FAA is the lead federal agency in the preparation of the EIS, with cooperating agencies including U.S. Army Corps of Engineers, U.S. Environmental Protection Agency, New York State Department of Environmental Conservation, New York State Department of Transportation, and New York State Office of Parks, Recreation and Historic Preservation. The Draft EIS was prepared to disclose the potential environmental impacts resulting from the Proposed Action, including real property transactions under the New York State Eminent Domain Procedures Law. This notice announces the beginning of public comment period to solicit public comments on the Draft EIS. FAA plans to hold two public meetings and three public hearings concerning the Proposed Action and information contained in the Draft EIS.

Petition for Exemption; Summary of Petition Received; Vintage Aviation LLC
This notice contains a summary of a petition seeking relief from specified requirements of Federal Aviation Regulations. The purpose of this notice is to improve the public's awareness of, and participation in, the FAA's exemption process. Neither publication of this notice nor the inclusion or omission of information in the summary is intended to affect the legal status of the petition or its final disposition.
Airworthiness Directives; Dassault Aviation Airplanes
The FAA proposes to supersede Airworthiness Directive (AD) 2019-23-05, which applies to all Dassault Aviation Model MYSTERE-FALCON 900 airplanes. AD 2019-23-05 requires revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. Since the FAA issued AD 2019-23- 05, the agency has determined that new or more restrictive airworthiness limitations are necessary. This proposed AD would require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations, as specified in a European Union Aviation Safety Agency (EASA) AD, which will be incorporated by reference. The FAA is proposing this AD to address the unsafe condition on these products.
