Based on our analysis of the comments received, we have made changes in the margin calculation; therefore, the final results differ from the preliminary results. The final weighted-average dumping margin for the reviewed firm is listed below in the section entitled ``Final Results of Review.''

In response to a request from SST Materials, Inc. d/b/a Genesis Chemicals, Inc. (Genesis), a domestic producer of subject merchandise, the Department of Commerce (the Department) initiated an administrative review of the antidumping duty order on sebacic acid from the People's Republic of China (PRC) for entries of subject merchandise by Tianjin Chemical Import and Export Corporation (Tianjin) and Guangdong Chemical Import and Export Corporation (Guangdong), covering the period July 1, 2003, through June 30, 2004. We are now rescinding this review as a result of the petitioner's withdrawal of its request for an administrative review.

The Environmental Technologies Trade Advisory Committee (ETTAC) will hold a plenary meeting on February 11, 2005, at the U.S. Department of Commerce, 14th Street and Constitution Avenue, NW., Washington, DC 20230, in Room 3407. The ETTAC will discuss Tsunami Relief efforts and how environmental technologies companies can assist with the efforts, as well as continuing discussions on trade liberalization in environmental goods and services. The meeting is open to the public and time will be permitted for public comment. Written comments concerning ETTAC affairs are welcome anytime before or after the meeting. Minutes will be available within 30 days of this meeting. The ETTAC is mandated by Public Law 103-392. It was created to advise the U.S. government on environmental trade policies and programs, and to help it to focus its resources on increasing the exports of the U.S. environmental industry. ETTAC operates as an advisory committee to the Secretary of Commerce and the Trade Promotion Coordinating Committee (TPCC). ETTAC was originally chartered in May of 1994. It was most recently rechartered until May 30, 2006. As part of the U.S.-Norway Oil and Gas Industry Summit in Houston, the Royal Norwegian Ministry of Petroleum and Energy and the U.S. Department of Commerce are pleased to invite you, or a representative you designate from your company, to a breakfast briefing on opportunities on the Norwegian Continental Shelf (NCS). The briefing will provide offshore exploration and production companies with an overview of the resource potential and the framework conditions on the NCS. Although Norway is the third largest oil exporter in the world, only about \1/4\ of the total estimated petroleum resources on the NCS have been produced. With the large quantities of petroleum that remain to be discovered, the NCS offers a variety of oil and gas opportunities in both established and frontier basins. Norway also has a well established and competitive petroleum industry, predictable and transparent framework conditions, and an approachable and skilled public administration.
Certain Cased Pencils from the People's Republic of China; Preliminary Results of Antidumping Duty Administrative Review and Intent to Rescind in Part

The Department of Commerce (the Department) has preliminarily determined that sales by the respondents in this review, covering the period December 1, 2002, through November 30, 2003, have been made at prices less than normal value (NV). In addition, we are preliminarily rescinding this review with respect to Tianjin Custom Wood Processing Co., Ltd. (TCW), because TCW reported, and we confirmed, that it made no shipments of subject merchandise to the United States during the period of review (POR). If these preliminary results are adopted in the final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. The Department invites interested parties to comment on these preliminary results.

The period of review is December 1, 2002, through November 30, 2003. This review covers three companies. We have preliminarily determined that Chandan Steel, Ltd., and Isibars Steel, Ltd., sold subject merchandise at less than normal value during the period of review and that the Viraj Group has made sales in the United States at prices not below normal value.\1\ We have also preliminarily determined to revoke the order with respect to subject merchandise produced and exported by Viraj Alloys, Ltd., and VSL Wires, Ltd.
