This notice announces actions taken by the FHWA that are final within the meaning of 23 U.S.C. 139(l)(1). The actions relate to a proposed highway project, US 18/151 (Verona Road) CTH PD to US 12/14 and US 12/14 (Beltline) Whitney Way to Todd Drive in Dane County, Wisconsin. Those actions grant approvals for the project. The project will be constructed in three stages. Stage 1 entails reconstructing the current US 18/151 and US 12/14 diamond interchange to a single-point urban interchange and extending the six-lane US 12/14 section west through the Whitney Way interchange. The Beltline reconstruction will extend from west of Whitney Way to east of Seminole Highway and will include reconstruction of the Seminole Highway overpass. The US 12/14 modifications will include expanding the Whitney Way westbound off-ramp and the Whitney Way eastbound on-ramp to two lanes and add a parallel lane to the Whitney Way westbound on-ramp. US 18/151 (Verona Road) will be reconstructed from Raymond Road to US 12/14 and include capacity expansion. Midvale Boulevard will be reconstructed between US 12/14 and Nakoma Road. A jug-handle grade-separated intersection will be constructed at the current Summit Road at-grade intersection with US 18/151. Four lanes southbound and three lanes northbound will be provided on US 18/151 from Nakoma Road on Midvale Boulevard to Summit Road. Stage 1 is currently scheduled for construction from approximately 2013 to 2015. Stage 2 will convert the CTH PD and US 18/151 at-grade intersection to a diamond interchange. Stage 2 will also include a third lane in both directions on US 18/151 from the CTH PD interchange to the Raymond Road intersection and upgrade the Williamsburg Way at-grade intersection. CTH PD will be reconstructed from west of Nesbitt Road to Commerce Park Drive. Stage 2 is currently scheduled for construction from approximately 2017 to 2018. Stage 3 will be constructed when operations and safety needs become a statewide priority and funding is available. This is currently predicted for around 2030. Stage 3 will separate local and regional traffic by constructing a depressed freeway down the center of Verona Road. A US 151/18 system interchange with depressed US 18/151 ramps will be constructed east of the Verona Road Single-point interchange. A one-way pair local road system will front the depressed US 18/151 freeway. Raymond Road and Williamsburg Way will be grade-separated over US 18/151 freeway. The environmental document will be re-evaluated in coordination with federal, state and local agencies prior to the implementation of Stage 3. Therefore, this notice of limitations does not apply to Stage 3.

This segment of the BQE referred to as the Gowanus Expressway, extends from Sixth Avenue to the Brooklyn Battery Tunnel and contains 23 structures with a total deck area of approximately 2,000,000 square feet. Emergency Temporary Closure of the I-64 Sherman-Minton Bridge Over the Ohio River Between Indiana and Kentucky

Pursuant to section 658.11 of title 23, Code of Federal Regulations, the Indiana Division of the Federal Highway Administration (FHWA) announces the continued closure of the I-64 Sherman-Minton Bridge over the Ohio River between Indiana and Kentucky which the Indiana Governor closed on September 9, 2011, for safety considerations. After consultation with the Indiana Department of Transportation (INDOT), the Kentucky Transportation Cabinet (KYTC), and the FHWA, it was recommended that the bridge be closed after the discovery of a crack in a critical load-carrying element of the bridge. The closure is for an indefinite period of time. The INDOT is detouring eastbound I-64 traffic onto I-265 eastbound to I-65 southbound to cross the Ohio River and rejoin I-64 eastbound in Kentucky. The KYTC is detouring westbound I-64 traffic, bound for destinations beyond Louisville, onto northbound I-264 (or I-265) to southbound I-71 to northbound I-65 to cross the Ohio River and follow the Indiana detour. Under title 23 of the Code of Federal Regulations, section 658.11 (Additions, deletions, exceptions, and restrictions), the FHWA can grant the closing of the Interstate system or other National Network route based upon specified justification criteria in section 658.11(d)(2). The FHWA is also authorized to delete any route from the National Network on an emergency basis based on safety considerations pursuant to section 658.11(e). The FHWA has decided to approve the request by the Indiana Division of the FHWA as an emergency deletion in accordance with section 658.11(e) due to the safety considerations discussed in this notice. The FHWA is requesting comments from the general public on the alternate routes selected by Indiana due to the closure.

The actions relate to a proposed highway project, US 41 (Memorial Drive to County M) in Brown County, Wisconsin. Those actions grant approvals for the project. The project will widen the US 41 freeway mainline from 4 to 6 lanes and add auxiliary lanes at certain locations along US 41 northbound and southbound from Memorial Drive to County M, The project will also reconstruct I-43 from US 41 to Atkinson Drive and reconstruct the Velp Avenue, I-43, and County M interchanges. The I-43/US 41 interchange will be reconstructed as a System Interchange with directional ramps and will include a realignment of the US 41 mainline, raising of the northbound gradeline, and elimination of existing access between Velp Avenue and I-43 via US 41. The project limits on US 41 extend from Memorial Drive to County M, a distance of approximately 3.5 miles and the project limits on I-43 extend from US 41 to Atkinson Drive, a distance of approximately 2 miles. The project also includes construction of roundabouts, construction of new bridges and replacement of existing bridges.
Multistate Corridor Operations and Management Program

This notice invites existing and potential multistate organizations, coalitions, or other arrangements or entities engaged in corridor transportation activities and research to apply for participation in the Multistate Corridor Operations and Management (MCOM) Program authorized by the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) Intelligent Transportation Systems (ITS) Research program. The purpose of the MCOM program is to promote regional cooperation, planning, and shared project implementation for research programs and projects to improve multimodal transportation system management and operations. The FHWA is issuing this notice to advise the public that an environmental impact statement (EIS) will be prepared for improvements to the corridor generally following the existing pathway created by Missouri Bottom Road, Aubuchon Road, and Charbonier Road between Earth City Expressway and Howdershell/Shackelford Road in northwestern St. Louis County, Missouri. These roads lie within the floodplain of the Missouri River. The hydrological conditions of the area create a situation where short-term flood-related closures occur along this pathway. The occurrence and length of closures are often difficult to predict; the detours caused by the closures are often lengthy.

Section 1114 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) (Pub. L. 109-59; 119 Stat. 1144) continued the highway bridge program to enable States to improve the condition of their highway bridges over waterways, other topographical barriers, other highways, and railroads. Section 1114(f) amended 23 United State Code (U.S.C.) 144 by adding subsection (r), requiring the Secretary of Transportation to publish in the Federal Register a report describing construction materials used in new Federal-aid bridge construction and bridge rehabilitation projects. As part of the SAFETEA-LU Technical Corrections Act of 2008 (Pub. L. 110-244), 23 U.S.C. 144 subsection (r) became subsection (q), but the reporting requirement remained the same.

The MUTCD is incorporated in our regulations, approved by the Federal Highway Administration, and recognized as the national standard for traffic control devices used on all streets, highways, bikeways, and private roads open to public travel. The FHWA proposes to revise certain information relating to target compliance dates for traffic control devices. Consistent with Executive Order 13563, and in particular its emphasis on burden-reduction and on retrospective analysis of existing rules, the proposed changes are intended to reduce the costs and impacts of compliance dates on State and local highway agencies and to streamline and simplify the information.
