The Office of Management and Budget (OMB) is seeking public comment on a draft memorandum titled ``Strengthening the Cybersecurity of Federal Agencies through Improved Identity, Credential, and Access Management.''
Value Engineering (VE)
In accordance with OMB Memorandum M-17-26 ``Reducing Burden for Federal Agencies by Rescinding and Modifying OMB Memoranda,'' the Office of Federal Procurement Policy (OFPP) within the Office of Management and Budget (OMB) is proposing to amend OMB Circular A-131, Value Engineering, to reduce the reporting burden on Federal agencies. Value Engineering is an effective technique for cutting waste and inefficiencyhelping Federal agencies reduce acquisition costs, improve performance, enhance quality, and foster innovation. The proposal would eliminate the requirement for agencies to report annually to OMB and instead encourage agencies to share best practices, case studies and other information on the Acquisition Gateway (https:// hallways.cap.gsa.gov/login-information) that can facilitate better understanding and use of this management tool within the Executive Branch.
Draft 2017 Report to Congress on the Benefits and Costs of Federal Regulation and Agency Compliance With the Unfunded Mandates Reform Act
The Office of Management and Budget (OMB) requests comments on its Draft 2017 Report to Congress on the Benefits and Costs of Federal Regulations and Agency Compliance with the Unfunded Mandates Reform Act, available at: https://www.whitehouse.gov/omb/information- regulatory-affairs/reports/. The Draft Report is divided into two parts. Part I contains three chapters. Chapter I examines the benefits and costs of major Federal regulations issued in fiscal year 2016. Chapter II discusses regulatory impacts on State, Local, and tribal governments, small business, wages and employment, and economic growth. Chapter III offers recommendations for regulatory reform. Part II summarizes agency compliance with the Unfunded Mandates Reform Act. OMB requests that comments be submitted electronically to OMB by 4/06/18 through www.regulations.gov using Docket ID OMB-OMB-2018-0001.
Cost Accounting Standards: Clarification of the Exemption From Cost Accounting Standards for Firm-Fixed-Price Contracts and Subcontracts Awarded Without Submission of Certified Cost or Pricing Data
The Office of Federal Procurement Policy (OFPP), Cost Accounting Standards (CAS) Board, is publishing, without change from the proposed rule, a final rule revising the exemption from CAS for firm-fixed-price (FFP) contracts and subcontracts awarded on the basis of adequate price competition without submission of cost or pricing data. This final rule clarifies that the exemption applies to FFP contracts and subcontracts awarded on the basis of adequate price competition without submission of certified cost or pricing data.
Public Availability of Fiscal Year 2016 Agency Inventories Under the Federal Activities Inventory Reform Act
The Federal Activities Inventory Reform (FAIR) Act, requires agencies to develop inventories each year of activities performed by their employees that are not inherently governmental functions. The FAIR Act further requires OMB to review the inventories in consultation with the agencies. Once that review is complete, agencies are required to make the list available to the public and OMB must publish a notice of public availability in the Federal Register. In accordance with the FAIR Act, OMB is publishing this notice to announce the availability of inventories for Fiscal Year (FY) 2016 from the agencies listed below. These inventories identify activities that are not inherently governmental and those activities that are inherently governmental. If an agency has not yet posted its inventory on its website, the agency's point of contact should be able to assist. As provided in the FAIR Act, interested parties who disagree with the agency's initial judgment may challenge the inclusion or the omission of an activity on the list of activities that are not inherently governmental within 30 working days of this Notice and, if not satisfied with this review, may appeal to a higher level within the agency.
