Draft 2006 Report to Congress on the Costs and Benefits of Federal Regulations
OMB requests comments on 2006 Draft Report to Congress on the Costs and Benefits of Federal Regulation. The full Draft Report is available at https://www.whitehouse.gov/omb/inforeg/regpol-reports congress.html, and is divided into three chapters. Chapter I presents estimates of the costs and benefits of Federal regulation and paperwork, with an emphasis on the major regulations issued between October 1, 2004 and September 30, 2005. Chapter II provides an update on OMB's ongoing historical examination of the trends in Federal regulatory activity. Chapter III discusses international developments in regulatory policy.
Notice of Release of Planning Document for the U.S. Ocean Research Priorities Plan; Request for Public Comment
This notice announces the release of the planning document for the U.S. Ocean Research Priorities Plan and Request for Public Comment by the National Science and Technology Council's (NSTC) Joint Subcommittee on Ocean Science and Technology (JSOST). This planning document was prepared to serve as a basis for discussion of theme priorities in the development of the Ocean Research Priorities Plan. Determination of Eligibility for Retroactive Duty Treatment Under the Dominican Republic-Central America-United States Free Trade Agreement
Pursuant to Section 205(b) of the Dominican RepublicCentral AmericaUnited States Free Trade Agreement Implementation Act (the Act), the United States Trade Representative (USTR) is providing notice of his determination that Honduras and Nicaragua are eligible countries for purposes of retroactive duty treatment as provided in Section 205 of the Act.

The United States intends to initiate negotiations with Malaysia on a free trade agreement (FTA). Public Availability of Fiscal Year 2005 Agency Inventories Under the Federal Activities Inventory Reform Act
The Federal Activities Inventory Reform (FAIR) Act, Public Law 105-270, requires agencies to develop inventories each year of activities performed by their employees that are not inherently governmentali.e., inventories of commercial activities. The FAIR Act further requires OMB to review the inventories in consultation with the agencies and publish a notice of public availability in the Federal Register after the consultation process is completed. In accordance with the FAIR Act, OMB is publishing this notice to announce the availability of inventories from the agencies listed below. These inventories identify both commercial activities and activities that are inherently governmental. This is the first release of the FAIR Act inventories for FY 2005. Interested parties who disagree with the agency's initial judgment may challenge the inclusion or the omission of an activity on the list of activities that are not inherently governmental within 30 working days and, if not satisfied with this review, may appeal to a higher level within the agency. The Office of Federal Procurement Policy has made available a FAIR Act User's Guide through its Internet site: https://www.whitehouse.gov/ omb/procurement/fair-index.html. This User's Guide will help interested parties review FY 2005 FAIR Act inventories.

Paperwork Reduction Act Notice of Collection of Applications for Dispute Settlement Rosters
Free trade agreements entered into by the United States require the establishment of lists or rosters of individuals that would be available to serve as panelists in dispute settlement proceedings. From time to time, the Office of the United States Trade Representative (USTR) will collect applications from people who wish to serve on those panels. USTR solicited comments from the public on this proposed collection of information and received none. Therefore no changes have been made to the proposed collection. USTR is now submitting a request for approval to the Office of Management and Budget pursuant to the Paperwork Reduction Act.

Trade Policy Staff Committee; Initiation of Environmental Review of Proposed Free Trade Agreement Between the United States and Korea; Public Comments on Scope of Environmental Review
This publication gives notice that, pursuant to the Trade Act of 2002, and consistent with Executive Order 13141 (64 FR 63169) (Nov. 18, 1999) and its implementing guidelines (65 FR 79442), the Office of the United States Trade Representative (USTR), through the Trade Policy Staff Committee (TPSC), is initiating an environmental review of the proposed free trade agreement (FTA) between the United States and Korea. The TPSC is requesting written comments from the public on what should be included in the scope of the environmental review, including the potential environmental effects that might flow from the free trade agreement and the potential implications for U.S. environmental laws and regulations, and identification of complementarities between trade and environmental objectives such as the promotion of sustainable development. The TPSC also welcomes public views on appropriate methodologies and sources of data for conducting the review. Persons submitting written comments should provide as much detail as possible on the degree to which the subject matter they propose for inclusion in the review may raise significant environmental issues in the context of the negotiation.

Termination of Sanctions Imposed on Certain Member States of the European Communities Pursuant to Title VII of the Omnibus Trade and Competitiveness Act of 1988
The United States Trade Representative has determined to terminate sanctions imposed on certain EC Member States (Austria, Belgium, Denmark, Finland, France, Ireland, Italy, Luxembourg, the Netherlands, Sweden, and the United Kingdom). This determination is based on assurances from the European Communities that EC telecommunications operators are no longer subject to discriminatory requirements, and that purchasing by EC telecommunications operators are now based solely on commercial considerations, not EC procurement rules. The termination of sanctions is effective on March 1, 2006.
