Proposed Agency Information Collection Activities; Comment Request
In accordance with the Paperwork Reduction Act of 1995 and its implementing regulations, the Federal Railroad Administration (FRA) hereby announces that it is seeking approval of the following information collection activities. Before submitting these information collection requirements for clearance by the Office of Management and Budget (OMB), FRA is soliciting public comment on specific aspects of the activities identified below.
Environmental Impact Statement: High-Speed Ground Transportation from Atlanta, GA to Chattanooga, TN
FRA and FHWA are issuing this notice to advise the public that they will jointly prepare a Tier I Environmental Impact Statement (EIS) with the Georgia Department of Transportation (GDOT) and the Tennessee Department of Transportation (TDOT) to evaluate the environmental and related impacts of constructing and operating high-speed ground transportation (HSGT) service between Atlanta, Georgia and Chattanooga, Tennessee. FRA and FHWA are also issuing this notice to solicit public and agency input into the development of the scope of the EIS and to advise the public that outreach activities conducted by GDOT and its representatives will be considered in the preparation of the EIS.
Use of Locomotive Horns at Highway-Rail Grade Crossings; Technical Amendments to Appendix D
This direct final rule makes technical amendments to appendix D of part 222 of the Code of Federal Regulations to update information contained in the appendix and direct the public to the most recent value of the Nationwide Significant Risk Threshold (NSRT). The amendments are intended to eliminate confusion regarding the data and calculations that will be used to determine the NSRT on an annual basis. Interested parties may submit written adverse comments or request an oral hearing on these amendments during the thirty (30) day period following publication of this direct final rule.
Passenger Equipment Safety Standards; Front-End Strength of Cab Cars and Multiple-Unit Locomotives
FRA is proposing to further the safety of passenger train occupants by amending existing regulations to enhance structural strength requirements for the front end of cab cars and multiple-unit locomotives. These enhancements would include the addition of deformation and energy absorption requirements specified in revised American Public Transportation Association (APTA) standards for front- end collision posts and corner posts for this equipment. FRA is also proposing to make miscellaneous clarifying amendments to current regulations for the structural strength of passenger equipment.
