The Department of Veterans Affairs (VA) is amending its regulation governing individuals and groups considered to have performed active military, naval, or air service. More specifically, VA is expanding the regulation to include additional groups considered to have served on active military service. The need for this action results from recent decisions by the Secretary of the Air Force, and by Congress in the Department of Defense Appropriations Act, 2001, expanding the categories of people considered to have performed active military service. The effect of these actions is to confer veteran status for VA benefit purposes on former members of these groups discharged under honorable conditions. VA also is amending references to three groups already included in our regulation in order to clarify which persons are members of these groups.

The Department of Veterans Affairs (VA) published a document in the Federal Register on July 17, 2002 (67 FR 46868), amending its adjudication and fiduciary regulations to update certain titles in parts 3 and 13. At that time, we failed to update parts 1, 4, 6, 14, and 21 to reflect the new titles. This document corrects those regulations by replacing the titles of Adjudication Division, Adjudication Officer, and Veterans Services Officer, with Veterans Service Center, and Veterans Service Center Manager. These nonsubstantive changes are made for clarity and accuracy.

On November 26, 2003, the Department of Veterans Affairs (VA) published a final rule in the Federal Register at 68 FR 66534 (VA's portion at 66618) implementing changes to the governmentwide nonprocurement debarment and suspension common rule (NCR). The NCR sets forth the common policies and procedures that Federal Executive branch agencies must use in taking suspension or debarment actions. At that time, ``Subpart GLimited Denial of Participation'' (LDP), was inadvertently eliminated instead of being redesignated as subpart J. This technical amendment reinstates the dropped regulatory text for former subpart G in the new subpart J of part 44.

This NOFA announces the availability, submission requirements, and deadlines to submit applications for the VA Multifamily Transitional Housing Loan Guarantee Program. This is a pilot program, which authorizes VA to guarantee up to 15 loans with an aggregate value of $100 million to develop or implement housing and supportive services for homeless veterans. This Notice describes the commitment of program dollars, application process, eligibility requirements, minimum underwriting criteria, and evaluation criteria that VA will employ to select applications to receive a guarantee under the program. The program is authorized under Title 38 U.S.C. 2051, et. seq. The Department of Veterans Affairs (VA) is amending the Board of Veterans' Appeals (Board) Rules of Practice as relates to public availability of Board decisions, to set forth the current methods for archiving and retrieving Board decisions for public use. Due to advances in technology, Board decisions issued on or after January 1, 1992, are currently available in redacted form for public inspection and copying on Web sites that are accessible through the Internet. This is an improvement from the past practice of archiving Board decisions in microfiche form with an accompanying index to facilitate public access to the decisions.
