Public Forum
The Privacy and Civil Liberties Oversight Board will conduct a public forum to examine the USA FREEDOM Act and the government's call detail records (CDR) program under that law. During the forum, Board Members will hear a range of expert views on the USA FREEDOM Actfrom its history and implementation, to present challenges and the path ahead.
Freedom of Information Act
OMB is issuing a final rule revising its regulations implementing the Freedom of Information Act (FOIA). These regulations are being revised to implement the FOIA and incorporate the provisions of the OPEN Government Act of 2007 and the FOIA Improvement Act of 2016 as well as streamline OMB's FOIA regulations by structuring the text of the regulation in an order more similar to that of the Department of Justice's (DOJ) FOIA regulation and the DOJ Office of Information Policy's (OIP) Guidance for Agency FOIA Regulations, thus promoting uniformity of FOIA regulations across agencies. Additionally, the regulations are being updated to reflect developments in case law regarding the FOIA.
Agency Information Collection Activities: Proposed Collection Revision; Comment Request; Information on Meetings With Outside Parties Pursuant to Executive Order 12866
The Office of Information and Regulatory Affairs (OIRA) within the Office of Management and Budget (OMB) is proposing to revise the information collection 0348-0065 it uses to for members of the public who request a meeting with OIRA on rules under review at the time pursuant to Executive Order 12866. The information collected would be subject to the Paperwork Reduction Act (PRA) and this notice announces and requests comment on OIRA's proposal for such a collection.

In accordance with the Paperwork Reduction Act of 1995, the Office of National Drug Control Policy (ONDCP) announces it will submit to the Office of Management and Budget (OMB) and Office of Information and Regulatory Affairs (OIRA) an information collection request.
Request for Comment on the Consumer Inflation Measures Produced by Federal Statistical Agencies
The Office of Management and Budget OMB is seeking comment on the differences among the various consumer price indexes produced by the Bureau of Labor Statistics (BLS) and the Bureau of Economic Analysis (BEA), and in particular how those differences might influence the estimation of the Official Poverty Measure (OPM) and other income measures produced by the Census Bureau. Based on the comments received and internal discussions with experts, OMB will consider the need to update the specific inflation measure used to adjust the OPM, as well as the need for guidance to Federal agencies to communicate the strengths, weaknesses, and best practices for selecting and using the different indexes.
Instructions for Implementing Efficient Federal Operations Executive Order (E.O.) 13834
The Chairman of the Council on Environmental Quality (CEQ) has issued instructions to Federal agencies for meeting energy and environmental performance requirements in a manner that increases efficiency, optimizes performance, eliminates unnecessary use of resources, and protects the environment, as required under Executive Order (E.O.) 13834, ``Efficient Federal Operations,'' signed by President Trump on May 17, 2018. The purpose of the Executive Order is to direct agencies on the management of Federal facilities, vehicles, and operations to achieve statutory requirements, while prioritizing actions to reduce waste, cut costs, and enhance resilience of Federal infrastructure and operations for effective accomplishment of agency missions.
