Food Safety and Inspection Service September 2015 – Federal Register Recent Federal Regulation Documents

The Food Safety and Inspection Service (FSIS) is proposing to add Namibia to the list of countries whose meat inspection system is equivalent to the system that the United States has established under the Federal Meat Inspect Act (FMIA) and its implementing regulations. FSIS's review of Namibia's laws, regulations, and inspection implementation show this to be the case. At this time, because Namibia advised FSIS that it intends to export only boneless (not ground) raw beef products, such as primal cuts, chuck, blade, and beef trimmings to the United States, FSIS has only assessed Namibia's inspection system with respect to beef. Thus, should this rule become final, Namibia would need to submit additional information for FSIS to review before FSIS would allow Namibia to export product from other types of livestock to the U.S. All products that Namibia exports to the U.S. will be subject to re-inspection at United States ports of entry by FSIS inspectors.

The Beaverhead-Deerlodge National Forest will prepare a Supplemental Environmental Impact Statement (SEIS) to the 2009 Beaverhead-Deerlodge National Forest Revised Land and Resource Management Plan (Forest Plan) environmental analysis in response to an August 27, 2015 Order from the U.S. District Court for the District of Montana. The Court directed the Forest Service to ``properly disclose the information underlying its analysis of snowmobile impacts on big game wildlife'' and ``adequately appl[y] the minimization criteria in the [2005 Travel Management Rule].''

The Rogue and Umpqua Resource Advisory Committee (RAC) will meet in Roseburg, Oregon. The committee is authorized under the Secure Rural Schools and Community Self-Determination Act (the Act) and operates in compliance with the Federal Advisory Committee Act. The purpose of the committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with Title II of the Act. In June of 2003, the Dakota Prairie Grasslands (DPG) Record of Decision (ROD) for Oil and Gas Leasing on the Little Missouri and Cedar River National Grasslands was signed by the Forest Service and Bureau of Land Management (BLM). The ROD identified lands open for lease, including areas subject to leasing stipulations to protect Dakota Prairie Grassland resources and uses. The ROD was based upon the environmental review completed for the 2001 Northern Great Plains Management Plans Revision. In the 14 years since the previous analysis was completed there has been new information and changed circumstances that warrant environmental analysis to see what, if any, changes need to be made to the DPG's and BLM's decisions about oil and gas leasing and whether or not there is a need to change DPG's Land and Resource Management Plan direction relative to oil and gas development on the Little Missouri National Grassland unit of the Dakota Prairie Grasslands. New information and changed circumstances include a change in the manner and pace of oil and gas development and the listing of the Dakota Skipper and Northern Long-Eared Bat as threatened species under the Endangered Species Act (ESA).
