EPA issued a notice in the Federal Register issue of February 6, 2013, concerning Chlorpyrifos Registration Review; Preliminary Evaluation of the Potential Risk From Volatilization. This document extends the comment period for 60 days, from March 8, 2013 to May 7, 2013.

This notice announces receipt of applications to register new uses for pesticide products containing currently registered active ingredients pursuant to the provisions of section 3(c) of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), as amended. This notice provides the public with an opportunity to comment on the applications.

This regulation establishes tolerances for residues of fenpyrazamine in or on multiple commodities which are identified and discussed later in this document. Valent U.S.A. Corporation and Interregional Research Project Number 4 (IR-4) requested these tolerances under the Federal Food, Drug, and Cosmetic Act (FFDCA).

In accordance with Section 122(i) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, as amended (``CERCLA''), notice is hereby given by the U.S. Environmental Protection Agency (``EPA''), Region 2, of a proposed Administrative Settlement Agreement for Recovery of Past Response Costs (``Agreement'') pursuant to Section 122(h)(1) of CERCLA, with Rusony Shiau and Katrina Shiau (``Settling Parties''). The Settling Parties are potentially responsible parties, pursuant to Section 107(a) of CERCLA, and thus are potentially liable for response costs incurred at or in connection with the 1244 White Drive Site (``Site''), located in North Brunswick, Middlesex County, New Jersey. Under the Agreement, the Settling Parties agree to pay a total of $429,783.54 to EPA for past response costs over a period of three years with most of that money coming from the sale of seven properties that the Settling Parties own. The Settling Parties will pay the money in accordance with the following schedule. Within 30 days of the effective date of the Settlement Agreement, the Settling Parties will pay EPA 10% ($42,978.35) of the total leaving a balance of $386,805.19. Within three years of the effective date of the Settlement Agreement, the Settling Parties will sell the seven properties that they own and pay EPA 60% of the net proceeds from the sale of each of the seven properties until the balance of $386,805.19 is paid in full. In the event that any balance remains due after the sale of the seven properties the remaining balance will be paid out of the Settling Parties' estates. EPA will consider all comments received and may modify or withdraw its consent to the Agreement if comments received disclose facts or considerations that indicate that the proposed Agreement is inappropriate, improper, or inadequate. EPA's response to any comments received will be available for public inspection at EPA Region 2 offices, 290 Broadway, New York, New York 10007-1866.

EPA is denying a petition to remove acetonitrile from the list of chemicals subject to reporting requirements under section 313 of the Emergency Planning and Community Right-to-Know Act of 1986 (EPCRA) and section 6607 of the Pollution Prevention Act of 1990 (PPA). EPA has reviewed the available data on this chemical and has determined that acetonitrile does not meet the deletion criterion of EPCRA section 313(d)(3). Specifically, EPA is denying this petition because EPA's review of the petition and available information resulted in the conclusion that acetonitrile meets the listing criterion of EPCRA section 313(d)(2)(B) due to its potential to cause death in humans.

The United States Environmental Protection Agency's (EPA) Environmental Financial Advisory Board (EFAB) will hold a meeting/ teleconference of its Transit-Oriented Development for Sustainable Communities Project on March 27, 2013. EFAB is an EPA advisory committee chartered under the Federal Advisory Committee Act (FACA) to provide advice and recommendations to EPA on creative approaches to funding environmental programs, projects, and activities. The purpose of this meeting is to hear from informed speakers on investment issues in regards to environmentally sustainable development with a focus on transit-oriented development projects.

The U.S. Environmental Protection Agency (EPA or Agency) Office of External Affairs and Environmental Education Staff Office is soliciting applications, for professionals to serve on the National Environmental Education Advisory Council (NEEAC) sub-committee. There are multiple vacancies on the Advisory Council (sub-committee) that must be filled. Additional avenues and resources may be utilized in the solicitation of applications. In an effort to obtain nominations of diverse candidates, EPA encourages nominations of women and men of all racial and ethnic groups.

The Environmental Protection Agency is planning to submit a request to renew an existing information collection request (ICR), ``EPA's WaterSense Program (Renewal)'' (EPA ICR No. 2233.06, OMB Control No. 2040-0272), to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act (PRA) (44 U.S.C. 3501 et seq.). Before doing so, EPA is soliciting public comments on specific aspects of the proposed information collection as described below. This is a proposed extension of the ICR, which is currently approved through June 30, 2013. An Agency may not conduct or sponsor and a person is not required to respond to a collection of information unless it displays a currently valid OMB control number.
