The 3D Elevation Program (3DEP) initiative is being developed to respond to needs for high-quality topographic data and for a wide range of other three-dimensional representations of the Nation's natural and constructed features. The primary goal of 3DEP is to systematically collect enhanced elevation data in the form of high- quality light detection and ranging (lidar) data over the conterminous United States, Hawaii, and the U.S. territories, as well as interferometric synthetic aperture radar (ifsar) data over Alaska. The 3DEP initiative is based on the results of the National Enhanced Elevation Assessment (NEEA), which indicated an optimal benefit to cost ratio for Quality Level 2 (QL2) data collected over 8-years to complete national coverage. The implementation model for 3DEP is based on multi- agency partnership funding for acquisition, with the USGS acting in a lead program management role to facilitate planning and acquisition for the broader community, through the use of government contracts and partnership agreements. The annual Broad Agency Announcement (BAA) is a competitive solicitation issued to facilitate the collection of lidar and derived elevation data for the 3D Elevation Program (3DEP). Federal agencies, state and local governments, tribes, academic institutions and the private sector are eligible to submit proposals. The 3DEP public meetings will introduce this opportunity to the broadest stakeholder community possible and provide a forum for interested parties to discuss elevation data collection needs of mutual interest that could be addressed by a coordinated investment. This meeting is to discuss broad policy-related topics relating to national water initiatives, and the development and dissemination of water information, through reports from ACWI subgroups. The agenda will include updates from ACWI's various subcommittees; a report on the 9th National Monitoring Conference, which was held earlier this year in Cincinnati, Ohio; a presentation of the water chapter of the Third National Climate Assessment; and a report on the Hydrologic Frequency Analysis Work Group's progress on revising Bulletin 17B, Guidelines For Determining Flood Flow Frequency. The ACWI was established under the authority of the Office of Management and Budget Memorandum M-92-01 and the Federal Advisory Committee Act. The purpose of the ACWI is to provide a forum for water information users and professionals to advise the Federal Government on activities and plans that may improve the effectiveness of meeting the Nation's water information needs. Member organizations help to foster communications between the Federal and non-Federal sectors on sharing water information. Proposal To Withdraw Spatial Data Transfer Standard, Parts 1-7

The Federal Geographic Data Committee (FGDC) proposes to withdraw the Spatial Data Transfer Standard (SDTS), Parts 1-7, https:// www.fgdc.gov/standards/projects/FGDC-standards-projects/SDTS/ index html, as an FGDC-endorsed standard. FGDC maintenance authority agencies were asked to review the relevance of the SDTS, and they responded that the SDTS is no longer used by their agencies. The SDTS had provided a common mechanism for transferring digital geospatial data among different systems and for sharing and integrating data from many diverse sources. For more information about the SDTS, refer to the SUPPLEMENTARY INFORMATION section. The FGDC seeks comment from any organization that continues to provide data in the SDTS format and would prefer to retain the SDTS as an FGDC-endorsed standard. Alternatively, it seeks comment from any organization that supports withdrawal of the SDTS Parts 1-7 as an FGDC- endorsed standard. FGDC Standards Directive 9, Maintenance, https://www.fgdc.gov/standards/process/standards-directives/di rective- 09, requires a 90-day public comment period for proposals to withdraw FGDC-endorsed standards.
National Earthquake Prediction Evaluation Council (NEPEC)

Pursuant to Public Law 96-472, the National Earthquake Prediction Evaluation Council (NEPEC) will hold a one-and-a-half-day meeting on November 4 and 5, 2013, at the U.S. Geological Survey (USGS) in Menlo Park, California. The Council is comprised of members from academia and the Federal Government. The Council shall advise the Director of the U.S. Geological Survey on proposed earthquake predictions, on the completeness and scientific validity of the available data related to earthquake predictions, and on related matters as assigned by the Director. Additional information about the Council may be found at: https://earthquake.usgs.gov/aboutus/nepec/. At the meeting, the Council will receive several briefings on the history and current state of scientific investigations of earthquake processes in and around the San Andreas fault near the town of Parkfield in central California, and will be asked to advise the USGS on priorities for instrumentation and scientific investigations in the future. The Council will also hear updates on past topics of discussion, including work with social and behavioral scientists on improving hazard and risk messages; development of improved methods for calculation of short-term aftershock probabilities; USGS collaborative work with the Collaboratory for Study of Earthquake Predictability (CSEP); status of an updated Uniform California Earthquake Rupture Forecast (UCERF3); and on the delivery of near-real-time earthquake information by the National Earthquake Information Center (NEIC). A draft meeting agenda is available from the Executive Secretary on request (contact information below), and will be posted to the Web site (above) when finalized. In order to ensure sufficient seating and hand- outs, it is requested that visitors pre-register by contacting the Executive Secretary by November 1. The U.S. Department of the Interior (Interior) is seeking nominations for individuals to be considered as Committee members and/ or alternates to serve on the Advisory Committee on Water Information (ACWI). Membership represents a wide range of water resources interests and functions. The ACWI will have a maximum of 35 members. Members will represent the interests of water oriented organizations and will be selected from among, but not limited to the following groups: Federal agencies, professional water-related associations, State and country water-related associations, academia, private industry, water utility associations, civil engineering societies, watershed and land conservation associations, ecological societies, lake, coastal, and ocean associations, environmental and educational groups. Member organizations designate their representatives and alternates. Membership rests not with the individual person but rather with the member organization, who names their representative, and sometimes an alternate. Nominations should include a resume providing an adequate description of the nominee's qualifications, including information that would enable the Department of the Interior to make an informed decision regarding meeting the membership requirements of the ACWI and permit the Department of the Interior to contact a potential member. No individual who is currently registered as a Federal lobbyist is eligible to serve as a member of the ACWI. Public Review of Draft National Shoreline Data Content Standard

The Federal Geographic Data Committee (FGDC) is conducting a public review of the draft National Shoreline Data Content Standard. The FGDC has developed a draft National Shoreline Data Content Standard that provides a framework for shoreline data development, sharing of data, and shoreline data transformation and fusion. The FGDC Coastal and Marine Spatial Data Subcommittee, chaired by the National Oceanic and Atmospheric Administration (NOAA), sponsored development of the draft standard. The FGDC Coordination Group, comprised of representatives of Federal agencies, has approved releasing this draft standard for public review and comment. The draft National Shoreline Data Content Standard defines attributes or elements that are common for shoreline data development and provides suggested domains for the elements. The functional scope includes definition of data models, schemas, entities, relationships, definitions, and crosswalks to related standards. The draft National Shoreline Data Content Standard is intended to enhance the shoreline framework by providing technical guidance on shoreline semantics, data structures and their relationships to builders and users of shoreline data. The geographical scope of the draft standard comprises all shorelines of navigable waters within the United States and its territories. The primary intended users of the National Shoreline Data Content Standard are the mapping, shoreline engineering, coastal zone management, flood insurance, and natural resource management communities. The FGDC invites all stakeholders to comment on this draft standard to ensure that it meets their needs. Coastal and Marine Ecological Classification Standard

The Federal Geographic Data Committee (FGDC) has endorsed the Coastal and Marine Ecological Classification Standard (CMECS) as the first-ever comprehensive federal data standard for classifying and describing coastal and marine ecosystems. CMECS provides a means of classifying ecological and habitat units using a common terminology. It provides a uniform protocol for identifying, characterizing and naming ecological units in support of monitoring, protection, and restoration of unique biotic assemblages, protected species, critical habitat, and important ecosystem components.
