Amendment of Area Navigation (RNAV) Route T-354; Northcentral United States.
This action modifies Area Navigation (RNAV) route T-354 in the northcentral United States. The modified T-route expands the availability of RNAV routing in support of the FAA's Next Generation Air Transportation System (NextGen) modernization efforts to transition the National Airspace System (NAS) from a ground-based to satellite- based Performance Based Navigation (PBN) system. The RNAV route T-325 modifications proposed in the notice of proposed rulemaking (NPRM) require additional coordination and flight inspection activities. As such, the T-325 modifications are removed from this rule.
Amendment and Establishment of Area Navigation (RNAV) Routes; Northeastern United States
This action amends low altitude RNAV route T-300, and establish low altitude RNAV routes T-391, T-393, and T-395 in the northeastern United States. The changes reduce the dependency of the National Airspace System (NAS) on ground-based navigational systems, and assist with the transition to a more efficient Performance Based Navigation (PBN) route structure. This action also provides RNAV routing in support the FAA's VOR Minimum Operating Network (VOR MON) program.
Standard Instrument Approach Procedures, and Takeoff Minimums and Obstacle Departure Procedures; Miscellaneous Amendments
This rule amends, suspends, or removes Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures for operations at certain airports. These regulatory actions are needed because of the adoption of new or revised criteria, or because of changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, adding new obstacles, or changing air traffic requirements. These changes are designed to provide for the safe and efficient use of the navigable airspace and to promote safe flight operations under instrument flight rules at the affected airports.

Notice of Availability of a Draft Environmental Impact Statement (EIS) and Notice of Public Workshops and Hearings for the Proposed LaGuardia Access Improvement Project at LaGuardia Airport (LGA), New York City, Queens County, New York
The FAA is issuing this notice under the provisions of the National Environmental Policy Act (NEPA) of 1969, as amended, to announce the availability of the Draft Environmental Impact Statement (EIS) for the proposed LaGuardia Airport (LGA) Access Improvement Project and its connected actions (the Proposed Action). The Proposed Action would provide direct access between LGA and the Metropolitan Transportation Authority (MTA) Long Island Rail Road (LIRR) Mets- Willets Point Station and the New York City Transit (NYCT) 7 Line Mets- Willets Point Station. FAA is the lead federal agency in the preparation of the EIS, with cooperating agencies including U.S. Army Corps of Engineers, U.S. Environmental Protection Agency, New York State Department of Environmental Conservation, New York State Department of Transportation, and New York State Office of Parks, Recreation and Historic Preservation. The Draft EIS was prepared to disclose the potential environmental impacts resulting from the Proposed Action, including real property transactions under the New York State Eminent Domain Procedures Law. This notice announces the beginning of public comment period to solicit public comments on the Draft EIS. FAA plans to hold two public meetings and three public hearings concerning the Proposed Action and information contained in the Draft EIS.

Airworthiness Directives; Dassault Aviation Airplanes
The FAA proposes to supersede Airworthiness Directive (AD) 2019-23-05, which applies to all Dassault Aviation Model MYSTERE-FALCON 900 airplanes. AD 2019-23-05 requires revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. Since the FAA issued AD 2019-23- 05, the agency has determined that new or more restrictive airworthiness limitations are necessary. This proposed AD would require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations, as specified in a European Union Aviation Safety Agency (EASA) AD, which will be incorporated by reference. The FAA is proposing this AD to address the unsafe condition on these products.
Airspace Designations; Incorporation by Reference
This action amends Title 14 Code of Federal Regulations (14 CFR) part 71 relating to airspace designations to reflect the approval by the Director of the Federal Register of the incorporation by reference of FAA Order 7400.11E, Airspace Designations and Reporting Points. This action also explains the procedures the FAA will use to amend the listings of Class A, B, C, D, and E airspace areas; air traffic service routes; and reporting points incorporated by reference.

The FAA is adopting a new airworthiness directive (AD) for Pacific Aerospace Limited Model 750XL airplanes. This AD results from mandatory continuing airworthiness information (MCAI) issued by the aviation authority of another country to identify and correct an unsafe condition on an aviation product. Amendment, Establishment, and Revocation of Multiple Air Traffic Service (ATS) Routes in the Vicinity of Waukon, IA
This action amends VHF Omnidirectional Range (VOR) Federal airways V-2, V-77, V-138, V-218, V-246 and V-398; amends low altitude Area Navigation (RNAV) route T-251; establishes low altitude RNAV route T-348, and removes VOR Federal airway V-411 in the vicinity of Waukon, IA. The Air Traffic Service (ATS) route modifications, establishment, and removal are necessary due to the planned decommissioning of the VOR portion of the Waukon, IA, VOR/Distance Measuring Equipment (VOR/DME) navigation aid (NAVAID). The Waukon VOR provides navigation guidance for portions of the affected ATS routes and is being decommissioned as part of the FAA's VOR Minimum Operational Network (MON) program.
Amendment of V-55, V-271, T-217, and T-265, and Revocation of V-215 and V-450 in the Vicinity of Muskegon, MI
This action amends VHF Omnidirectional Range (VOR) Federal airways V-55 and V-271; amends Area Navigation (RNAV) routes T-217 and T-265; and removes VOR Federal airways V-215 and V-450 in the vicinity of Muskegon, MI. The air traffic service (ATS) route amendments are necessary due to the planned decommissioning of the VOR portion of the Muskegon, MI, VOR/Tactical Air Navigation (VORTAC) navigation aid (NAVAID) which provides navigation guidance for portions of the affected ATS routes. This VOR is being decommissioned as part of the FAA's VOR Minimum Operational Network (MON) program.
Airworthiness Directives; Airbus Helicopters
The FAA is superseding Airworthiness Directive (AD) 2017-14-05 for Airbus Helicopters Model SA330J helicopters. AD 2017-14-05 required replacing certain right-hand (RH) hydraulic pumps and was prompted by reports of broken screws that attach the cover of the hydraulic pump. This new AD requires replacing certain left-hand (LH) and RH hydraulic pumps. This AD was prompted by reports of broken bolts that attach the cover of the hydraulic pump. The actions of this AD are intended to address an unsafe condition on these products.
Notice of Opportunity for Public Comment Equal Land Swap of .64 Acres at Tweed-New Haven Airport, New Haven, CT Withdrawal
Notice is being given that the FAA is withdrawing a Notice of Opportunity for Public Comment for the City of New Haven, CT to exchange a .64 acre parcel of land with an adjacent land owner of equal size and value at Tweed-New Haven Regional Airport. The exchange of land will provide the airport with the necessary land to build an extension of a parallel taxiway and vehicle service road that will serve the end of Runway 20. A Federal Register notice is not required for this specific action. The Notice, Document Number: 2020-17150, 85 FR 47838, Page 47838, was published in the Federal Register on August 6, 2020 and is currently on public inspection.
Airworthiness Directives; Aviat Aircraft Inc.
The FAA is adopting a new airworthiness directive (AD) for all Aviat Aircraft Inc. Models A-1, A-1A, A-1B, A-1C-180, and A-1C-200 airplanes. This AD requires repetitive inspections of the forward horizontal stabilizer support assembly and the rear horizontal stabilizer support tube and reporting information to the FAA. This AD was prompted by field reports of complete failure of both the forward support assembly and the rear support tube due to fatigue. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Aspen Avionics, Inc.
The FAA is correcting an airworthiness directive (AD) that published in the Federal Register. The AD applies to certain Aspen Avionics, Inc., Evolution Flight Display (EFD) EFD1000 Emergency Backup Display, EFD1000 Multi-Function Display, and EFD1000 Primary Flight Display systems installed on various airplanes. As published, the docket number and product identifier in the Comments Invited section of the preamble are incorrect. This document corrects that error. Airworthiness Directives; Sikorsky Aircraft Corporation Helicopters
The FAA is adopting a new airworthiness directive (AD) for certain Sikorsky Aircraft Corporation (Sikorsky) Model S-92A helicopters. This AD was prompted by two incidents of erroneous low oil pressure caution cockpit indications and unintended actuation of the main gearbox (MGB) auto bypass valve. This AD requires installing auxiliary circuit breaker modification (MOD) kits and inserting a Rotorcraft Flight Manual (RFM) Supplement into the existing RFM for your helicopter. The FAA is issuing this AD to address the unsafe condition on these products.
Proposed Establishment of Class E Airspace; Redding, CA
This action proposes to establish Class E airspace, extending upward from 700 feet above the surface, at Benton Field Airport. This action would ensure the safety and management of IFR operations at the airport.

The FAA is adopting a new airworthiness directive (AD) for all Continental Aerospace Technologies, Inc. model GTSIO-520-C, GTSIO-520- D, GTSIO-520-H, GTSIO-520-K, GTSIO-520-L, GTSIO-520-M, GTSIO-520-N, IO- 550-G, IO-550-N, IO-550-P, IO-550-R, IOF-550-N, IOF-550-P, IOF-550-R, TSIO-520-BE, TSIO-550-A, TSIO-550-B, TSIO-550-C, TSIO-550-E, TSIO-550- G, TSIO-550-K, TSIO-550-N, TSIOF-550-D, TSIOF-550-J, TSIOF-550-K, and TSIOF-550-P reciprocating aviation gasoline (AvGas) engines with a certain cross-flow cylinder assembly installed. This AD was prompted by reports of in-flight engine failures due to fractured cross-flow cylinder assemblies. This AD requires visual inspection and, depending on the results of the inspection, modification or replacement of the cross-flow cylinder assembly. The FAA is issuing this AD to address the unsafe condition on these products.

This action proposes to modify Class E airspace at Fallon NAS (Voorhis Field) Airport, by revoking the Class E airspace designated as an extension to a Class D or Class E surface area. This action also proposes to modify the Class E airspace extending upward from 700 feet above the surface. Further, this action proposes to modify the Class E airspace extending upward from 1,200 feet above the surface. Lastly, this action proposes numerous administrative amendments to the airspaces' legal descriptions. This action would ensure the safety and management of instrument flight rules (IFR) operations at the airport.
Airworthiness Directives; The Boeing Company Airplanes
The FAA proposes to supersede Airworthiness Directive (AD) 2013-18-08, which applies to certain The Boeing Company Model 737-200, -200C, -300, -400, and -500 series airplanes. AD 2013-18-08 requires repetitive inspections for cracking of certain upper and lower skin panels of the fuselage, and of the fuselage skin along certain chem- milled lines, and corrective actions if necessary. AD 2013-18-08 also includes a terminating action for the repetitive inspections of certain modified or repaired areas only. Since the FAA issued AD 2013-18-08, there have been reports of additional cracking in certain horizontal and vertical chem-milled step locations outside of those identified in AD 2013-18-08. This proposed AD would continue to require repetitive inspections for cracking of the fuselage skin along certain chem-milled lines and applicable on-condition actions, and would expand the inspection area. This AD would continue to provide terminating action for repetitive inspections of certain modified or repaired areas. This proposed AD would also add airplanes to the applicability. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Rolls-Royce Deutschland Ltd & Co KG (Type Certificate Previously Held by Rolls-Royce plc) Turbofan Engines
The FAA is adopting a new airworthiness directive (AD) for all Rolls-Royce Deutschland Ltd. & Co KG (RRD) Trent XWB-75, Trent XWB-79, Trent XWB-79B, and Trent XWB-84 model turbofan engines. This AD was prompted by reports of a lack of weld fusion on the resistance welding during manufacturing, which could result in air leakage through the low-pressure turbine (LPT) rear support seal panel assembly (``LPT seal panel''). This AD requires replacement of the LPT seal panel. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Pratt & Whitney Canada Corp. Turboprop Engines
The FAA proposes to adopt a new airworthiness directive (AD) for all Pratt & Whitney Canada Corp. PT6A-34, -34B, -34AG, -114, and - 114A model turboprop engines. This proposed AD was prompted by several reports of low-time fractures of compressor turbine (CT) blades resulting in loss of power or in-flight shutdown of the engine. This proposed AD would require replacement of certain CT vanes. This proposed AD would also require removal from service of certain CT blades when these blades have been operated with certain CT vanes. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Bell Helicopter Textron Canada Limited Helicopters
The FAA is superseding Airworthiness Directive (AD) 2016-02-06 for Bell Helicopter Textron Canada Limited (Bell) Model 429 helicopters. AD 2016-02-06 required inspecting certain tail rotor (T/R) pitch link bearing bores for corrosion and pitting. AD 2016-02-06 also required a repetitive inspection of the sealant and repeating the inspections for corrosion and pitting if any sealant is missing. This new AD retains the requirements of AD 2016-02-06, expands the applicability, and adds a repetitive inspection. This AD was prompted by an FAA determination that additional part-numbered T/R pitch link assemblies (links) are affected by the same unsafe condition and that an additional repetitive inspection is necessary to address the unsafe condition. The actions of this AD are intended to address an unsafe condition on these products.
Proposed Revocation of Class E Airspace; Delavan, WI
This action proposes to revoke the Class E airspace extending upward from 700 feet above the surface at Lake Lawn Airport, Delavan, WI, due to the cancellation of the instrument procedures at that airport and the airspace no longer being required.
Proposed Amendment of Class D and Class E Airspace; Waterloo, IA
This action proposes to amend the Class D and Class E airspace at Waterloo Regional Airport, Waterloo, IA. The FAA is proposing this action as the result of an airspace review caused by the closure of runway 6/24 at Waterloo Regional Airport. The names and geographic coordinates of the airport and navigational aids would also be updated to coincide with the FAA's aeronautical database.
Proposed Amendment of the Class E Airspace; Hartford, KY
This action proposes to amend the Class E airspace extending upward from 700 feet above the surface at Ohio County Airport, Hartford, KY. The FAA is proposing this action as the result of an airspace review due to the decommissioning of the Central City VHF omnidirectional range (VOR) navigation aid as part of the VOR Minimum Operational Network (MON) Program. The geographic coordinates of the airport would also be updated to coincide with the FAA's aeronautical database.
Proposed Amendment and Revocation of Air Traffic Service (ATS) Routes in the Vicinity of Lebanon, NH
This action proposes to amend VHF Omnidirectional Range (VOR) Federal airways V-141, and V-542, and revoke airways V-151 and V-496, due to the planned decommissioning of the Lebanon, NH, VOR/DME navigation aid which provides navigation guidance for segments of the routes. The Lebanon VOR/DME is planned for decommissioned as part of the FAA's VOR Minimum Operational Network (MON) program.
Airworthiness Directives; Airbus Helicopters Deutschland GmbH Helicopters
The FAA is adopting a new airworthiness directive (AD) for certain Airbus Helicopters Deutschland GmbH Model MBB-BK 117 D-2 helicopters. This AD was prompted by the discovery that certain longitudinal trim actuators, lateral trim actuators, and yaw trim actuators, which are certified for installation on MBB-BK 117 C-2 helicopters, were erroneously listed as eligible for installation on MBB-BK 117 D-2 helicopters. This AD requires removing the affected parts from service and prohibits installing the affected parts on MBB- BK 117 D-2 helicopters. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Blanik Aircraft CZ s.r.o.
The FAA is adopting a new airworthiness directive (AD) for all Blanik Aircraft CZ s.r.o. Model L 23 Super-Blanik gliders. This AD requires a one-time inspection of the rudder control cable attachment screws and hinge bolts, replacement of the cable attachment screws and hinge bolts if a crack is found, and reporting the inspection results to the manufacturer. This AD was prompted by reports of cracked rudder cable attachment screws. The FAA is issuing this AD to address the unsafe condition on these products.

The FAA proposes to adopt a new airworthiness directive (AD) for certain General Electric Company (GE) GE90-110B1 and GE90-115B model turbofan engines. This proposed AD was prompted by the detection of melt-related freckles in the billet, which may reduce the life limits of certain high-pressure turbine (HPT) rotor stage 2 disks and certain rotating compressor discharge pressure (CDP) HPT seals. This proposed AD would require replacement of the affected HPT rotor stage 2 disks and rotating CDP HPT seals. The FAA is proposing this AD to address the unsafe condition on these products.

These special conditions are issued for the Leonardo Model AW189 helicopters. This model of helicopter, as modified by Leonardo, will have the novel or unusual design feature associated with installing an optional SAR AFCS. The applicable airworthiness standards do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to show a level of safety equivalent to that established by the existing airworthiness standards.
Special Conditions: Aerospace Design and Compliance, LLC, Bombardier, Inc. Model CL-600-2B19 Airplane; Installation of a Therapeutic Oxygen System for Medical Use
These special conditions are issued for the Bombardier Inc. (Bombardier) Model CL-600-2B19 airplane. This airplane, as modified by Aerospace Design and Compliance, LLC (Aerospace Design and Compliance), will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport category airplanes. The design feature is an installation of a therapeutic oxygen system for medical use. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
Airworthiness Directives; The Boeing Company Airplanes
The FAA is adopting a new airworthiness directive (AD) for all The Boeing Company Model 737-300, -400, -500, -600, -700, -700C, -800, -900, and -900ER series airplanes. An emergency AD was sent to all known U.S. owners and operators of these airplanes. This AD requires inspections of the engine bleed air 5th stage check valve on each engine, and replacement of the engine bleed air 5th stage check valve if any inspection is not passed. This AD was prompted by four recent reports of single-engine shutdowns due to engine bleed air 5th stage check valves being stuck open. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus Canada Limited Partnership (Type Certificate Previously Held by C Series Aircraft Limited Partnership (CSALP); Bombardier, Inc.) Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus Canada Limited Partnership Model BD-500-1A10 and BD- 500-1A11 airplanes. This proposed AD was prompted by a report that during installation on the final assembly line, a foreign object damage (FOD) protective end cap was not removed from an extraction duct of the crew oxygen system. The protective end cap must be removed to prevent a build-up of oxygen under the flight deck floor, which is a fire risk. This proposed AD would require inspecting the air extraction duct installation to determine if a protective end cap is installed, and removing any protective end cap found. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Rolls-Royce Corporation (Type Certificate Previously Held by Allison Engine Company) Turboprop Engines
The FAA proposes to adopt a new airworthiness directive (AD) for all Rolls-Royce Corporation (RRC) AE 2100A, AE 2100D2, AE 2100D2A, and AE 2100P model turboprop engines. This proposed AD was prompted by a report of a propeller gearbox (PGB) development test conducted by the manufacturer, in which high vibration occurred due to a fatigue crack that initiated in the PGB shaft and carrier assembly. This proposed AD would require assignment of usage hours to the PGB shaft and carrier assembly at the next engine shop visit and replacement of PGB shaft and carrier assemblies prior to exceeding the new life limits established by the manufacturer. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; The Boeing Company Airplanes
The FAA proposes to supersede Airworthiness Directive (AD) 2016-25-29, which applies to certain The Boeing Company Model 767-200 and -300 series airplanes. AD 2016-25-29 requires replacing the cargo compartment insulation blankets on the left and right sides with new insulation blankets that incorporate fire stops. Since the FAA issued AD 2016-25-29, it was determined that an incorrect part number was specified for certain insulation blankets, and the FAA has determined that additional insulation blankets need to be replaced and that additional airplanes are subject to the unsafe condition. This proposed AD would continue to require the actions in AD 2016-25-29 for certain airplanes. This proposed AD would also add airplanes to the applicability and would require a general visual inspection of the replacement insulation blankets to determine if the blankets are in serviceable condition and correctly installed, and applicable on- condition actions. For certain airplanes, this AD would also require an inspection to determine the insulation blanket part number installed; replacement of additional insulation blankets; and applicable on- condition actions. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Daher Aircraft Design, LLC (Type Certificate Previously Held by Quest Aircraft Design, LLC), Airplanes
The FAA is correcting an airworthiness directive (AD) that published in the Federal Register. The AD applies to all Daher Aircraft Design, LLC (type certificate previously held by Quest Aircraft Design, LLC), Model KODIAK 100 airplanes. As published, the type certificate (TC) holder in the regulatory heading that identifies the AD is incorrect. This document corrects that error. In all other respects, the original document remains the same; however, for clarity, the FAA is publishing the entire rule in the Federal Register.
Extension of the Requirement for Helicopters To Use the New York North Shore Helicopter Route
This final rule amends the expiration date of the final rule requiring pilots operating civil helicopters under Visual Flight Rules to use the New York North Shore Helicopter Route when operating along that area of Long Island, New York. The current rule expires on August 6, 2020. The FAA finds it necessary to extend the rule for an additional two years.
Amendment of Class E Airspace; Ithaca, NY
This action amends Class E surface airspace, and Class E airspace designated as an extension to a Class D surface area at Ithaca Tompkins Regional Airport, Ithaca, NY due to the decommissioning of the Ithaca VOR/DME, and cancellation of associated approaches. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations in the area.
