Notice of Final Federal Agency Actions on Proposed Highway in California
The FHWA, on behalf of Caltrans, is issuing this notice to announce actions taken by Caltrans and other Federal agencies that are final within the meaning of 23 U.S.C. 139(l)(1). The actions relate to a proposed highway project, Towne Pass Rockfall project between post miles 65.9 to 66.5 within Death Valley National Park in the County of Inyo, State of California. Those actions grant licenses, permits, and approvals for the project.
Livability Initiative Under Special Experimental Project No. 14
The FHWA is announcing a livability initiative to harmonize and coordinate the Federal-aid highway program with grant-in-aid programs administered by the Department of Housing and Urban Development (HUD) and the Environmental Protection Agency (EPA). Under this initiative, the FHWA will utilize Special Experimental Project No. 14 (SEP-14) to permit, on a case-by-case basis, the application of HUD requirements on Federal-aid highway projects that may otherwise conflict with Federal-aid highway program requirements. One such requirement is contained in HUD's Section 3 Program, the goal of which is to provide training, employment and contracting opportunities to low and very low income persons residing within the metropolitan area (or nonmetropolitan county) in which the project is located and businesses that substantially employ such persons. The purposes of this SEP-14 initiative is to evaluate the contracting efficiencies and impacts on competition in harmonizing conflicting FHWA and HUD contracting requirements, and to further the goals of the DOT, HUD, and EPA partnership on sustainable communities. This initiative will not result in the diversion of highway funds to housing projects. The statutory funding eligibility requirements must continue to be met in order to use Federal-aid highway funds.
Notice of Final Federal Agency Action on Proposed Transportation Project in Illinois
This notice announces actions taken by the FHWA and other Federal agencies that are final within the meaning of 23 U.S.C. 139(l)(1). The actions relate to a proposed highway and transit project within the Tier 1 Elgin O'HareWest Bypass study area, which is bounded roughly by I-90 on the north, I-294 on the east, I-290 on the south, and the Elgin O'Hare Expressway on the west and located in Cook and DuPage Counties in Illinois just northwest of the City of Chicago. The Federal actions, taken as a result of a tiered environmental review process under the National Environmental Policy Act, 42 U.S.C. 4321- 4351 (NEPA), and implementing regulations on tiering, 40 CFR 1502.20, 40 CFR 1508.28, and 23 CFR part 771, determined certain issues relating to the proposed project. Those Tier 1 decisions will be used by Federal agencies in subsequent proceedings, including decisions whether to grant licenses, permits, and approvals for the highway and transit project. Tier 1 decisions also may be relied upon by State and local agencies in proceedings on the proposed project.

The FHWA, on behalf of Caltrans, is issuing this notice to announce actions taken by Caltrans, USACOE, and USFWS, that are final within the meaning of 23 U.S.C. 139(l)(1). The actions relate to a proposed highway project, on Interstate 15 (I-15) between the existing Winchester Road (State Route 79, SR-79)/I-15 Interchange and Murrieta Hot Springs Road in the vicinity of the I-15/I-215 junction within the cities of Temecula and Murrieta in Riverside County, State of California. Those actions grant licenses, permits, and approvals for the project.
New York State Department of Transportation (NYSDOT); Environmental Impact Statement: Monroe County, New York
The FHWA is issuing this revised notice to advise the public that FHWA and NYSDOT will not be preparing an Environmental Impact Statement (EIS) for the proposed improvements to extend Route 531 in the Towns of Ogden and Sweden, Monroe County, New York (NYSDOT Project Identification Number: 4531.05). A Notice of Intent to prepare an EIS was published in the Federal Register on January 14, 2005.

Agency Information Collection Activities: Request for Comments for a New Information Collection
The U.S. Department of Transportation FHWA invites public comments about our intention to request the Office of Management and Budget's (OMB) approval for a new information collection: SAFETEA-LU Section 6009 Phase 2 Implementation Study Survey. The information to be collected for this study will be used to satisfy a Congressional mandate in the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) to study and submit a Report to Congress on the implementation of SAFETEA-LU Section 6009 and its amendments. The survey results will allow U.S. DOT to fulfill the implementation study requirement. We are required to publish this notice in the Federal Register by the Paperwork Reduction Act of 1995.

The FHWA is issuing this notice to advise the public that we are rescinding the Notice of Intent (NOI) to prepare an environmental impact statement (EIS) for improvements that were proposed for Route 47 in Franklin and Warren Counties, Missouri. The NOI was published in the Federal Register on April 22, 2008. This rescission is based on a reduction in the scope of the project.
