Notice of Final Federal Agency Actions on an Operational Improvement Project in Santa Cruz County, CA
The FHWA is issuing this notice to announce actions taken by FHWA and other Federal agencies that are final within the meaning of 23 U.S.C. Section 139(l)(1). The actions relate to the Highway 1 Soquel to Morrissey Auxiliary Lanes Project in the City of Santa Cruz, and Santa Cruz County, California. The project would include the following: Adding auxiliary lanes to Highway 1 between the interchanges of Soquel Avenue and Morrissey Boulevard for a distance of less than one mile; replacing the La Fonda overcrossing while providing wider sidewalks and new bike lanes; providing sidewalk improvements at Rooney Street and Morrissey Boulevard west of Pacheco Avenue; and installing a raised crosswalk at the south end of the La Fonda Bridge near the entrance to Harbor High School.
Environmental Impact Statement: Hancock and Pearl River Counties, MS
The FHWA is issuing this notice to advise the public that an environmental impact statement will be prepared for a proposed highway project in Hancock and Pearl River Counties, Mississippi. The project study area will extend a distance of approximately 30 miles from Interstate 10 south of Kiln, MS to Interstate 59 in the vicinity of Picayune, Mississippi.
Motorcyclist Advisory Council to the Federal Highway Administration
This document announces the seventh meeting of the Motorcyclist Advisory Council to the Federal Highway Administration (MAC-FHWA). Agency Information Collection Activities: Notice of Correction to a Previously Approved Information Collection Titled: Federal Highway Administration (FHWA) State Reports for American Recovery and Reinvestment Act (RECOVERY ACT)
The FHWA is advising the public about a correction to a previously approved request for information collection that is summarized below under SUPPLEMENTARY INFORMATION. The correction concerns executive compensation reporting requirements under the American Recovery and Reinvestment Act of 2009 (Pub. L. 111-5, February 17, 2009) (Recovery Act). We published a Federal Register Notice with a 30-day public comment period on this information collection on July 30, 2009. This correction does not increase the information collection burden. No revision to the approved information collection request is needed.

Interoperability Requirements, Standards, or Performance Specifications for Automated Toll Collection Systems
The FHWA is adding a new part to the Code of Federal Regulations, to add regulations specifying the interoperability requirements for automated toll collection systems for the facilities that are tolled under any of the tolling programs contained in section 1604 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). Specifically, this rulemaking requires facilities operating with authority under section 1604 of SAFETEA-LU to use electronic toll collection (ETC) systems and to maximize their system's interoperability with other toll facilities. Although a nationwide interoperability standard has not yet been established, this rule seeks to accelerate progress toward achieving nationwide interoperability by requiring these facilities to upgrade their ETC systems to the national standards whenever adopted.
Tier 1 Environmental Impact Statement: Lafayette Parish, LA
The FHWA is issuing this notice to advise the public that the December 16, 2005 Notice of Intent for the subject Tier 1 Environmental Impact Statement is amended to: (1) change the name of the proposed project from the Lafayette Metropolitan Expressway to the Lafayette Regional Xpressway (LRX) and (2) add the Louisiana Department of Transportation and Development (DOTD) as a Joint Lead Agency.

Agency Information Collection Activities: Request for Comments; Renewed Approval of Information Collection; State Right-of-Way Operations Manuals, OMB Control Number: 2125-0586
The FHWA invites public comment regarding our intention to request the Office of Management and Budget (OMB) to approve a renewed information collection. The information we collect is provided by each State Department of Transportation (State) in its right-of-way operations manuals. The right-of-way manuals contain detailed descriptions of procedures the State will follow to show compliance with Federal regulations found in 23 CFR Part 710 and 49 CFR Part 24. 23 CFR 710.201(c) sets out the requirement for the right-of-way operations manual. Specifically, each manual shall describe functions and procedures for all phases of the real estate program, including appraisal and appraisal review, negotiation and eminent domain, property management, and relocation assistance. The State shall update the manual periodically to reflect changes in operations and submit the updated manual for approval by the FHWA. The Paperwork Reduction Act of 1995 required the FHWA to publish notice for this information collection in the Federal Register.
