In accordance with the procedures governing the application for, and the processing of, special permits from the Department of Transportation's Hazardous Material Regulations (49 CFR part 107, subpart B), notice is hereby given that the Office of Hazardous Materials Safety has received the applications described herein. This notice is abbreviated to expedite docketing and public notice. Because the sections affected, modes of transportation, and the nature of application have been shown in earlier Federal Register publications, they are not repeated here. Requests for modification of special permits (e.g. to provide for additional hazardous materials, packaging design changes, additional mode of transportation, etc.) are described in footnotes to the application number. Application numbers with the suffix ``M'' denote a modification request. These applications have been separated from the new application for special permits to facilitate processing.

PHMSA invites public comments on our intention to request the Office of Management and Budget's (OMB) approval to revise this information collection. On July 30, 2014, (79 FR 44246) PHMSA published a notice and request for comments in the Federal Register titled: ``Pipeline Safety: Request for Revision of a Previously Approved Information Collection: National Pipeline Mapping System (NPMS) Program (OMB Control No. 2137-0596)'' seeking comments on proposed changes to the NPMS data collection. During the comment period, PHMSA received several comments and suggestions on ways to improve this data collection. We are publishing this notice to address the many comments received and to request additional comments on PHMSA's proposed path forward. We are required to publish this notice in the Federal Register by the Paperwork Reduction Act of 1995, Public Law 104-13.

In accordance with the Paperwork Reduction Act of 1995, this notice announces that the Information Collection Requests (ICRs) discussed below will be forwarded to the Office of Management and Budget (OMB) for renewal and extension. These ICRs describe the nature of the information collections and their expected burdens. A Federal Register notice with a 60-day comment period soliciting comments on these ICRs was published in the Federal Register on April 29, 2015 [80 FR 23582] under Docket No. PHMSA-2015-0098 (Notice No. 15-8). PHMSA did not receive any comments in response to the April 29, 2015 notice.
Pipeline Safety: Public Workshop on Hazardous Liquid Integrity Verification Process

This notice is announcing a public workshop to be held on the concept of ``Hazard Liquid Integrity Verification Process (HL IVP).'' The HL IVP is to confirm the Maximum Operating Pressure when pipeline records are not traceable, verifiable, or complete. The Pipeline and Hazardous Materials Safety Administration (PHMSA) held a similar workshop in August 2013 on the Integrity Verification Process for gas transmission pipelines to help address several mandates in the Pipeline Safety, Regulatory Certainty, and Job Creation Act of 2011 and National Transportation Safety Board recommendations. At this one day workshop, PHMSA will present the latest information for a proposal for HL IVP and have presentations of perspectives from pipeline operators, state regulatory partners, and the public. Earlier draft material provided to stakeholders along with comments in response from the American Petroleum Institute and the Association of Oil Pipelines are available via the same docket for this workshop.

This notice is to announce a public workshop to discuss the advancement of risk modeling methodologies of gas transmission and hazardous liquid pipelines, and the risk modeling methodologies used for non-pipeline systems. This workshop will bring industry, Federal and state regulators, interested members of the public, and other stakeholders together to share knowledge and experience on risk modeling within the pipeline industry and other fields, ways to advance pipeline risk models, and practical ways that operators can adopt and/ or adapt them to the analyses of their systems.

On March 11, 2015, PHMSA published a final rule amending the pipeline safety regulations to make miscellaneous changes that updated and clarified certain regulatory requirements. These amendments address several subject matter areas including the performance of post- construction inspections, leak surveys of Type B onshore gas gathering lines, qualifying plastic pipe joiners, regulation of ethanol, transportation of pipe, filing of offshore pipeline condition reports, and calculation of pressure reductions for hazardous liquid pipeline anomalies. PHMSA has since received three petitions for reconsideration submitted by persons affected by the final rule.

PHMSA published in the Federal Register of January 5, 2015 (80 FR 168), a document containing revisions to the Pipeline Safety Regulations. That document inadvertently removed paragraphs (b)(1) through (b)(4) in 49 CFR 192.153. This document removes that amendment and makes several editorial changes.
