VA Forms 21-4140 and 21-4140-1 are to be used to gather the necessary information to determine continued entitlement to individual unemployability for veterans who are unable to secure or follow a substantially gainful occupation as a result of his or her service- connected disabilities. Additionally, per 38 CFR 3.901, veterans must knowingly submit false information in order for it to be considered fraud. Therefore, VA requires veterans who are receiving individual unemployability benefits to certify that they are still unemployed or are marginally employed. The form will be completed annually by all recipients of individual unemployability who are under age 60.

On June 15, 2010, VA published a document in the Federal Register eliminating redundant provisions from its loan guaranty regulations following the implementation of a new electronic reporting system and redesignating the section numbers of these regulations. At that time, VA did not update cross-reference citations to conform to the redesignated sections. A subsequent notice updated some, but not all, cross-reference citations. VA is now updating the remaining non- substantive, cross-reference citations for clarity and accuracy.

The Department of Veterans Affairs published in the Federal Register on January 19, 2017, an interim final rulemaking adding a new section authorizing in vitro fertilization (IVF) for a veteran with a service-connected disability that results in the inability of the veteran to procreate without the use of fertility treatment. In addition, we added a new section authorizing VA to provide fertility counseling and treatment using assisted reproductive technologies (ART), including IVF, to a spouse of a veteran with a service-connected disability that results in the inability of the veteran to procreate without the use of fertility treatment. These sections contain an error regarding the expiration date VA's authority to provide health care services. This document corrects the errors and does not make any substantive change to the content of the interim final rule.

The VA is requesting information to assist in implementing section 3 of the Veterans Mobility Safety Act of 2016 (H.R. 3471, hereafter referred to as ``the Act''), which requires VA to develop a comprehensive policy regarding quality standards for automobile adaptive modification services provided to eligible Veterans and Servicemembers under VA's AAE program. The objective of the grant is to encourage the development of new assistive technologies for specially adapted housing. This Notice is intended to provide applicants with the information necessary to apply for the SAHAT Grant Program. Registration will be available at www.Grants.gov. VA strongly recommends referring to the Loan GuarantySpecially Adapted Housing Assistive Technology Grant Program final rule (38 CFR 36.4412) in conjunction with this Notice.
