Schedule for Rating Disabilities-Mental Disorders and Definition of Psychosis for Certain VA Purposes
The Department of Veterans Affairs (VA) adopts as final, without change, an interim final rule amending its Schedule for Rating Disabilities (VASRD) dealing with mental disorders and its adjudication regulations that define the term ``psychosis.'' Outdated references are replaced with references to the Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition (DSM-5). Nomenclature used to refer to certain mental disorders is amended to conform to DSM-5. This rule also provides clarification of the applicability date.
Funding Availability Under Supportive Services for Veteran Families Program
This amendment to the February 3, 2015 NOFA allows grantees with existing 3-year, non-renewable awards to apply for funding (these grants were previously awarded to priority 1 applicants under a Supportive Services for Veterans Families (SSVF) NOFA published on January 10, 2014). Under the current February 3, 2015 NOFA, VA is offering up to $300 million to current SSVF grantees seeking funding for their existing, renewable grants. This amendment will expand the pool of potential applicants to include current SSVF grantees with 3- year, non-renewable grants. The overall level of funding available through the amended NOFA remains at $300 million. Increasing the rate of placement of homeless Veteran households may be accomplished by accelerating SSVF program implementation by funded grantees. VA seeks to encourage such activity and recognizes that one method of enhancing placement activity is to shorten grant terms from 3 years to 2 years, utilizing the grantee's total 3-year award in a shorter, 2-year period. Department of Veterans Affairs Acquisition Regulation: Service-Disabled Veteran-Owned and Veteran-Owned Small Business Status Protests
This document adopts as a final rule, without change, the interim final rule published in the Federal Register on September 30, 2013. This document implements a portion of the Veterans Benefits, Health Care, and Information Technology Act of 2006, which requires the Department of Veterans Affairs (VA) to verify ownership and control of Veteran-owned small businesses (VOSBs), including service-disabled Veteran-owned small businesses (SDVOSBs), in order for these firms to participate in VA acquisitions set asides for SDVOSB/VOSBs. Specifically, VA amends its adjudication procedures for SDVOSB and VOSB status protests, to provide that VA's Director, Center for Verification and Evaluation (CVE), shall initially adjudicate SDVOSB and VOSB status protests, and to provide that protested businesses, if they are denied status, may appeal to VA's Executive Director, Office of Small and Disadvantaged Business Utilization (OSDBU). SDVOSB/VOSB status protests occur when during a particular SDVOSB/VOSB set aside acquisition, a competing vendor in acquisition challenges the status of the putative awardee as an actual SDVOSB or VOSB, as applicable. Additionally, VA amends the title of CVE from the Center for Veterans Enterprise to the Center for Verification and Evaluation, to more appropriately represent the function of this office.
Notice of Availability of a Supplemental Draft Environmental Impact Statement for the San Francisco VA Medical Center Long Range Development Plan
The Department of Veterans Affairs (VA), San Francisco VA Medical Center (SFVAMC) announces the availability of the Supplemental Draft Environmental Impact Statement (SDEIS) for the Long Range Development Plan (LRDP), for public comment pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended (42 U.S.C. 4331 et seq.), the Council on Environmental Quality Regulations for Implementing the Procedural Requirements of NEPA (40 CFR parts 1500- 1508), VA's implementing Regulations (38 CFR part 26), as well as the settlement agreement resulting from Planning Association for the Richmond, et al v. U.S. Department of Veterans Affairs, C-06-02321-SBA (filed 6 June 2008). VA supplemented the draft EIS originally released in August 2012 to account for design and project phasing changes from the LRDP released in 2012 to the LRDP released in 2014. Both versions of the LRDP describe development and construction of patient care buildings, research buildings, business occupancy buildings, and parking structures, as well as retrofitting seismically deficient buildings. The SDEIS identifies and addresses environmental impacts associated with the Proposed Action.
