An estimated amount of $3,000,000 for ten to fifty cooperative agreements may be awarded under this announcement to eligible applicants for projects that improve the health of the Gulf of Mexico by addressing improved water quality and public health, priority coastal habitat protection/recovery, more effective coastal environmental education, improved habitat identification/ characterization data and decision support systems, and strategic nutrient reductions. Projects must involve stakeholders and focus on support and implementation of the Gulf of Mexico Alliance Governors' Action Plan for Healthy and Resilient Coasts.

Under the authority of the Pollution Prevention Act of 1990, EPA anticipates that approximately $700,000 will be available to support grants to States in Fiscal Year (FY) 2006 for programs to promote the use of successful pollution prevention techniques by businesses and technical assistance providers. This grant program seeks to increase access to pollution prevention information and ensure this information is available to all facilities, businesses, or technical assistance providers. Federal funds must be matched dollar for dollar in this grant program. The maximum cost of an application is $240,000 with $120,000 from Federal funding.

In compliance with the Paperwork Reduction Act (PRA) (44 U.S.C. 3501 et seq.), this document announces that EPA is planning to submit a request to renew an existing approved Information Collection Request (ICR) to the Office of Management and Budget (OMB). This ICR is scheduled to expire on September 30, 2006. Before submitting the ICR to OMB for review and approval, EPA is soliciting comments on specific aspects of the proposed information collection as described below.
