The OCC, FDIC, and NCUA (the Agencies), are soliciting public comment on the renewal of a collection of information by the Agencies. Under the Paperwork Reduction Act of 1995 (PRA), Federal agencies are required to publish notice in the Federal Register concerning each proposed collection of information, including each proposed extension of an existing collection of information, and to allow 60 days for public comment in response to the notice. The Agencies are soliciting comment concerning renewal of their information collection titled, ``Reverse Mortgage Products: Guidance for Managing Compliance and Reputation Risks.''

The FDIC, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity, as required by the Paperwork Reduction Act of 1995 (4 U.S.C. chapter 35), to comment on renewal of an existing information collection as required by the PRA. On April 16, 2012 (78 FR 22544), the FDIC solicited public comment for a 60-day period on renewal without change of its ``Application for Consent to Reduce or Retire Capital'' information collection (OMB No. 3064-0079). One comment was received. The commenter expressed support for the information collection as necessary for the FDIC's performance of its statutory functions. Therefore, the FDIC hereby gives notice of submission of its request for renewal to OMB for review.

In accordance with the requirements of the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. chapter 35), the OCC, the Board, and the FDIC (the agencies) may not conduct or sponsor, and the respondent is not required to respond to, an information collection unless it displays a currently valid Office of Management and Budget (OMB) control number. On January 29, 2013, the agencies, under the auspices of the Federal Financial Institutions Examination Council (FFIEC), published a notice in the Federal Register (78 FR 6176) requesting public comment on a proposal to extend, with revision, the currently approved information collections contained in the Country Exposure Report (FFIEC 009) and the Country Exposure Information Report (FFIEC 009a). The comment period for this notice expired on April 1, 2013. The agencies received comments from seven entities: three banking organizations, a savings and loan holding company (SLHC), and three banking associations. After considering the comment letters received, the agencies plan to modify certain aspects of the proposed revisions. In addition, the agencies plan to delay the implementation of the proposed changes until September 30, 2013, for current respondents and until March 31, 2014, for SLHC respondents. The agencies are now submitting requests to OMB for approval of the extension, with revision, of the FFIEC 009 and FFIEC 009a.

The Federal Deposit Insurance Corporation (``FDIC'') is adopting a final rule that establishes criteria for determining if a company is predominantly engaged in ``activities that are financial in nature or incidental thereto'' for purposes of Title II of the Dodd- Frank Wall Street Reform and Consumer Protection Act (``Dodd-Frank Act'' or the ``Act''). A company that is predominantly engaged in such activities is a ``financial company'' for purposes of Title II of the Act (``Title II'') unless it is one of the few entities specifically excepted by the Act. A financial company, other than an insured depository institution, may be subject to Title II's orderly liquidation authority if, among other things, it is determined that the failure of the company and its resolution under otherwise applicable law would have serious adverse effects on financial stability in the United States.
