DoD, GSA, and NASA are proposing to amend the Federal Acquisition Regulation (FAR) to implement a higher simplified acquisition threshold for overseas acquisitions in support of humanitarian or peacekeeping operations.

The General Services Administration has issued Federal Management Regulation (FMR) Bulletin G-06, which provides guidance to large Executive Branch Federal agencies of the annual mail management reporting requirement. The bulletin provides agencies with information on the reporting instructions and training information in the Simplified Mail Accountability Reporting Tool (SMART). Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning Value Engineering Requirements.

GSA is proposing to amend the Federal Management Regulation (FMR), Transportation Payment and Audit, to clarify agency and Department of Defense (DOD) transportation payment and audit requirements. GSA is also proposing to amend relevant definitions as a result of these proposed amendments. The FMR is written in plain language to provide agencies with updated regulatory material that is easy to read and understand.

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve a previously approved information collection requirement regarding the collection of personal data for background investigations for child care workers accessing GSA owned and leased controlled facilities. A notice was published in the Federal Register at 80 FR 32561 on June 9, 2015. No comments were received.

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning Integrity of Unit Prices. A notice was published in the Federal Register at 80 FR 35359 on June 19, 2015. One comment was received, but was unrelated to the subject matter.

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning submission of a Professional Employee Compensation Plan. A notice was published in the Federal Register at 80 FR 35358 on June 19, 2015. No comments were received.

A notice was published in the Federal Register at 80 FR 36343 on June 24, 2015. One comments were received, but was unrelated to the subject matter.

GSA is amending the Federal Management Regulations (FMR) reporting requirements to state that large agencies must submit to GSA their prior fiscal year mail reports in the Simplified Mail Accountability Reporting Tool annually by December 1.

The purpose of this notice is to announce a software programming and data innovation competition hosted by GSA IT's Digital Services Division that will be held on Friday, October 16, 2015. The competition details can be viewed at https://open.gsa.gov/Digital- Innovation-Hackathon-Fall2015. The goal of this competition is to ask the public and academia to develop smart technology solutions in the form of an application, application programming interface (API), and/or data mashup that has the capability to provide GSA with key insights and recommendations for future enhancements. GSA will challenge software developers, designers, engineers, data scientists, and subject matter experts (SMEs) to create a solution using publicly available GSA data.

GSA is proposing to amend the Federal Management Regulation (FMR) by revising its coverage of Art-in-Architecture. This proposed rule provides clarification to the policies that support the efforts to collect, manage, fund and commission fine art in Federal buildings.

DoD, GSA, and NASA have adopted as final, without change, an interim rule amending the Federal Acquisition Regulation (FAR) to address the continuing Governmentwide statutory prohibition on the use of appropriated (or otherwise made available) funds for contracts with any foreign incorporated entity that is an inverted domestic corporation or any subsidiary of such entity.

DoD, GSA, and NASA are issuing a final rule amending the Federal Acquisition Regulation (FAR) to correct the terminology relating to preparation and transmittal of synopses and update the descriptions of Federal product and service codes related to exemptions from service contract labor standards, to conform to the current Federal Procurement Data System Product and Service Codes Manual.

DoD, GSA, and NASA are issuing this final rule amending the Federal Acquisition Regulation (FAR) to implement the inflation adjustment of acquisition-related dollar thresholds. A statute requires an adjustment every five years of acquisition-related thresholds for inflation using the Consumer Price Index for all urban consumers, except for the Construction Wage Rate Requirements statute (formerly Davis-Bacon Act), Service Contract Labor Standards statute, and trade agreements thresholds. DoD, GSA, and NASA have also used the same methodology to adjust nonstatutory FAR acquisition-related thresholds.
