Pipeline and Hazardous Materials Safety Administration March 2020 – Federal Register Recent Federal Regulation Documents

PHMSA is publishing this notice to solicit public comment on a request from Kinder Morgan Louisiana Pipeline, LLC, (KMLP) to modify a previously issued special permit. KMLP requests a modification to the pipeline gas stream quality requirements that limit the amount of hydrogen sulfide (H2S) in the gas. At the conclusion of the 30-day comment period, PHMSA will review the comments received from this notice as part of its evaluation to grant or deny the special permit modification request.

PHMSA is publishing this notice to solicit public comment on a request from Tennessee Gas Pipeline Company to renew a previously issued special permit. The special permit renewal request is seeking continued relief from compliance with certain requirements in the Federal pipeline safety regulations. At the conclusion of the 30-day comment period, PHMSA will review the comments received from this notice as part of its evaluation to grant or deny the special permit renewal request.

All R-number holders and holders of M-number approvals issued without an expiration date that did not show cause why their approvals should not be terminated, or did not apply for a modification of that approval to get a 5-year expiration time frame in response to the Federal Register Notice issued Friday, November 17, 2017, [Docket No. PHMSA-2017-0084; Notice No. 2017-03], are hereby notified that these approvals shall be terminated, 30 days from the publication of this Federal Register Notice.

In accordance with the procedures governing the application for, and the processing of, special permits from the Department of Transportation's Hazardous Material Regulations, notice is hereby given that the Office of Hazardous Materials Safety has received the application described herein. Each mode of transportation for which a particular special permit is requested is indicated by a number in the ``Nature of Application'' portion of the table below as follows: 1 Motor vehicle, 2Rail freight, 3Cargo vessel, 4Cargo aircraft only, 5Passenger-carrying aircraft.

In accordance with the Paperwork Reduction Act of 1995, PHMSA invites comments on proposed revisions to the hazardous liquid accident report form and its associated instructions. Revisions are being proposed to PHMSA F 7000-1 Accident ReportHazardous Liquid Pipeline Systems under OMB Control No. 2137-0047.
