In compliance with the Paperwork Reduction Act of 1995, we are submitting this collection of information to the Office of Management and Budget's (OMB) Office of Information and Regulatory Affairs for approval and renewal.

This notice publishes approval of the Tribal-State Compact between the State of Oklahoma and Apache Tribe of Oklahoma.

This notice publishes the Table Bluff Reservation `` Wiyot Tribe Liquor Control Ordinance. The Ordinance regulates and controls the possession, sale and consumption of liquor within the Table Bluff Reservation. The land is located on trust land and this Ordinance allows for the possession and sale of alcoholic beverages within the Table Bluff's Reservation and will increase the ability of the tribal government to control the tribe's liquor distribution and possession, and at the same time will provide an important source of revenue for the continued operation and strengthening of the tribal government and the delivery of tribal services.

This notice publishes the Grand Traverse Band of Ottawa and Chippewa Indians' Liquor Control Ordinance. The Ordinance regulates and controls the possession, sale and consumption of liquor within the Grand Traverse Band of Ottawa and Chippewa Indians' tribal lands. This Ordinance allows for the possession and sale of alcoholic beverages within the Grand Traverse Band of Ottawa and Chippewa Indians' tribal lands, permits alcohol sales by tribally licensed vendors, and increases the ability of the tribal government to control the tribe's liquor distribution and possession. At the same time, it will provide an important source of revenue for the continued operation and strengthening of the tribal government and the delivery of tribal services.

This notice publishes an Approval of the Amended and Restated Tribal-State Government-to-Government Compact for the regulation of Class III Gaming on the Warm Springs Reservation.

This notice advises the public that the Bureau of Indian Affairs (BIA) as lead agency, with the Estom Yumeka Maidu Tribe (Enterprise Rancheria) as a cooperating agency, intends to gather information necessary for preparing an Environmental Impact Statement (EIS) for a proposed 40 acre fee-to-trust transfer and casino and hotel project to be located in Yuba County, California. The purpose of the proposed action is to help provide a land base for, and address the socio-economic needs of the Enterprise Rancheria. This notice also announces a public scoping meeting to identify potential issues, concerns and alternatives to be considered in the EIS.

This notice is published in exercise of authority delegated by the Secretary of the Interior to the Principal Deputy Assistant SecretaryIndian Affairs by 209 DM 8. The regulations implementing the Indian Child Welfare Act provide that Indian tribes may designate an agent other than the tribal chairman for service of notice of proceedings under the Act, 25 CFR 23.12. The Secretary of the Interior shall publish in the Federal Register on an annual basis the names and addresses of the designated agents. This is an addendum to the Designated Tribal Agents for service of notice published on March 21, 2005 (70 FR 13518), which included the listings of designated tribal agents received by the Secretary of the Interior with the exception of the Southern Plains Region, which was inadvertently omitted. This notice publishes the designated agent list of the Southern Plains Region only.

The Bureau of Indian Affairs and the U.S. Fish and Wildlife Service, on behalf of the Department of the Interior, the Shoshone- Paiute Tribes of Duck Valley, the Department of Agriculture, and the State of Nevada, announces the release for public review of the Assessment Plan, Rio Tinto Mine Site Natural Resource Damage AssessmentPublic Release Draft Report (Assessment Plan). The Assessment Plan was developed by the Rio Tinto Mine Trustee Council consisting of representatives of the Tribe and Agencies listed above, to assess injuries to natural resources resulting from the releases of hazardous substances from the Rio Tinto Mine in Elko County, Nevada. The Assessment Plan describes the proposed approach for determining and quantifying natural resource injuries and calculating damages associated with these injuries. All interested parties are invited to submit comments on the Assessment Plan.

This final rule deletes provisions of parts 31 and 36 that will become obsolete on May 31, 2005, the effective date of the final rule implementing the No Child Left Behind Act of 2001.

This notice advises the public of a correction to the Bureau of Indian Affairs' (BIA) Notice of Intent to prepare an Environmental Impact Statement (EIS) for the North Fork Rancheria's Proposed Trust Acquisition and Hotel/Casino Project, Madera County, California, published in the Federal Register on October 27, 2004 (69 FR 62721), which described the proposed action. The October notice is corrected to include statements concerning project alternatives, which are provided in the SUPPLEMENTARY INFORMATION section. This notice also re-opens public scoping to identify potential issues, concerns and alternatives to be considered in the EIS.

The Ordinance regulates and controls the possession, sale and consumption of liquor within land under the jurisdiction of the Samish Indian Nation. The land to which this Ordinance applies is in trust. This Ordinance will increase the ability of the tribal government to control the tribe's liquor distribution and possession, and at the same time will provide an important source of revenue for the continued operation and strengthening of the tribal government and the delivery of tribal services.

This notice announces that the Information Collection Request for Bureau of Indian Affairs (BIA) Form-4432, Verification of Indian Preference for Employment in the BIA and the Indian Health Service (IHS) has been submitted to the Office of Management and Budget (OMB) for approval under the provisions of the Paperwork Reduction Act of 1995. The BIA is soliciting public comments on the subject proposal.

The Bureau of Indian Affairs (Bureau) is publishing this notice to inform the public, the tribes, and Federal staff of the methodology that will be used for the distribution of CSF and ISDF for FY 2005. The purpose of the proposed action is to restore the Guidiville land base of the Guidiville Band of Pomo Indians of the Guidiville Rancheria (Tribe) and help provide for the economic development of the tribe. The proposed action would additionally serve to meet the City's requirements under the Base Realignment and Closure Act to use a closed Navy fuel depot for economic development purposes. This notice also announces a public scoping meeting to identify potential issues and alternatives for inclusion in the EIS/EIR.

The Ordinance regulates and controls the possession, sale and consumption of liquor within the Bear River Band of Rohnerville Rancheria's tribal land. The land is located on trust land and this Ordinance allows for the possession and sale of alcoholic beverages within the Bear River Band of Rohnerville Rancheria's tribal land and will increase the ability of the tribal government to control the tribe's liquor distribution and possession, and at the same time will provide an important source of revenue for the continued operation and strengthening of the tribal government and the delivery of tribal services.

The Bureau of Indian Affairs (BIA) and the Office of Hearings and Appeals (OHA), Department of the Interior (the Department), are revising their regulations dealing with the probate of Indian trust estates to reflect an organizational change. The Department is consolidating the probate adjudication functions previously handled by attorney decision makers in BIA and by administrative law judges and Indian probate judges in OHA into a new Probate Hearings Division within OHA. As a result, this rule transfers various regulatory provisions dealing with attorney decision makers from BIA's regulations to OHA's.

Notice is given that the Tribal-State Gaming Compact between the Seneca-Cayuga Tribe and the State of Oklahoma is considered approved and is in effect.

This notice announces that the Bureau of Indian Affairs (BIA) in accordance with the Paperwork Reduction Act is soliciting comments on the Financial Assistance and Social Service program application forms in order to renew the Office of Management and Budget (OMB) clearance. This information collection request is cleared under OMB control number 1076-0017 and expires on July 31, 2005.

This notice advises the public that the Bureau of Indian Affairs (BIA), in cooperation with the Moapa Band of Paiute Indians (Tribe), Bureau of Land Management (BLM), U.S. Environmental Protection Agency (EPA), U.S. Army Corps of Engineers (ACOE), and Ash Grove Cement Company (Ash Grove), will be gathering information needed for the preparation of an Environmental Impact Statement (EIS) and permits that may be issued by individual regulatory agencies. The information included in the EIS will be used to support the approval of multiple leases, right-of-way easements, special use permits, and/or other agreements between the Tribe and Ash Grove for the construction, operation, and maintenance of a proposed cement plant, a limestone quarry, other raw material extraction site(s) and infrastructure on the Moapa River Indian Reservation (Reservation) in Clark County, Nevada. The purpose and need for this proposed project is to provide an economic development opportunity for the Tribe, to provide a new source of cement in the southwestern United States, and to address the growing demand for cement in the United States. This notice also announces public scoping meetings to identify potential issues and alternatives for inclusion in the EIS.
