The Circulating Collectible Coin Redesign Act of 2020 directs the Secretary of the Treasury (Secretary) to redesign and issue quarter-dollar coins that feature designs on the reverse emblematic of the accomplishments of a prominent American woman (Program). As part of the Program, each year, over a four-year period (2022-2025), the United States Mint (Mint) will issue quarter-dollar coins bearing up to five different reverse designs, each emblematic of the accomplishments and contributions of one prominent woman of the United States. This NOGA is published in connection with the CDFI Bond Guarantee Program, administered by the Community Development Financial Institutions Fund (CDFI Fund), the U.S. Department of the Treasury (Treasury). Through this NOGA, the CDFI Fund announces the availability of up to $500 million of Guarantee Authority in FY 2021. This NOGA explains application submission and evaluation requirements and processes, and provides agency contacts and information on CDFI Bond Guarantee Program outreach. Parties interested in being approved for a Guarantee under the CDFI Bond Guarantee Program must submit Qualified Issuer Applications and Guarantee Applications for consideration in accordance with this NOGA. The required minimum over- collateralization rates established in FY 2020 have been removed for the FY 2021 round. In the FY 2021 round, over-collateralization rates will be determined during the underwriting process for each applicant. Capitalized terms used in this NOGA and not defined elsewhere are defined in the CDFI Bond Guarantee Program regulations (12 CFR 1808.102) and the CDFI Program regulations (12 CFR 1805.104).
