The Employment and Training Administration of the U.S. Department of Labor (DOL) is issuing this Notice announcing a new criterion for selecting Job Corps centers for deactivation, and proposing the deactivation of nine Job Corps Civilian Conservation Centers (CCC). The centers are Anaconda CCC in Anaconda, Montana; Blackwell CCC in Laona, Wisconsin; Cass CCC in Ozark, Arkansas; Flatwoods CCC in Coeburn, Virginia; Fort Simcoe CCC located in White Swan, Washington; Frenchburg CCC in Frenchburg, Kentucky; Oconaluftee CCC located in Cherokee, North Carolina; Pine Knot CCC in Pine Knot, Kentucky; and Timber Lake CCC located in Estacada, Oregon. This Notice seeks public comment on the proposed deactivation of these CCCs using the discretion provided to the Secretary of the Department of Labor in the Workforce Innovation and Opportunity Act (WIOA).

The Department of Labor (Department) is seeking public comment on the following proposed performance measures: [ssquf] Reemployment Rate for all UI Eligible Individuals after the 2nd Quarter of Program Exit (a Core Measure); [ssquf] Reemployment Rate after the 2nd Quarter of Program Exit for Reemployment Service and Eligibility Assessment (RESEA) Program participants (a Program Performance Measure); and [ssquf] Median Wage in the 2nd Quarter after Program Exit for RESEA Program Participants (a Program Performance Measure). These measures are designed to align with the common performance measures for other workforce programs authorized by WIOA and will assist ETA in overseeing states' performance related to reemployment of UI claimants. This notice also informs states of the Department's discontinuance of the UI Facilitate Reemployment Core Measure.

Title I of WIOA requires the U.S. Secretary of Labor (Secretary) to update and publish the LLSIL tables annually, for uses described in the law (including determining eligibility for youth). WIOA defines the term ``low income individual'' as one whose total family annual income does not exceed the higher level of the poverty line or 70 percent of the LLSIL. This issuance provides the Secretary's annual LLSIL for 2019 and references the current 2019 Health and Human Services ``Poverty Guidelines.''

The Secretary of Homeland Security, in consultation with the Secretary of Labor, has decided to increase the numerical limitation on H-2B nonimmigrant visas to authorize the issuance of up to, but not more than, an additional 30,000 visas through the end of Fiscal Year (FY) 2019. The Departments have determined that employers who attest that they are likely to suffer irreparable harm may request these supplemental visas only for workers who were issued an H-2B visa or otherwise granted H-2B status in FY 2016, 2017, or 2018. This increase is based on a time-limited statutory authority and does not affect the H-2B program in future fiscal years. The Departments are promulgating regulations to implement this determination.
