Hazardous Materials: Miscellaneous Amendments; Response to Appeals; Corrections
PHMSA issues this rulemaking in response to appeals submitted to a previously-published final rule. On June 2, 2016, PHMSA published a final rule that made miscellaneous amendments to the Hazardous Materials Regulations. This final rule specifically responds to appeals to extend the effective date of certain nitric acid packaging and emergency response telephone number amendments as previously adopted. This final rule also clarifies amendments associated with the trigger date of the 10-year test period for certain MC 331 cargo tanks in dedicated propane service and corrects editorial errors.

Pipeline Safety: Information Collection Activities
On March 26, 2018, in accordance with the Paperwork Reduction Act of 1995, the Pipeline and Hazardous Materials Safety Administration (PHMSA) published a notice in the Federal Register (83 FR 13004) inviting comments on three information collections identified by Office of Management and Budget (OMB) control numbers 2137-0048, 2137-0600, and 2137-0618 that expire this Summer. PHMSA is requesting an extension with no change for these information collections. During the public comment period, PHMSA received no comments in response to the information collections. PHMSA received 10 comments that did not pertain to the information collection requests. PHMSA is publishing this notice to provide the public with an additional 30 days to comment on the renewal of the information collections referenced above and to announce that the information collection requests will be submitted to OMB for approval.
Hazardous Materials Safety: International Standards on the Transport of Dangerous Goods
On Tuesday, June 12, 2018, PHMSA will host two public meetings. The first meetingled by PHMSAwill solicit public input on current proposals and discuss potential new work items for inclusion in the agenda of the 53rd session of the United Nations Sub-Committee of Experts on the Transport of Dangerous Goods (UNSCOE TDG). The second meetingled by the Occupational Safety and Health Administration (OSHA)will discuss proposals in preparation for the 35th session of the United Nations Sub-Committee of Experts on the Globally Harmonized System of Classification and Labelling of Chemicals (UNSCEGHS).
Hazardous Materials: Notice of Updated Rail Tank Car Thermal Protection Systems List
The Pipeline and Hazardous Materials Safety Administration (PHMSA) issues this notice in coordination with the Federal Railroad Administration (FRA) to notify the public of four systems that have been added to the thermal protection systems list since its most recent publication, as well as to solicit comments or updates to information on the current list. The thermal protection systems included on the list are compliant and are acceptable for use, without further test verification, on U.S. Department of Transportation (DOT) specification tank cars. DOT manages the list through the PHMSA Records Center and periodically publishes an updated list in the Federal Register for public awareness.

Hazardous Materials: Public Meeting Notice for the Research and Development Forum
This notice is designed to inform the interested public that the Office of Hazardous Materials Safety (OHMS) of the Pipeline and Hazardous Materials Safety Administration (PHMSA) will hold a public Research and Development Forum that will be held May 16 and 17, 2018, in Washington, DC. OHMS will host the forum to present the results of recently completed projects, brief new project plans with stakeholder input, and discuss the direction of current and future research projects. During the meeting, OHMS will solicit comments related to new research topics that may be considered for inclusion in its future work. OHMS also reviews research needs statements from industry, academia, and other stakeholders. OHMS is particularly interested in the research gaps associated with energetic materials characterization and transport, safe transport of energy products, safe containment and transportation of compressed gasses, safe packaging and transportation of charge storage devices, and others. One focus will be a discussion on the safety gaps recently identified in a 2017 cooperative research report completed by the National Academy of Sciences titled ``Safely Transporting Hazardous Liquids and Gases in a Changing U.S. Energy Landscape.'' The identification of other research gaps related to the transportation of hazardous materials will be encouraged in an effort to meet the holistic needs of the transportation community and the U.S. Department of Transportation's (DOT) strategic goals: Safety, investment in infrastructure, innovation and accountability.
