Alignment of the Interagency Committee on Ocean Science and Resource Management Integration (ICOSRMI) and the National Ocean Research Leadership Council (NORLC)
At the April 27, 2007 joint meeting of the Interagency Committee on Ocean Science and Resource Management Integration (ICOSRMI) and the National Ocean Research Leadership Council (NORLC), the principals of both bodies formally voted and unanimously approved that the Interagency Committee on Ocean Science and Resource Management Integration (ICOSRMI) established by the U.S. Ocean Action Plan (OAP), shall also serve as the National Ocean Research Leadership Council (NORLC) established by the National Oceanographic Partnership Program (NOPP); and all actions taken by the ICOSRMI related to the NOPP shall be deemed actions of the NORLC, unless otherwise expressly stated by the ICOSRMI in writing. The intent of this action is to maintain the interagency progress made through NOPP, thus building on a decade of experience made possible through the program, while avoiding duplication of effort with the new governance structure of the OAP. NORLC and the other NOPP committees are now conducting business as their functionally equivalent OAP bodies. This action will align, simplify and strengthen the Federal ocean governance structures.
Audits of States, Local Governments, and Non-Profit Organizations
This Notice revises Office of Management and Budget (OMB) Circular A-133, ``Audits of States, Local Governments, and Non-Profit Organizations,'' by (1) Updating the internal control terminology and related definitions used in the Circular; and (2) simplifying the auditee reporting package submission requirement to the Federal Audit Clearinghouse (FAC).
Compliance Assistance Resources and Points of Contact Available to Small Businesses
In accordance with the Small Business Paperwork Relief Act of 2002 (44 U.S.C. 3520), the Office of Management and Budget (OMB) is publishing a ``list of the compliance assistance resources available to small businesses'' and a list of the points of contacts in agencies ``to act as a liaison between the agency and small business concerns'' with respect to the collection of information and the control of paperwork. Aeronautics Science and Technology Subcommittee, Committee on Technology, National Science and Technology Council; Notice of Meeting
The Aeronautics Science and Technology Subcommittee (ASTS) of the National Science and Technology Council's (NSTC) Committee on Technology will hold a public meeting to discuss development of the National Aeronautics Research and Development (R&D) Plan and the related Aeronautics Research, Development, Test and Evaluation (RDT&E) Infrastructure Plan. Executive Order (E.O.) 13419National Aeronautics Research and Developmentsigned December 20, 2006, calls for the development of these Plans within one year. The Plans are to be guided by the National Aeronautics R&D Policy that was developed by the NSTC and endorsed by E.O. 13419. Instructions for Implementing Executive Order 13423
On January 24, 2007, President Bush signed Executive Order 12343, ``Strengthening Federal Environmental, Energy, and Transportation Management.'' Section 4(b) of the E.O. authorizes the Chairman of the Council on Environmental Quality (CEQ), after consultation with the Office of Management and Budget (OMB) and the agencies, to issue instructions to implement the E.O. CEQ issued the first set of implementing instructions on March 30, 2007.
Implementation Guidance for Title V of the E-Government Act, Confidential Information Protection and Statistical Efficiency Act of 2002 (CIPSEA)
The Confidential Information Protection and Statistical Efficiency Act of 2002 (CIPSEA) can provide strong confidentiality protections for statistical information collections, such as surveys and censuses, as well as for other statistical activities, such as data analysis, modeling, and sample design, that are sponsored or conducted by Federal agencies. The Office of Management and Budget (OMB) is issuing Implementation Guidance for Title V of the E-Government Act, the Confidential Information Protection and Statistical Efficiency Act of 2002 (Pub. L. 107-347). The purpose of the CIPSEA implementation guidance is to inform agencies about the requirements for using CIPSEA and to clarify the circumstances under which CIPSEA can be used.
Cost Accounting Standards Board; Contract Clauses
The Cost Accounting Standards (CAS) Board is proposing to add a clause for inclusion in CAS-covered contracts and subcontracts awarded to foreign concerns. The Board is taking this action to provide a standard clause for use by Government and contractor personnel in applying the CAS requirements to contracts and subcontracts awarded to foreign concerns.
Cost Accounting Standards Board (CAS) Changes to Acquisition Thresholds
The Office of Federal Procurement Policy, Cost Accounting Standards (CAS) Board, is revising the threshold for the application of CAS to negotiated Government contracts. This rulemaking is authorized pursuant to Section 26 of the Office of Federal Procurement Policy Act. The Board is taking final action on this topic in order to adjust the CAS applicability threshold in accordance with Section 822 of the 2006 National Defense Authorization Act (Pub. L. 109-163). Section 822 amended 41 U.S.C. 422(f)(2)(A) to require that the threshold for CAS applicability be the same as the threshold for compliance with the Truth in Negotiations Act (TINA).
Cost Accounting Standards Board (CAS); Applicability of Cost Accounting Standards Coverage
The Office of Federal Procurement Policy, Cost Accounting Standards (CAS) Board, has adopted, without change from the interim rule, a final rule revising the criteria applicable to United Kingdom (UK) contractors for filing a Disclosure Statement, Form No. CASB DS-1. This rulemaking is authorized pursuant to Section 26 of the Office of Federal Procurement Policy Act.
Audits of States, Local Governments, and Non-Profit Organizations; Circular A-133 Compliance Supplement
This notice announces the availability of the 2007 Circular A- 133 Compliance Supplement. The notice also offered interested parties an opportunity to comment on the 2007 Circular A-133 Compliance Supplement. The 2007 Supplement adds three programs, as well as, includes seven existing programs combined into two existing clusters. It also deletes two programs, updates for program changes, and makes technical corrections. A list of changes to the 2007 Supplement can be found at Appendix V. Due to its length, the 2007 Supplement is not included in this Notice. See Addresses for information about how to obtain a copy.
Meeting of the President's Council of Advisors on Science and Technology
This notice sets forth the schedule and summary agenda for a meeting of the President's Council of Advisors on Science and Technology (PCAST), and describes the functions of the Council. High Intensity Drug Trafficking Areas; Petitions for Designation
Pursuant to the Office of National Drug Control Policy Reauthorization Act of 2006, Public Law 109-469, section 707(c), the Director, National Drug Control Policy is establishing regulations under which interested coalitions of law enforcement agencies from an area may petition for designation as a high intensity drug trafficking area.
