Amendment of Class E Airspace; Elkin, NC
This action amends Class E Airspace at Elkin, NC, to accommodate a new Area Navigation (RNAV) Global Positioning System (GPS) Standard Instrument Approach Procedure (SIAP) serving Elkin Municipal Airport. This enhances the safety and management of aircraft operations at the airport. This action also updates the geographic coordinates of airport.

Pilot Assigned as Second in Command; Legal Interpretation
On November 13, 2013, the FAA sought comment on a proposed legal interpretation intended to clarify the qualification requirements for the pilot assigned as second in command on a flight in part 121 operations that require three or more pilots and the pilot who provides relief to the assigned second in command during the en route cruise portion of the flight. On April 29, 2014, the FAA issued a legal interpretation on these issues. This legal interpretation is available on the agency's Web site and in the docket for the proposed legal interpretation.
Airworthiness Directives; Turbomeca S.A. Turboshaft Engines
We propose to adopt a new airworthiness directive (AD) for all Turbomeca S.A. Arriel 1A1, 1A2, 1B, 1C, 1C1, 1C2, 1D, 1D1, 1E2, 1K1, 1S, 1S1, 2B, 2B1, 2C, 2C1, 2C2, 2S1, and 2S2 turboshaft engines. This proposed AD was prompted by reports of uncommanded in-flight shutdowns on Turbomeca S.A. Arriel 1 and Arriel 2 engines following rupture of the 41-tooth gear forming part of the 41/23-tooth bevel gear located in the engine accessory gearbox (AGB). This proposed AD would require an initial one-time vibration check of the engine AGB on certain higher risk Arriel 1 and Arriel 2 model engines. This proposed AD would also require repetitive vibration checks of the engine AGB for all Arriel 1 and Arriel 2 engines at every engine shop visit. We are proposing this AD to prevent failure of the engine AGB, which could lead to in-flight shutdown and damage to the engine, which may result in damage to the aircraft.
Airworthiness Directives; Pratt & Whitney Division Turbofan Engines
We propose to supersede airworthiness directive (AD) 2013-15- 09, which applies to all Pratt & Whitney Division (PW) PW4074, PW4074D, PW4077, PW4077D, PW4084D, PW4090, and PW4090-3 turbofan engine models with certain second-stage high-pressure turbine (HPT) air seals, installed. AD 2013-15-09 currently requires initial and repetitive inspections for cracks in second-stage HPT air seals. Since we issued AD 2013-15-09, we received reports of cracking in the original location on two additional part numbers (P/Ns) as well as reports of through- cracks in a new location in the second-stage HPT air seal. PW has developed a redesigned second-stage HPT air seal that addresses the cracking condition in both locations. This proposed AD would expand the applicability of AD 2013-15-09 to include additional P/Ns, require replacement of the mating hardware if the second-stage HPT air seal is found with a through-crack, and add mandatory terminating action to the repetitive inspections. We are proposing this AD to prevent failure of the second-stage HPT air seal, which could lead to uncontained engine failure and damage to the airplane.

Airworthiness Directives; Piper Aircraft, Inc. Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Piper Aircraft, Inc. Model PA-31-350 airplanes. This proposed AD was prompted by a report of an engine fire caused by a leak in the fuel pump inlet hose. This proposed AD would require inspecting the fuel hose assembly and the turbocharger support assembly for proper clearance between them, inspecting each assembly for any sign of damage, and making any necessary repairs or replacements. We are proposing this AD to correct the unsafe condition on these products.
Airworthiness Directives; Agusta S.p.A Helicopters (Type Certificate Currently Held by AgustaWestland S.p.A) (Agusta)
We are adopting a new airworthiness directive (AD) for Agusta Model A109A, A109A II, A109C, A109E, A109K2, A109S, AW109SP, A119, and AW119 MKII helicopters. This AD requires inspecting and replacing certain part-numbered main rotor swashplate support nuts. This AD is prompted by a report of two cracked nuts found on an A109S helicopter. These actions are intended to detect a cracked nut and prevent failure of the main rotor system, and subsequent loss of control of the helicopter.
Airworthiness Directives; Airbus Helicopters (Previously Eurocopter France) (Airbus Helicopters) Helicopters
We are adopting a new airworthiness directive (AD) for Airbus Helicopters Model EC225LP helicopters to require measuring the operating load of the cockpit fuel shut-off controls and replacing the tangential gearbox if the operating load threshold is exceeded. This AD was prompted by the jamming of the left-hand (LH) side of the fuel shut-off and general cut-off controls (controls). The actions of this AD are intended to prevent the jamming of the controls so that a pilot can shut down an engine during an engine fire or during an emergency landing.
Special Conditions: Bombardier Aerospace, Models BD-500-1A10 and BD-500-1A11 Series Airplanes; Tire Debris Impacts to Fuel Tanks
This action proposes special conditions for the Bombardier Aerospace Models BD-500-1A10 and BD-500-1A11 series airplanes. These airplanes will have a novel or unusual design feature associated with the use of carbon fiber reinforced plastic (CFRP) for most of the wing fuel tank structure, which, when impacted by tire debris, may resist penetration or rupture differently from aluminum wing skins. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These proposed special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
Airworthiness Directives; The Boeing Company Airplanes
We are adopting a new airworthiness directive (AD) for certain The Boeing Company Model 777-200 and -300 series airplanes. This AD was prompted by reports of smoke or flames in the passenger cabin of various transport category airplanes related to the wiring for the passenger cabin in-flight entertainment (IFE) system, cabin lighting, and passenger seats. This AD requires installing wiring and making changes to certain electrical load management system (ELMS) panels and other concurrent requirements to ensure the flightcrew is able to turn off electrical power to the IFE systems and other non-essential electrical systems through one or two switches in the flight deck in the event of smoke or flames. In the event of smoke or flames in the airplane flight deck or passenger cabin, the flightcrew's inability to turn off electrical power to the IFE system and other non-essential electrical systems could result in the inability to control smoke or flames in the airplane flight deck or passenger cabin during a non- normal or emergency situation, and consequent loss of control of the airplane.
Airworthiness Directives; Airplanes Originally Manufactured by Lockheed for the Military as Model P-3A and P3A Airplanes
We are adopting a new airworthiness directive (AD) for certain airplanes originally manufactured by Lockheed Martin Aeronautics Company for the military as Model P-3A or P3A airplanes. This AD was prompted by a determination that the existing maintenance or inspection program must be revised to address fatigue cracking of the airplane. This AD requires revising the maintenance or inspection program, as applicable, to incorporate certain limitations. We are issuing this AD to detect and correct fatigue cracking, which could result in reduced structural integrity of the airplane.
Airworthiness Directives; Airbus Helicopters (Previously Eurocopter France) (Airbus Helicopters) Helicopters
We propose to adopt a new airworthiness directive (AD) for Airbus Helicopters Model EC225LP, AS332C, AS332L, AS332L1, and AS332L2 helicopters. This proposed AD would require inspecting each TECALEMIT flexible hydraulic hose (hose) installed in the main gearbox (MGB) compartment and replacing the hose if a crack, cut, or other damage exists. This proposed AD is prompted by reports about the loss of in- flight hydraulic pressure on Eurocopter helicopters. The proposed actions are intended to prevent loss of the hydraulic system and consequently, loss of helicopter control.
Airworthiness Directives; Sikorsky Aircraft Corporation (Sikorsky) Helicopters
We propose to adopt a new airworthiness directive (AD) for Sikorsky Model S-76A, S-76B, and S-76C helicopters with a main gearbox (MGB) installed that has undergone certain repairs. This proposed AD would require inspecting the MGB lower housing jet bores for leaks, paint or caulk blistering, and liner protrusion. This proposed AD is prompted by several reports of MGB low oil pressure warnings which were determined to be the result of unsecured jet bore liners that had protruded. The proposed actions are intended to prevent failure of the MGB from loss of oil, which could result in subsequent loss of control of the helicopter.
Airworthiness Directives; Various Restricted Category Helicopters
We propose to supersede airworthiness directive (AD) 2012-14- 11 for Arrow Falcon Exporters, Inc. (AFE), Rotorcraft Development Corporation (RDC), and San Joaquin Helicopters (SJH) Model OH-58A, OH- 58A+, and OH-58C helicopters. AD 2012-14-11 currently requires inspecting the main rotor mast (mast) for a crack. Since we issued AD 2012-14-11, we have determined that the area of the mast requiring inspection should be expanded and repetitive inspections of the mast should be accomplished. This proposed AD would expand the area of the mast that requires an inspection for a crack and would require repetitive inspections of the mast. The proposed actions are intended to prevent failure of the mast and subsequent loss of control of the helicopter.
Proposed Establishment of Class E Airspace; Pine Knot, KY
This action proposes to establish Class E airspace at Pine Knot, KY, to accommodate a new Area Navigation (RNAV) Global Positioning System (GPS) Standard Instrument Approach Procedure (SIAP) serving McCreary County Airport. This action would enhance the safety and airspace management of Instrument Flight Rules (IFR) operations within the National Airspace System.
Notice of Opportunity for Public Comment on Surplus Property Release at Columbia Metropolitan Airport, Columbia, South Carolina
Under the provisions of Title 49, U.S.C. Section 47151(d), notice is being given that the Federal Aviation Administration (FAA) is considering a request from the Richland-Lexington Airport District to waive the requirement that two parcels (3.51 acres and 3.68 acres) of surplus property, located at the Columbia Metropolitan Airport be used for aeronautical purposes. Currently, ownership of the property provides for protection of FAR Part 77 surfaces and compatible land use which would continue to be protected with deed restrictions required in the transfer of land ownership.

Public Notice for Waiver of Aeronautical Land-Use Assurance
The FAA is considering a proposal to change approximately 126.12 acres of airport land from aeronautical use to non-aeronautical use at Alpena County Regional Airport, Alpena, MI. The aforementioned land is not needed for aeronautical use and will be used for revenue producing, non-aeronautical purposes. The property is located west of Airport Road and north of Highway M-32. The property is currently vacant. The airport intends to market this property for lease to non-aeronautical businesses.
Public Notice for Waiver of Aeronautical Land-use Assurance
The Federal Aviation Administration (FAA) is considering a proposal to change 47.2262 acres of airport land from aeronautical use to non-aeronautical use and to authorize the sale of airport property located at Scott AFB/MidAmerica Airport, Belleville, Illinois. The aforementioned land is not needed for aeronautical use. The St. Clair County Highway Department, in cooperation with the Federal Highway Administration (FHWA) and Illinois Department of Transportation are sponsoring a project to directly link Scott Air Force with the interstate system by constructing a new interchange on Interstate 64 at the Reider Road overpass (Mile Marker 21). St. Clair County, as the airport sponsor, plans to sell the subject property at fair market value to the St. Clair County Highway Department and Illinois Department of Transportation for the project.
