We are superseding Airworthiness Directive (AD) 2016-25-03, which applied to certain Airbus Model A300 F4-600R series airplanes. AD 2016-25-03 required repetitive high frequency eddy current (HFEC) inspections of the aft lower deck cargo door (LDCD) frame forks; a one- time check of the LDCD clearances; and a one-time detailed visual inspection of hooks, eccentric bushes, and x-stops; and corrective actions if necessary. This AD requires repetitive HFEC inspections of the aft LDCD frame forks; a one-time check of the LDCD clearances; and a one-time detailed visual inspection of hooks, eccentric bushes, and x-stops; and corrective actions if necessary. This AD was prompted by a report of two adjacent frame forks that were found cracked on the aft LDCD of two airplanes during scheduled maintenance, and the introduction of frame fork reinforcement or repair procedures that, when done, allow an extension of repetitive inspection intervals. We are issuing this AD to address the unsafe condition on these products.

This action modifies Class E airspace extending upward from 700 feet above the surface at Burlington Municipal Airport, Burlington, WI. This action is necessary due to the decommissioning of the Burbun VHF omnidirectional range (VOR), cancellation of the VOR approach procedure, and implementation of new area navigation (RNAV) procedures for the safety and management of instrument flight rules (IFR) operations at the airport. This action adjusts the geographic coordinates of the Burlington Municipal Airport to coincide with the FAA's aeronautical database.

We propose to supersede Airworthiness Directive (AD) 2008-24- 14, which applies to all Bombardier, Inc., Model CL-600-2B19 (Regional Jet Series 100 & 440) airplanes. AD 2008-24-14 requires revising the instructions for continued airworthiness to incorporate certain airworthiness limitations for the main landing gear (MLG) trunnion fitting assembly. Since we issued AD 2008-24-14, new airworthiness limitation (AWL) tasks have been introduced with revised inspection, modification, and safe-life requirements. This proposed AD would require revising the maintenance or inspection program, as applicable, to incorporate certain AWLs. It would also require reworking the trunnion fitting in order to meet new structural safe-life limits. We are proposing this AD to address the unsafe condition on these products.

We are adopting a new airworthiness directive (AD) for all Airbus SAS Model A330-200 Freighter, -200, and -300 series airplanes; and Airbus SAS Model A340-200, -300, -500, and -600 series airplanes. This AD was prompted by a report of deficient fatigue performance of high strength steel used in forgings. Components made from the affected high strength steel are installed on the main landing gear (MLG), nose landing gear (NLG), and center landing gear (CLG). This AD requires identifying the part number and serial number of certain components installed on the MLG, NLG, and CLG; replacing affected parts; identifying the airplane's weight variant; and determining the applicable life limit for certain components installed on the MLG, NLG, and CLG. We are issuing this AD to address the unsafe condition on these products.

The FAA is considering a proposal to change 97.507 acres of airport land from aeronautical use to non-aeronautical use and to authorize the sale of airport property located at Indianapolis International Airport, Indianapolis, Indiana. The aforementioned land is not needed for aeronautical use. The land consists of 155 original airport acquired parcels. The parcels were acquired under grants 6-18-0038-14, 3-18-0038-17, 3-18- 0038-18, 3-18-0038-23, 3-18-0038-24, 3-18-0038-43, 3-18-0038-45, 3-18- 0038-47, 3-18-0038-51, 3-18-0038-54, 3-18-0038-67, 3-18-0038-78, 3-18- 0038-81, 3-18-0038-83, 3-18-0038-88, 3-18-0038-96, 3-18-0038-112, Passenger Facility Charges, and local funding. There are no impacts to the airport by allowing the Indianapolis Airport Authority to dispose of the property. The land is not needed for future aeronautical development.

We are superseding Airworthiness Directive (AD) 98-18-24, which applied to certain Airbus SAS Model A320 series airplanes. AD 98- 18-24 required repetitive inspections to detect cracking in the inner flange of a certain door frame, and corrective actions, if necessary. AD 98-18-24 also provided an optional terminating action for the repetitive inspections. This AD continues to require the repetitive inspections of the inner flange of a certain door frame, with reduced repetitive inspection intervals, and corrective action if necessary. This AD was prompted by a report of cracks on the inner flange of a certain door frame, and by the results of a full scale fatigue test that indicated the intervals for the repetitive inspections required by AD 98-18-24 must be reduced. We are issuing this AD to address the unsafe condition on these products.

This proposed AD was prompted by a report of cracking in the inboard lower flange and adjacent web near the forward attachment of the outboard flap track at a certain position on a Model 737-300 airplane. The flap tracks of Model 737-300 airplanes are similar to the flap tracks of Model 727 airplanes. This proposed AD would require repetitive detailed inspections and surface high frequency eddy current (HFEC) inspections of each outboard flap track at certain positions for any crack and discrepancy, and applicable on-condition actions. We are proposing this AD to address the unsafe condition on these products.

The collection involves each passenger carrying air carrier operating under part 121 of title 14, Code of Federal Regulations, to post on the internet website of the air carrier the maximum dimensions of a child safety seat that can be used on those aircraft. The information to be collected will be used to facilitate the use of child restraint systems onboard airplanes and is required by section 412 of the FAA Modernization and Reform Act of 2012. The Federal Register Notice with a 60-Day comment period soliciting comments on the renewal of this previously approved information collection was published on July 25, 2018. No comments were received.

This final rule removes the requirement for certificate holders conducting certain commercial operations within the Grand Canyon National Park Special Flight Rules Area to file a visual flight rules flight plan with an FAA Flight Service Station prior to each flight. The effect of this action is to remove an unnecessary, redundant, and obsolete paperwork burden on affected certificate holders without affecting safety, existing quarterly reporting requirements, or efforts to restore the natural quiet of the park environment. This final rule also makes several technical amendments.

This proposed AD is prompted by reports of broken oil tank internal baffles. The actions of this proposed AD are intended to correct an unsafe condition on these products.

The FAA is proposing this action as the result of an airspace review caused by the decommissioning of the Pontiac VHF omnidirectional range (VOR) navigation aid, which provided navigation information for the instrument procedures at this airport, as part of the VOR Minimum Operational Network (MON) Program. This action would also replace the outdated term Airport/Facility Directory with Chart Supplement. Airspace redesign is necessary for the safety and management of instrument flight rules (IFR) operations at this airport.

This action is necessary to keep information current for the safety and management of aircraft within the national airspace system.
