As authorized by 46 U.S.C. 12121, the Secretary of Transportation, as represented by the Maritime Administration (MARAD), is authorized to grant waivers of the U.S.-build requirement of the coastwise laws under certain circumstances. A request for such a waiver has been received by MARAD. The vessel, and a brief description of the proposed service, is listed below. The complete application is given in DOT docket MARAD-2011-0004 at https://www.regulations.gov. Interested parties may comment on the effect this action may have on U.S. vessel builders or businesses in the U.S. that use U.S.-flag vessels. If MARAD determines, in accordance with 46 U.S.C. 12121 and MARAD's regulations at 46 CFR part 388 (68 FR 23084; April 30, 2003), that the issuance of the waiver will have an unduly adverse effect on a U.S.-vessel builder or a business that uses U.S.-flag vessels in that business, a waiver will not be granted. Comments should refer to the docket number of this notice and the vessel name in order for MARAD to properly consider the comments. Comments should also state the commenter's interest in the waiver application, and address the waiver criteria given in Sec. 388.4 of MARAD's regulations at 46 CFR part 388.

Liberty Natural Gas LLC, Liberty Liquefied Natural Gas (LNG) Deepwater Port License Application

The Maritime Administration, in coordination with the U.S. Coast Guard, will prepare an environmental impact statement (EIS) as part of the environmental review of the Liberty Deepwater Port License Application. The application describes an offshore natural gas deepwater port facility that would be located approximately 16.2 miles off the coast of New Jersey and will connect via offshore pipeline to a 9.2 mile onshore pipeline. Publication of this notice begins a scoping process that will help identify and determine the scope of environmental issues to be addressed in the EIS. This notice requests public participation in the scoping process and provides information on how to participate.
Notice of Funding Availability for Applications for Credit Assistance Under the Transportation Infrastructure Finance and Innovation Act (TIFIA) Program

The DOT's TIFIA Joint Program Office (JPO) announces the availability of funding to support new applications for credit assistance. Under TIFIA, the DOT provides secured (direct) loans, lines of credit, and loan guarantees to public and private applicants for eligible surface transportation projects of regional or national significance. Projects must meet statutorily specified criteria to be selected for credit assistance. Because demand for the TIFIA program can exceed budgetary resources, the DOT is utilizing periodic fixed-date solicitations that will establish a competitive group of projects to be evaluated against the program objectives. This notice outlines the process that applicants must follow.
Stakeholder Meetings Regarding the U.S.-Flag Great Lakes Fleet Revitalization Study; Correction

On December 29, 2010, at 75 FR 82141, the Maritime Administration (MARAD) published notice of three public listening- session meetings it is conducting to gather data and comments to inform the Maritime Administration's U.S.-Flag Great Lakes Fleet Revitalization Study. MARAD inadvertently listed the incorrect time zone for the listening-session meetings and this notice corrects that error. Dates and Addresses: The Cleveland, Ohio meeting will take place on February 15, 2011, from 8 a.m. to 5 p.m., local time. The meeting will be held at Hyatt Regency Cleveland at The Arcade, 420 East Superior Avenue, Cleveland, Ohio 44114. Persons interested in attending the meeting should register by February 4, 2011. The Duluth, Minnesota meeting will take place on February 23, 2011, from 8 a.m. to 5 p.m., local time. The meeting will be held at the Inn on Lake Superior, 350 Canal Park Drive, Duluth, Minnesota 55802. Persons interested in attending the meeting should register by February 11, 2011. The Chicago, Illinois meeting will take place on February 25, 2011, from 8 a.m. to 5 p.m., local time. The meeting will be held at the Sheraton Chicago Hotel and Towers, 301 East North Water Street, Chicago, Illinois 60611. Persons interested in attending the meeting should register by February 11, 2011.
