The U.S. General Services Administration (GSA) recently completed a review of agencies' lease files for space acquired using a delegation of leasing authority from GSA in accordance with Federal Management Regulation (FMR) Bulletin 2008-B1 (Bulletin 2008-B1). FMR Bulletin C-2 clarifies the conditions, restrictions and reporting requirements specified in the delegation of authority and updates weblinks, the Simplified Lease Threshold and regulation references specified in FMR Bulletin 2008-B1. This bulletin is in keeping with the spirit of Executive Order 13327, ``Federal Real Property Asset Management,'' to maximize the increased governmentwide emphasis on real property inventory management. A notice announcing FMR Bulletin C-2 appeared in the Federal Register on March 13, 2014 (79 FR 144251) which stated the bulletin would be posted only on the FMR Web site. However, that decision was reconsidered and for the convenience of the reader, FMR Bulletin C-2 appears in full in today's Federal Register following this notice. The public law regarding the receipt and disposition of foreign gifts and decorations requires that at 3-year intervals following January 1, 1981, minimal value for foreign gifts be redefined in regulations prescribed by the Administrator of General Services, in consultation with the Secretary of State, to reflect changes in the Consumer Price Index for the immediately preceding 3-year period. The required consultation has been completed and the minimal value has been increased to mean $375 or less as of January 1, 2014.

On February 12, 2013, the President issued an Executive Order for Improving Critical Infrastructure Cybersecurity (Executive Order 13636). In accordance with Section 8(e) of Executive Order 13636, the General Services Administration (GSA) and the Department of Defense (DOD) submitted recommendations on the feasibility, security benefits, and relative merits of incorporating security standards into acquisition planning and contract administration and addressing what steps can be taken to harmonize, and make consistent, existing procurement requirements related to cybersecurity. On January 23, 2014, the GSA and DOD posted the Final Report of the Joint Working Group on Improving Cybersecurity and Resilience through Acquisition on the DOD and GSA Web sites. The report makes six (6) recommendations to improve cybersecurity and resilience in Federal acquisitions. This Request for Comments is being published to obtain stakeholder input on how to implement the report's recommendations.

The U.S. General Services Administration (GSA) published FTR Amendments 2007-03, June 27, 2007, and 2007-06, December 11, 2007, in the Federal Register (72 FR 35187 and 72 FR 70234 respectively) specifying that the Internal Revenue Service (IRS) Standard Mileage Rate for moving purposes would be the rate at which agencies will reimburse an employee for using a Privately Owned Vehicle (POV) for relocation worldwide. The amendment indicated that the change to the IRS Standard Mileage Rate for moving purposes applied to relocations on and after September 25, 2007, and that GSA would publish a bulletin announcing any changes to that rate made by the IRS thereafter. On December 6, 2013, the IRS announced that as of January 1, 2014, the relocation mileage rate would decrease to $0.235 per mile for the 12- month period ending on December 31, 2014. Thus, the reimbursement rate for POVs used in conjunction with official relocation will also be $0.235 for the same period. FTR Bulletin 14-04 is attached. The Federal Acquisition Service (FAS) of the General Services Administration (GSA) is seeking comments that can be used to assist in the development of processes and procedures for the inclusion of order- level materials under the Federal Supply Schedule (FSS) program. Though the acquisition of order-level materials is allowed under multiple- award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts, FAS has yet to develop a clear mechanism for the procurement of these items under the FSS program. FAS is now taking steps to bring the FSS program into parity with other multiple-award IDIQ contract vehicles. This endeavor is a critical piece of a larger effort to modernize the FSS program as a whole, under which FAS aims to increase efficiency and effectiveness, facilitate the purchase of total solutions, maximize competition, and promote small business utilization across Government.

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning Termination Settlement Proposal Forms-FAR (Standard Forms 1435 through 1440), as prescribed at FAR subpart 49.6, Contract Termination Forms and Formats. A notice was published in the Federal Register at 78 FR 59009 on September 25, 2013. No comments were received.
