The Moving Ahead for Progress in the 21st Century Act (MAP-21) established the Surface Transportation Project Delivery Program that allows a State to assume FHWA's environmental responsibilities for environmental review, consultation, and compliance under the National Environmental Policy Act (NEPA) for Federal highway projects. When a State assumes these Federal responsibilities, the State becomes solely responsible and liable for carrying out the responsibilities it has assumed, in lieu of FHWA. This program mandates annual audits during each of the first 4 years of State participation to ensure compliance with program requirements. This notice announces and solicits comments on the second audit report for the Alaska Department of Transportation and Public Facilities (DOT&PF).

The FHWA is issuing this notice to advise the public that the NOI for the preparation of an EIS to study a proposed intermodal highway project in Washington and Benton Counties, Arkansas is being rescinded. The NOI was published in the Federal Register on February 4, 2000, and a draft EIS was released in October 2012. This rescission is based on important changes in the existing infrastructure that allows for a substantially reduced scope of work.

The FHWA is extending the comment period for a notice of proposed rulemaking (NPRM) and request for comments, which was published on November 12, 2019. The original comment period is set to close on January 13, 2020. The extension is based on FHWA's desire to allow interested parties sufficient time to review and provide comprehensive comments on this NPRM. Therefore, the closing date for comments is changed to March 13, 2020, which will provide those interested in commenting additional time to discuss, evaluate, and submit responses to the docket.
