The U.S. Army Corps of Engineers (Corps), Sacramento District, intends to prepare an integrated Feasibility Report/Supplemental Draft Environmental Impact Statement (FR/SDEIS) for the Lower Cache Creek Flood Risk Management Feasibility Study (feasibility study). The Corps will serve as the lead agency for compliance with the National Environmental Policy Act (NEPA). The feasibility study is evaluating opportunities to reduce flood damages to the city of Woodland and improve the conveyance of the hydraulic system in the lower Cache Creek Basin, in Yolo County, CA. A Draft EIS was originally submitted for public review on March 21, 2003 (68 FR 13907). Following an assessment of public comments received as well as a determination of additional technical, environmental, and economic evaluation needs, the local sponsors, the City of Woodland and the Reclamation Board of the State of California, decided to pause the feasibility study. The 2003 Draft EIS/EIR was never finalized and no Record of Decision was prepared. The local sponsor reinitiated the study with the Corps in 2011 after further coordination with stakeholders and interested parties. Because of significant new circumstances and information relevant to environmental concerns and bearing on the proposed action or its impacts, a supplement to the 2003 draft EIS is being prepared.

The U.S. Army Corps of Engineers (USACE) announces the availability of a Public Review Draft Feasibility Study with Integrated Environmental Impact Statement (EIS), for the Ala Wai Canal Project, Oahu, Hawaii. To better inform potential commenters, a public meeting is scheduled on September 30, 2015 at Washington Middle School in Honolulu, Hawaii. The Draft Feasibility Study/EIS evaluates alternatives to manage flood risk within the Ala Wai watershed, which includes the neighborhoods of Makiki, Manoa, Palolo, Kapahulu, Moiliili, McCully, and Waikiki. It also documents the existing condition of environmental resources in areas considered for locating flood risk management features and potential impacts on those resources that could result from implementing each alternative. The State of Hawaii, Department of Land and Natural Resources is the non-Federal sponsor and the proposing agency for compliance with the Hawaii law on Environmental Impact Statements.

The U.S. Army Corps of Engineers (COE) is preparing an Environmental Impact Statement (EIS) to analyze the direct, indirect, and cumulative effects of commercial dredging of sand and gravel from the Kansas River in the State of Kansas. The proposed dredging will occur within portions of the river between the mouth of the Kansas River and river mile 170 at the confluence of the Kansas, Republican and Smokey Hill Rivers. Department of the Army (DA) authorization under Section 10 of the River and Harbors Act is required for the work to obtain sand and gravel materials from the Kansas River by hydraulic suction dredging operations. Commercial dredging in the Kansas River has occurred for more than 100 years but the quantity of sand and gravel materials annually withdrawn from the river has increased over time. The existing permits for dredging, last issued in 2007, allowed for a potential annual total of 3,150,000 tons of materials to be extracted from the Kansas River. The current DA permits originally scheduled to expire on December 31, 2012 were indefinitely extended until after completion of an EIS. Five applicants are currently requesting to extract 1,900,000 tons of material per year from the river at eight locations.

The National Practitioner Data Bank (NPDB) announces the release of the revised user Guidebook. The NPDB is a confidential information clearinghouse created by Congress and intended to facilitate a comprehensive review of the professional credentials of health care practitioners, entities, and suppliers. The Guidebook is the primary policy document explaining the statutes and regulations behind and operation of the NPDB. It serves as an essential reference for NPDB users, offering reporting and querying examples, explanations, definitions, and frequently asked questions. The new Guidebook incorporates legislative and regulatory changes adopted since its last edition, including the NPDB's merger with the Healthcare Integrity and Protection Data Bank. In November 2013, the Health Resources and Services Administration (HRSA) released a draft Guidebook to the public for review and comment by NPDB stakeholders and other interested parties. It announced the draft Guidebook's availability in the Federal Register. HRSA received more than 360 separate comments, consisting of analyses of issues raised by the draft Guidebook. The NPDB carefully studied all comments received, and many led to detailed analyses of how NPDB explains its policies to its audiences. The final Guidebook is now available at www.npdb.hrsa.gov and replaces previous Guidebooks.

The extension allows BPHC to eliminate the November 1 budget period start date by redistributing these grants to established starting dates later in the fiscal year, thereby allowing awardees comparable opportunity to prepare and submit applications while allowing BPHC to remain compliant with internal process timelines.

The Health Resources and Services Administration (HRSA) is issuing a limited competition for awards among the 40 current Graduate Psychology Education (GPE) Program grantees whose project periods end June 30, 2016. No more than $1,000,000 will be made available in federal fiscal year (FY) 2015 in the form of 1-year project period grants. These awards are specifically for interprofessional training of doctoral psychology graduate students and interns to address the psychological needs of military personnel, veterans, and their families in civilian and community-based settings, including those in rural areas. An estimated five grants will be awarded with a ceiling amount of $190,000 per grant for 1 year. These funds will be used to establish, expand, and/or enhance activities that were funded under the FY 2013 GPE Program. Program funds are to be used for stipend support for interns and doctoral students, faculty development, curriculum and instructional design, program content enhancement, program infrastructure development, and the supervision and training support of interns.

The Health Resources and Services Administration (HRSA) is updating income levels used to identify a ``low-income family'' for the purpose of determining eligibility for programs that provide health professions and nursing training to individuals from disadvantaged backgrounds. These various programs are authorized in Titles III, VII, and VIII of the Public Health Service Act. The Department periodically publishes in the Federal Register low- income levels to be used by institutions receiving grants and cooperative agreements in order to determine individual eligibility for programs providing training for (1) disadvantaged individuals, (2) individuals from disadvantaged backgrounds, or (3) individuals from low-income families.
