The Federal Aviation Administration is issuing this notice to advise the public that, effective immediately, it is rescinding the Notice of Intent to rule on the request to release deed restrictions at Yellowstone Airport under the provisions of Title 49, U.S.C. Section 47125 that was published on January 28, 2014. A re-opening and extension of the comment period was published on March 14, 2014. This rescission is due to the comments received regarding this notice. The request to release the deed restrictions may be reconsidered after further analysis and a Notice of Intent would be published at a later date.
Airworthiness Directives; Airbus Airplanes

We propose to supersede Airworthiness Directive (AD) 2012-06- 19, for certain Airbus Model A330-201, -202, -203, -223, -243, -301, - 302, -303, -321, -322, -323, -341, -342, and -343 airplanes; and Model A340-200 and -300 series airplanes. AD 2012-06-19 currently requires repetitive inspections of the main fitting and sliding tube of the nose landing gear (NLG) for defects, damage, and cracks; and corrective actions if necessary. Since we issued AD 2012-06-19, we have determined that additional airplanes are affected by the identified unsafe condition. This proposed AD would add airplanes to the applicability. This proposed AD would require an inspection of the part number and serial number of the NLG main fitting and NLG sliding tube; for affected parts, a magnetic particle inspection (MPI) for cracks, and flap peening and replacement if necessary. This proposed AD would also require, for certain parts, additional inspections for damage and cracking. We are proposing this AD to detect and correct cracks, defects, or damage of the main fitting or sliding tube, which could result in consequent NLG collapse.

We propose to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 737-100, -200, -200C, -300, -400, and -500 series airplanes. This proposed AD was prompted by reports of cracks in fuselage frames, and a report of a missing strap that was not installed on a fuselage frame during production. This proposed AD would require an inspection to determine if the strap adjacent to a certain stringer is installed, and repair if missing; repetitive inspections of the frame for cracking or a severed frame web; and related investigative and corrective actions if necessary. This proposed AD also provides optional actions to terminate certain repetitive inspections. We are proposing this AD to detect and correct missing fuselage frame straps and frame cracking that can result in severed frames. Continued operation of the airplane with multiple adjacent severed frames, or the combination of a severed frame and fuselage skin chemical mill cracks, can result in uncontrolled decompression of the airplane.

We propose to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 767 and 777 airplanes. This proposed AD was prompted by reports of uncommanded door closure of the large lower lobe cargo door. This proposed AD would require inspecting for part numbers and serial numbers of the rotary actuators of the large forward and aft lower lobe cargo doors, as applicable, and corrective action if necessary. We are proposing this AD to detect and correct rotary actuators made with a material having poor actuator gear wear characteristics, which could result in failure of the rotary actuators for the large forward or aft lower lobe cargo door and subsequent uncommanded door closure, which could possibly result in injury to people on the ground.

We propose to adopt a new airworthiness directive (AD) for certain The Boeing Company Model DC-10-10, DC-10-10F, DC-10-30, DC-10- 30F (KC-10A and KDC-10), DC-10-40, MD-10-10F, and MD-10-30F airplanes. This proposed AD was prompted by an evaluation by the design approval holder (DAH) indicating that the forward cargo compartment frames are subject to widespread fatigue damage (WFD). This proposed AD would require an inspection of the attachment holes at the forward cargo compartment frames and the cargo liner for cracking, and repair if necessary. This proposed AD would also require installing new oversized fasteners in the forward cargo compartment frames. We are proposing this AD to prevent fatigue cracking of the forward cargo compartment frames, which could result in loss of the fail-safe structural integrity of the airplane.

We propose to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 767-200 and -300 series airplane equipped with Pratt & Whitney Model JT9D or PW4000 engines. This proposed AD was prompted by a report of several cases of low hydraulic pressure or loss of electrical power to the alternating current motor pump (ACMP) on the left engine. This proposed AD would require inspecting for damage of the wiring bundles in the left engine's strut and corrective actions if necessary, and installing new wire support brackets and bundle clamp. We are proposing this AD to detect and correct chafed wire bundles due to rubbing against structure or a hydraulic piping elbow, which could result in electrical arcing in a flammable fluid leakage zone, and would provide a possible ignition source for fuel vapors and hydraulic fluids. Ignited fuel vapors or hydraulic fluid in an area without a fire detection or suppression system could result in an uncontained engine strut fire and structural damage to the engine strut.

We propose to adopt a new airworthiness directive (AD) for certain Beechcraft Corporation (Type Certificate Previously Held by Hawker Beechcraft Corporation; Raytheon Aircraft Company; Beech Aircraft Corporation) Model 400, 400A, 400T, and MU-300 airplanes. This proposed AD was prompted by a report of a failure of the Acme nut threads in a pitch trim actuator (PTA). This proposed AD would require an inspection to determine if PTAs having a certain serial number and part number are installed, and replacement if they are installed. This proposed AD would also require repetitive replacements of PTAs with new PTAs or certain overhauled PTAs. We are proposing this AD to prevent failure of the Acme nut threads in the PTA, which could lead to loss of control of pitch trim and reduced controllability of the airplane.

Airworthiness Directives; Turbomeca S.A. Turboshaft Engines

We are superseding airworthiness directive (AD) 2007-10-07 for all Turbomeca S.A. Arriel 2B, 2B1, and 2B1A turboshaft engines. AD 2007-10-07 required an inspection of the splines of the coupling assembly and the hydro-mechanical metering unit (HMU) drive gear shaft for wear. This AD requires the same inspection and expands the affected population. This AD also removes Arriel 2B1A engines from the applicability. We are issuing this AD to prevent failure of the HMU drive gear shaft, which could lead to damage to the engine and damage to the airplane.
Airworthiness Directives; Columbia Helicopters, Inc. (Type Certificate Previously Held by Boeing Defense & Space Group) Helicopters

We are adopting a new airworthiness directive (AD) for Columbia Helicopters, Inc. (Columbia) Model 234 helicopters. This AD requires visually and tap inspecting each fore and aft rotor blade for any defect, damage, or a disbond and, if necessary, repairing or replacing the blade. Also, this AD requires dye-penetrant inspecting the aft pylon structure for fatigue cracking in certain areas near the attachment fittings and, if there is a crack, repairing or replacing the aft pylon. This AD is prompted by an accident caused by fatigue failure of an aft pylon fitting attach structure combined with aft rotor blade damage. The actions specified by this AD are intended to detect fatigue cracks in the aft pylon attach structure to prevent overload of the aft pylon structure and failure of the rotor blade, rotor blade vibration, departure of the aft pylon, and subsequent loss of control of the helicopter.

We are adopting a new airworthiness directive (AD) for Airbus Helicopters Model MBB-BK 117 C-2 helicopters with a certain Goodrich rescue hoist damper unit (damper unit) installed. This AD requires repairing or replacing the damper unit or deactivating the rescue hoist. This AD is prompted by a report of an uncommanded detachment of a damper unit from the cable. These actions are intended to prevent loss of an external load or person from the helicopter hoist and injury to persons being lifted by the hoist.

We are adopting a new airworthiness directive (AD) for certain Airbus Helicopters Model EC120B and EC130B4 helicopters. This AD requires replacing parts of the sliding door star support attachment assembly, depending on the outcome of required inspections. This AD is prompted by a report that passengers in a helicopter were forced to exit through the pilot door after landing because they could not open the sliding door from the inside. The actions of this AD are intended to prevent failure of the sliding door star support attachment, which could inhibit operation of a sliding door from inside, delaying the evacuation of passengers during an emergency.

We are adopting a new airworthiness directive (AD) for certain Dassault Aviation Model FALCON 2000 and FALCON 2000EX airplanes. This AD was prompted by a determination that new center of gravity (CG) limits are applicable during takeoff with certain conditions. This AD requires revising the airplane flight manual (AFM) to include procedures to advise the flightcrew of the new CG limits. We are issuing this AD to prevent an erratic takeoff path and consequent reduced controllability of the airplane.

The Airport Noise and Capacity Act of 1990 (hereinafter referred to as ``the Act'' or ``ANCA'') provides notice, review, and approval requirements for airports seeking to impose noise or access restrictions on Stage 3 aircraft operations that become effective after October 1, 1990. 49 U.S.C. 47521 et seq. This notice is issued pursuant to ANCA and 14 CFR 161.315(b). The Federal Aviation Administration (FAA) announces that it has determined the application for an airport noise and access restriction submitted by the Los Angeles World Airports (LAWA) for Los Angeles International Airport (LAX) under the provisions of 49 U.S.C. 47524 of the ANCA, and 14 CFR part 161, to be complete. The LAWA application seeks approval to adopt a new ordinance that would require all aircraft operators to comply with prevailing flows whenever LAX is in Over-Ocean or Westerly Operations from midnight to 6:30 a.m. The determination of completeness is not an approval or disapproval of the proposed airport access restriction. FAA will review the application, public comments, and any other information obtained under Sec. 161.137(b) and issue a decision approving or disapproving the proposed restriction. FAA intends to issue its decision by November 8, 2014. Public Comments: Interested parties are invited to file comments on the application. Comments are due 30 days after the publication of this notice in the Federal Register.
Airworthiness Directives; Piper Aircraft, Inc.

This document withdraws a notice of proposed rulemaking (NPRM) that would have applied to certain Piper Aircraft, Inc. Models PA-28- 140, PA-28-150, PA-28-160, PA-28-180, PA-28R-180, and PA-28R-200 airplanes. The proposed airworthiness directive (AD) would have superseded AD 71-21-08, Amendment 39-1312, which currently requires replacement of the fuel selector valve cover. This proposed AD would have added additional airplanes to the AD's applicability section and changed the compliance time of the required actions. Since issuance of the NPRM, the FAA has re-evaluated this airworthiness concern and determined that an unsafe condition does not exist that would warrant AD action. This withdrawal does not prevent the FAA from initiating future rulemaking on this subject.

We propose to adopt a new airworthiness directive (AD) for any DG Flugzeugbau GmbH Model DG-1000T glider equipped with a Solo Kleinmotoren Model 2350 C engine that would revise AD 2013-22-14. This proposed AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as engine shaft failure and consequent propeller detachment. We are issuing this proposed AD to require actions to address the unsafe condition on these products.

The Federal Aviation Administration (FAA) announces its findings on the Noise Compatibility Program submitted by Martin County under the provisions of 49 U.S.C. (the Aviation Safety and Noise Abatement Act, hereinafter referred to as ``the Act'') and 14 CFR Part 150. These findings are made in recognition of the description of Federal and nonfederal responsibilities in Senate Report No. 96-52 (1980). On December 6, 2011, the FAA determined that the Noise Exposure Maps (NEM's) submitted by Martin County under Part 150 were in compliance with applicable requirements. On June 11, 2014, the FAA approved the Martin County Airport/Witham Field Noise Compatibility Program (NCP). Most of the recommendations of the program were approved.

This action provides interested persons with the opportunity to comment on the FAA's interpretation of the special rule for model aircraft established by Congress in the FAA Modernization and Reform Act of 2012. In this interpretation, the FAA clarifies that: Model aircraft must satisfy the criteria in the Act to qualify as model aircraft and to be exempt from future FAA rulemaking action; and consistent with the Act, if a model aircraft operator endangers the safety of the National Airspace System, the FAA has the authority to take enforcement action against those operators for those safety violations.

We propose to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 747-8 and 747-8F series airplanes. This proposed AD was prompted by an analysis by the manufacturer, which revealed that certain fuse pins for the strut-to-wing attachment of the outboard aft upper spar are susceptible to migration in the event of a failed fuse pin through bolt. This proposed AD would require replacing the fuse pins for the strut-to-wing attachment of the outboard aft upper spar with new fuse pins, and replacing the access cover assemblies with new access cover assemblies. We are proposing this AD to prevent migration of these fuse pins, which could result in the complete disconnect and loss of the strut-to-wing attachment load path for the outboard aft upper spar. The complete loss of an outboard aft upper spar strut-to-wing attachment load path could result in divergent flutter in certain parts of the flight envelope, which could result in loss of control of the airplane.

We propose to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 747-400, 747-400D, 747-400F, 747-8F, and 747-8 series airplanes. This proposed AD was prompted by reports of very high temperatures, up to 67 degrees Celsius (152 degrees Fahrenheit), near the floor in the aft lower lobe cargo compartment. This proposed AD would require installing an additional zone temperature sensor (ZTS) in the aft cargo compartment. For certain airplanes, the proposed AD would first require installing tape and replacing the markers in the bulk cargo compartment, unless terminated by the early installation of the ZTS. We are proposing this AD to prevent overheating of the aft lower lobe cargo compartment, where, if temperature sensitive cargo is present, the release of flammable vapors could result in a fire or explosion if exposed to an ignition source.

Proposed Modification, Revocation, and Establishment of Multiple Air Traffic Service (ATS) Routes; North Central and Northeast United States

The Extension of the Expiration Date of the New York North Shore Helicopter Route

The action amends the expiration date of the final rule requiring pilots flying civil helicopters under Visual Flight Rules to use the New York North Shore Helicopter Route when operating along the north shore of Long Island, New York. The current rule expires on August 6, 2014. The FAA finds it necessary to extend this rule for an additional two years to preserve the current operating environment in order to determine whether the mandatory use of this route should be made permanent. The FAA will conduct notice and comment rulemaking on the permanent use of this route. A limited extension of the current rule provides needed time to conduct the appropriate analysis to assess the rule's impact and proper rulemaking procedures.

We are superseding airworthiness directive (AD) 2006-11-19 for Dornier Luftfahrt GmbH Model Dornier 228-100, 228-101, 228-200, 228- 201, 228-202, and 228-212 airplanes. This AD results from mandatory continuing airworthiness information (MCAI) issued by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as chafed or damaged wiring on the flight deck overhead panels (5VE and 6VE). We are issuing this AD to require actions to address the unsafe condition on these products.

We are adopting a new airworthiness directive (AD) for certain The Boeing Company Model 727-100 series airplanes. This AD is intended to complete certain mandated programs intended to support the airplane reaching its limit of validity (LOV) of the engineering data that support the established structural maintenance program. For certain airplanes, this AD requires repetitive inspections for cracking in stringers or frames until modification, and repair if necessary. We are issuing this AD to detect and correct cracking in stringers or frames originating at or near stringer-to-frame attachment fastener holes, which could result in reduced structural integrity of the airplane, and decompression of the cabin.
Airworthiness Directives; Bell Helicopter Textron Canada (Bell) Helicopters

We are superseding Airworthiness Directive (AD) 2003-05-03 for Bell Model 407 helicopters. AD 2003-05-03 required preflight checking and repetitively inspecting for a crack in certain tailbooms that have been redesigned, replacing the tailboom if there is a crack, modifying and re-identifying certain tailbooms, installing an improved horizontal stabilizer assembly, and assigning a 5,000 hour time-in-service (TIS) limit. This new AD retains the requirements of AD 2003-05-03 and requires additional inspection requirements. This AD was prompted by additional reports of cracked tailboom skins. The actions in this AD are intended to prevent separation of the tailboom and subsequent loss of control of the helicopter.

Amendment of Class E Airspace; Redmond, OR

This action amends the Class E airspace at Roberts Field, Redmond, OR. Controlled airspace is necessary to accommodate aircraft arriving and departing under Instrument Flight Rules (IFR) at Roberts Field. This action, initiated by the biennial review of the Redmond, OR airspace area, enhances the safety and management of aircraft operations at the airport. This action makes a minor correction to the geographic coordinates of the airport and also corrects the lateral dimensions of the southeast segment of Class E airspace designated as an extension to Class D and E surface area.

These actions are intended to detect a crack on the rotor brake pinion and prevent failure of the rotor brake pinion, which could lead to detachment of parts inside the transmission and subsequent loss of control of the helicopter.

Airworthiness Directives; Bell Helicopter Textron, Inc. (BHTI) Helicopters

We are superseding Airworthiness Directive (AD) 2003-01-04 for BHTI Model 204B, 205A, 205A-1, 205B, and 212 helicopters. AD 2003-01-04 required inspecting the main rotor grip (grip) and reporting certain inspection results to the FAA. AD 2003-01-04 also required performing additional inspections, repair, or replacement depending on whether a crack or delamination was found, and determining and recording the hours time-in-service (TIS) and the engine start/stop cycles for each grip on a component history card or equivalent record. This new AD requires the same actions as AD 2003-01-04 but adds a retirement life to certain grips and expands the applicability to include the Model 210 helicopter and additional part-numbered grips. This AD was prompted by the discovery of additional cracked grips. We are issuing this AD to prevent failure of a grip, separation of a main rotor blade, and subsequent loss of control of the helicopter.
Proposed Modification and Revocation of Air Traffic Service (ATS) Routes in the Vicinity of Sandusky, OH

This action proposes to modify 5 VHF Omnidirectional Range (VOR) Federal airways (V-6, V-30, V-126, V-133, and V-416) and remove 1 VOR Federal airway (V-65) in the vicinity of Sandusky, OH. The FAA is proposing this action due to the scheduled decommissioning of the Sandusky, OH (SKY), VOR/Distance Measuring Equipment (VOR/DME) facility that provides navigation guidance for a portion of the airways listed.
