Federal Flood Standard Support Website and Tool Beta Version; Extension of Comment Period
On April 11, 2024, the Office of Science and Technology Policy (OSTP) published in the Federal Register a document entitled "Notice of Availability and Request for Comments; Federal Flood Standard Support Website and Tool Beta Version." This Notice of Availability and Request for Comments invited comments to OSTP on the beta version of the Federal Flood Standard Support website (available at https:// floodstandard.climate.gov) and the Federal Flood Standard Support Tool (available at https://floodstandard.climate.gov/tool) to assist Federal agencies and applicants or recipients of Federal financial assistance in the implementation of the Federal Flood Risk Management Standard (FFRMS). In response to requests by prospective commenters that they would benefit from additional time to adequately consider and respond to the Request for Comments, OSTP has determined that an extension of the comment period until June 18, 2024 is appropriate.
Acquisition Data Management
The Office of Federal Procurement Policy (OFPP) in the Office of Management and Budget (OMB) is issuing a Circular entitled "Strategic Management of Acquisition Data and Information." This Circular will improve agency access to reliable data and information at the point of need throughout the acquisition lifecycle to ensure successful contracting outcomes without duplicating data, tools, or effort. The Circular establishes a centralized data management strategy to allow for the creation of more comprehensive knowledge and data banks, the development of standard data sharing processes, and improved access to tools and resources for acquisition-related decision-making in a Hi-Definition Intelligent Acquisition Data Environment.
Notice of a PCLOB Public Forum Examining the Role of Artificial Intelligence in Counterterrorism and Request for Public Comment
The Board will be conducting a virtual public forum on July 11th, 2024 on the role of artificial intelligence (AI) in counterterrorism and related national security programs, and privacy and civil liberties issues associated with these uses of AI. More information about this online forum will be posted at www.pclob.gov as it becomes available. The Board seeks public comments in advance of the forum to help inform the discussion and future Board deliberations.
National Environmental Policy Act Implementing Regulations Revisions Phase 2
The Council on Environmental Quality (CEQ) is finalizing its "Bipartisan Permitting Reform Implementation Rule" to revise its regulations for implementing the procedural provisions of the National Environmental Policy Act (NEPA), including the recent amendments to NEPA in the Fiscal Responsibility Act. CEQ is making these revisions to provide for an effective environmental review process; ensure full and fair public engagement; enhance efficiency and regulatory certainty; and promote sound Federal agency decision making that is grounded in science, including consideration of relevant environmental, climate change, and environmental justice effects. These changes are grounded in NEPA's statutory text and purpose, including making decisions informed by science; CEQ's extensive experience implementing NEPA; CEQ's perspective on how NEPA can best inform agency decision making; longstanding Federal agency experience and practice; and case law interpreting NEPA's requirements.
