This Notice announces FY 2006 Congressional rescissions for the WIA Adult and Dislocated Worker programs; planning estimates for PY 2006 (July 1, 2006-June 30, 2007) for the WIA Youth and Adult programs; allotments for the PY 2006 for the WIA Dislocated Worker program; final allotments for Employment Service (ES) activities under the Wagner- Peyser Act for PY 2006; Workforce Information Grants for PY 2006; and Work Opportunity Tax Credit and Welfare-to-Work Tax Credit allotments for FY 2006. The WIA allotments for states and the final allotments for the Wagner-Peyser Act are based on provisions defined in their respective statutes. The WIA allotments for the outlying areas are based on a formula determined by the Secretary. As required by WIA section 182(d), on February 17, 2000, a Notice of the discretionary formula for allocating PY 2000 funds for the outlying areas American Samoa, Guam, Northern Marianas, Palau, and the Virgin Islands) was published in the Federal Register at 65 FR 8236 (February 17, 2000). The rationale for the formula and methodology was fully explained in the February 17, 2000, Federal Register Notice. The formula methodology for PY 2006 is the same as that used for PY 2000 and is described in the section on youth allotments. The data for the outlying areas was obtained from the Bureau of the Census and was based on 2000 census surveys for those areas conducted either by the Bureau or the outlying areas. Comments are invited upon the formula used to allot funds to the outlying areas.

The Employment and Training Administration is issuing this notice to announce the receipt of a ``Certification of Non-Relocation and Market and Capacity Information Report'' (Form 4279-2) for the following: Applicant/Location: Dynastrosi Laboratories, LLC, Morgantown, Kentucky. Principal Product: The loan, guarantee, or grant applicant is the exclusive supplier of composite structures to Harvest Wind Energy Corporation (HWEC). HWEC is a developer and manufacturer of next generation wind turbine electrical generator systems. Together, Dynastrosi and HWEC will jointly manufacture wind turbine electrical generator systems that will be marketed to industrial, commercial, and residential buyers. Dynastrosi is a provider of engineering services and a manufacturer of structures fabricated from advanced composite materials such as carbon, aramid, and E-glass fiber reinforced polymers. Section 132(c) of the Workforce Investment Act (WIA) (Pub. L. 105-220), requires the Secretary to conduct reallotment of excess unobligated WIA Adult and Dislocated Worker formula funds based on state financial reports submitted as of the end of the prior program year. The procedures the Secretary uses for recapture and reallotment of funds are described in WIA regulations at 20 CFR 667.150. This notice publishes Dislocated Worker PY 2005 funds to be recaptured and amounts reallotted to eligible states. No PY 2005 Adult funds are being recaptured.
