This Notice announces the availability of the 2019 OMB Compliance Supplement (2019 Supplement). This Notice also offers interested parties an opportunity to comment on the 2019 Supplement. The 2019 Supplement adds 12 new programs, deleted 3 expired programs and provides updated on many other programs, where necessary. It reduces the compliance areas for auditor review in Part 2 Matrix from a maximum of twelve to six. It adds guidance in Part 3.I, Procurement and Suspension and Debarment and Appendix VII of the Supplement.
Draft National Environmental Policy Act Guidance on Consideration of Greenhouse Gas Emissions
The Council on Environmental Quality (CEQ) is publishing draft guidance on how National Environmental Policy Act (NEPA) analysis and documentation should address greenhouse gas (GHG) emissions. This Draft National Environmental Policy Act Guidance on Consideration of Greenhouse Gas Emissions, if finalized, would replace the final guidance CEQ issued on August 1, 2016, titled ``Final Guidance for Federal Departments and Agencies on Consideration of Greenhouse Gas Emissions and the Effects of Climate Change in National Environmental Policy Act Reviews,'' which was withdrawn effective April 5, 2017 for further consideration pursuant to Executive Order 13783 of March 28, 2017, ``Promoting Energy Independence and Economic Growth.''
National Research Strategy for the President's Roadmap To Empower Veterans and End the National Tragedy of Suicide (PREVENTS)
To advance the President's vision of a National Roadmap to Empower Veterans and End Suicide, OSTP and VA will lead development of a National Research Strategy to improve the coordination, monitoring, benchmarking, and execution of public- and private-sector research related to the factors that contribute to veteran suicide. Through this RFI, we seek input on ways to increase knowledge about factors influencing suicidal behaviors and ways to prevent suicide; inform the development of a robust and forward looking research agenda; coordinate relevant research efforts across the Nation; and measure progress on these efforts. The public input provided in response to this RFI will inform the Veteran Wellness, Empowerment, and Suicide Prevention Task Force, who will develop and implement the National Research Strategy.
Public Forum
The Privacy and Civil Liberties Oversight Board will conduct a public forum to examine the USA FREEDOM Act and the government's call detail records (CDR) program under that law. During the forum, Board Members will hear a range of expert views on the USA FREEDOM Actfrom its history and implementation, to present challenges and the path ahead.
Freedom of Information Act
OMB is issuing a final rule revising its regulations implementing the Freedom of Information Act (FOIA). These regulations are being revised to implement the FOIA and incorporate the provisions of the OPEN Government Act of 2007 and the FOIA Improvement Act of 2016 as well as streamline OMB's FOIA regulations by structuring the text of the regulation in an order more similar to that of the Department of Justice's (DOJ) FOIA regulation and the DOJ Office of Information Policy's (OIP) Guidance for Agency FOIA Regulations, thus promoting uniformity of FOIA regulations across agencies. Additionally, the regulations are being updated to reflect developments in case law regarding the FOIA.
