We propose to adopt a new airworthiness directive (AD) for all The Boeing Company Model 787-8 and 787-9 airplanes. This proposed AD was prompted by a report that the Parking Brake and Alternate Pitch Trim Module (PBM) may unintentionally disengage, fail to set, fail to release, or become jammed. This proposed AD would require replacing the PBM and doing a PBM installation test. We are proposing this AD to address the unsafe condition on these products.

We propose to adopt a new airworthiness directive (AD) for all Airbus Model A300 B4-603 and A300 B4-622 airplanes; Model A300 B4-600R series airplanes; Model A300 C4-605R Variant F airplanes; Model A300 F4-600R series airplanes; and Model A310-203, A310-221, A310-222, A310- 304, A310-322, A310-324, and A310-325 airplanes. This proposed AD was prompted by an evaluation by the design approval holder (DAH) that indicates that a section of the fuselage structure above the forward cargo door is subject to widespread fatigue damage (WFD). This proposed AD would require an inspection for cracks of the fastener and tooling holes at certain locations and a check of the diameter of the holes, and repair or modification of the affected fuselage structure if necessary. We are proposing this AD to address the unsafe condition on these products.

We propose to adopt a new airworthiness directive (AD) for all Airbus Model A300 series airplanes; Model A300 B4-600, B4-600R, and F4- 600R series airplanes, and Model A300 C4-605R Variant F airplanes (collectively called Model A300-600 series airplanes); and Model A310 series airplanes. This proposed AD was prompted by a static analysis performed by Airbus that revealed that some areas of the wing structure cannot sustain the damage previously published in certain structural repair manuals. This proposed AD would require an inspection to determine that no repair or damage to certain wing areas is beyond the allowable limits; and repair if necessary. We are proposing this AD to address the unsafe condition on these products.

We are superseding airworthiness directive (AD) 2016-20-04 for Airbus Helicopters Model SA341G and SA342J helicopters. AD 2016-20-04 prohibited autorotation training flights until the landing gear rear crosstube (crosstube) was inspected. This new AD adds additional part- numbered crosstubes to the applicability and revises the hardness criteria for the inspection. This AD is prompted by a determination that an additional part-numbered crosstube may have the same unsafe condition. The actions of this AD are intended to detect and prevent an unsafe condition on these helicopters.

We propose to supersede Airworthiness Directive (AD) 2016-11- 02, which applies to all Bombardier, Inc., Model CL-600-2C10 (Regional Jet Series 700, 701, & 702) airplanes; Model CL-600-2D15 (Regional Jet Series 705) airplanes; Model CL-600-2D24 (Regional Jet Series 900) airplanes; and Model CL-600-2E25 (Regional Jet Series 1000) airplanes. AD 2016-11-02 requires repetitive inspections of the upper and lower engine pylons for protruding, loose, or missing fasteners; and repair if necessary. Since we issued AD 2016-11-02, we have determined that a terminating action is necessary to address the unsafe condition. This proposed AD would continue to require the repetitive inspections of the upper and lower engine pylons for protruding, loose, or missing fasteners; and repair if necessary. This proposed AD would also require replacement of affected fasteners, which terminates the inspections. We are proposing this AD to address the unsafe condition on these products.

This proposed AD was prompted by a report indicating that the main cargo door (MCD) forward-most cam latch on the forward center cam latch pair broke during flight. This proposed AD would require repetitive inspections for discrepancies of cam latches, latch pins, and latch pin cross bolts of the MCD; replacement of all alloy steel cross bolts through the latch pins with corrosion-resistant steel (CRES) cross bolts of the MCD; and related investigative and corrective actions if necessary. We are proposing this AD to address the unsafe condition on these products.

We are adopting a new airworthiness directive (AD) for PILATUS AIRCRAFT LTD. Model PC-12/47E airplanes. This AD results from mandatory continuing airworthiness information (MCAI) issued by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as an error within the flight management system caused by installing Primus APEX software Build 10 or 10.9, which could cause deviation from the correctly calculated barometric vertical navigation nominal glide path. We are issuing this AD to require actions to address the unsafe condition on these products.

We propose to supersede Airworthiness Directive (AD) 2016-09- 12, which applies to certain The Boeing Company Model 787-8 and 787-9 airplanes. AD 2016-09-12 currently requires repetitive inspections of the bilge barriers located in the forward and aft cargo compartments for disengaged decompression panels, and reinstalling any disengaged panels. Since we issued AD 2016-09-12, a terminating modification has been developed to address the unsafe condition. This proposed AD would retain the actions required by AD 2016-09-12 and require replacing the existing decompression panels with new panels and straps, which would terminate the repetitive inspections. This proposed AD also removes airplanes from the effectivity. We are proposing this AD to address the unsafe condition on these products.

Notice is being given that the FAA is considering a request from the Town of Nantucket in Nantucket, MA, to change the current land use from aeronautical use to non-aeronautical use of a 5 acre parcel of land. The parcel is located in the northwestern quadrant of the airport and is adjacent to other non-airport parcels used for industrial and/or commercial use properties. The parcel is currently identified as surplus for non-aeronautical use on the airport's September 16, 2015 Airport Layout Plan. The parcel will be used to generate non- aeronautical revenue through the lease of land for industrial/ commercial use. All revenues through the leasing of the parcel will continue to be subject to the FAA's revenue-use policy and dedicated to the maintenance and operation of Nantucket Memorial Airport.

We are superseding airworthiness directive (AD) 2015-17-19 for all Rolls-Royce plc (RR) RB211 Trent 768-60, 772-60, and 772B-60 turbofan engines. AD 2015-17-19 required inspection of the fan case low-pressure (LP) fuel tubes and associated clips and the fuel oil heat exchanger (FOHE) mounts and associated hardware. This AD requires an engine modification, which terminates the repetitive inspections. This AD was prompted by fractures on the LP fuel return tube at mid-span locations that were found with resulting fuel leaks. We are issuing this AD to correct the unsafe condition on these products.

These airplanes, as modified by Innovative Solutions & Support, Inc., will have a novel or unusual design feature associated with the use of an autothrust system. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. This special condition contains the additional safety standards the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
