WTO Dispute Settlement Proceeding Regarding China-Certain Measures Affecting Electronic Payment Services
The Office of the United States Trade Representative (``USTR'') is providing notice that on September 15, 2010, the United States requested consultations with the People's Republic of China (``China'') under the Marrakesh Agreement Establishing the World Trade Organization (``WTO Agreement'') concerning issues relating to certain restrictions and requirements maintained by China pertaining to electronic payment services for payment card transactions and the suppliers of those services. That request may be found at www.wto.org contained in a document designated as WT/DS413/1. USTR invites written comments from the public concerning the issues raised in this dispute.

The Office of the United States Trade Representative (``USTR'') is providing notice that on September 15, 2010, the United States requested consultations with the People's Republic of China (``China'') under the Marrakesh Agreement Establishing the World Trade Organization (``WTO Agreement'') concerning issues relating to countervailing and antidumping duties imposed by China on imports from the United States of grain oriented flat-rolled electrical steel. That request may be found at https://www.wto.org contained in a document designated as WT/DS414/1. USTR invites written comments from the public concerning the issues raised in this dispute.
Notice of Meeting of the Committee of Chairs of the Industry Trade Advisory Committees (ITACs)
The Committee of Chairs of the Industry Trade Advisory Committees (ITACs) will hold a meeting on Tuesday, October 12, 2010, from 9:30 a.m. to 12:15 p.m. The meeting will be closed to the public from 9:30 a.m. to 11:15 a.m. and opened to the public from 11:30 a.m. to 12:15 p.m.
Appointment of Members of Senior Executive Services Performance Review Board.
The following persons have been appointed to the ONDCP Senior Executive Service Performance Review Board: Dr. Terry Zobeck, Ms. Martha Gagne, Ms. Christine Leonard, and Mr. Patrick Ward.
Financial Assistance Use of Universal Identifier and Central Contractor Registration
OMB is issuing guidance to Federal agencies concerning two requirements for financial assistance applicants and recipients, and one requirement for first-tier subrecipients. An agency under the guidance must require applicants other than individuals, with some specific exceptions, to have Dun and Bradstreet Data Universal Numbering System (DUNS) numbers and maintain current registrations in the Central Contractor Registration (CCR) database. An agency must require applicants and recipients of grants and cooperative agreements to comply with the DUNS number and CCR requirements by October 1, 2010 and require applicants and recipients of all other financial assistance types to comply by October 1, 2011. The guidance provides standard wording for a new award term that each agency must include in its financial assistance awards to require recipients to maintain current CCR registrations, which requires that they also have DUNS numbers. The guidance also specifies that each recipient may make subawards only to entities that have DUNS numbers.
Requirements for Federal Funding Accountability and Transparency Act Implementation
OMB is issuing interim final guidance to agencies to establish requirements for Federal financial assistance applicants, recipients, and subrecipients that are necessary for the implementation of the Federal Funding Accountability and Transparency Act of 2006, hereafter referred to as ``the Transparency Act'' or ``the Act''. This interim final guidance provides standard wording for an award term that each agency must include in grant and cooperative agreement awards it makes on or after October 1, 2010, to require recipients to report information about first-tier subawards and executive compensation under only those awards. This implementation of the requirement for reporting of subawards and executive compensation under Federal assistance awards parallels the implementation for subcontracts and executive compensation under Federal procurement contracts, which is in the Federal Acquisition Regulation.
Generalized System of Preferences (GSP): Notice Changing the Date of the Country Practices Review Hearing
On August 11, 2010, a public notice was published in the Federal Register on pages 48737-48738 announcing a public hearing to consider country practices petitions received in the 2009 Annual Review under the Generalized System of Preferences (GSP) program. This notice announces a change in the hearing date and location, from September 24, 2010, to September 28, 2010. The hearing will now be held at 1724 F Street, NW., Washington, DC, beginning at 9:30 a.m.
U.S. National Climate Assessment Objectives, Proposed Topics, and Next Steps
The purpose of this notice is to enhance the value of the National Climate Assessment (NCA), a project of the U.S. Global Change Research Program, by engaging people who are interested in climate issues and requesting specific input on the outline for the next NCA synthesis report, to be delivered to Congress and published in June 2013. This notice refers to the NCA Objectives, Proposed Topics, and Next Steps (https://globalchange.gov/hat-we-do/assessment/notices). Public comments received on these documents will be evaluated and, if appropriate, used to inform the NCA structure and process. Updates on the NCA structure and process will be posted on the NCA Web site (https://globalchange.gov/what-we-do/assessment) as they are available. Comments will also be provided to the Federal Advisory Committee for the NCA, the ``National Climate Assessment Development and Advisory Committee,'' when it is constituted this fall. All comments will be collated and posted on the NCA Web site. Response Instructions: The White House Office of Science and Technology Policy and the U.S. Global Change Research Program are interested in comments on the NCA Objectives, Proposed Topics, and Next Steps. When submitting your response, please indicate the (1) Objectives, (2) Proposed Topics, or (3) Next Steps heading to which you are referring. Please be specific and concise. Responses to this request should be submitted by 11:59 p.m. Eastern Time on October 8, 2010. Responses to this request must be submitted electronically at https://globalchange.gov/what-we-do/assessment/ notices. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or issue a grant. Information obtained as a result of this request may be used by the government for program planning on a non-attribution basis. Do not include any information that might be considered proprietary or confidential.
