Airworthiness Directives; Przedsiebiorstwo Doswiadczalno-Produkcyjne Szybownictwa “PZL-Bielsko” Model SZD-50-3 “Puchacz” Sailplanes
We are superseding Airworthiness Directive (AD) 2004-11-10 for Przedsiebiorstwo Doswiadczalno-Produkcyjne Szybownictwa ``PZL-Bielsko'' Model SZD-50-3 ``Puchacz'' sailplanes. This AD results from mandatory continuing airworthiness information (MCAI) issued by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as fatigue damage of the welded joint between the airbrake torque tube and the airbrake control system lever located inside the fuselage. We are issuing this AD to require actions to address the unsafe condition on these products.
Airworthiness Directives; Airbus Airplanes
We are adopting a new airworthiness directive (AD) for certain Airbus Model A300 B4-600, B4-600R, and F4-600R series airplanes, and Model A300 C4-605R Variant F airplanes (collectively called Model A300- 600 series airplanes); and Airbus Model A310 series airplanes. This AD requires inspections of the external area of the aft cargo door sill beam for cracking, and repair if necessary. This AD was prompted by reports of fatigue cracks on the cargo door sill beam, lock fitting, and torsion box plate. We are issuing this AD to detect and correct fatigue cracking of the cargo door sill beam, lock fitting, and torsion box plate, which could result in the loss of the door locking function and, subsequently, complete loss of the cargo door in flight with the risk of rapid decompression.
Notice of Passenger Facility Charge (PFC) Approvals and Disapprovals
The FAA publishes a monthly notice, as appropriate, of PFC approvals and disapprovals under the provisions of the Aviation Safety and Capacity Expansion Act of 1990 (Title IX of the Omnibus Budget Reconciliation Act of 1990) (Pub. L. No. 101-508) and Part 158 of the Federal Aviation Regulations (14 CFR Part 158). This notice is published pursuant to paragraph d of Sec. 158.29.
Establishment of Class E Airspace; Bois Blanc Island, MI
This action corrects an error in the legal description of a final rule published in the Federal Register of May 22, 2014, that establishes Class E airspace at Bois Blanc Island Airport, Bois Blanc Island, MI. The legal description noted incorrectly the airport's state and geographic coordinates.
Special Conditions: Bombardier Aerospace, Models BD-500-1A10 and BD-500-1A11; Limit Engine Torque Loads
These special conditions are issued for the Bombardier Aerospace Models BD-500-1A10 and BD-500-1A11 airplanes. These airplanes have novel or unusual design features as compared to the state of technology envisioned in the airworthiness standards for transport category airplanes. These design features include engine size and the potential torque loads imposed by sudden engine stoppage. This action establishes Class E airspace at Crandon, WI. Controlled airspace is necessary to accommodate new Area Navigation (RNAV) Standard Instrument Approach Procedures at Crandon/Steve Conway Municipal Airport. The FAA is taking this action to enhance the safety and management of Instrument Flight Rule (IFR) operations at the airport.

Special Conditions: Airbus Model A350-900 Series Airplane; Composite Fuselage In-Flight Fire/Flammability Resistance
These special conditions are issued for Airbus Model A350-900 series airplanes. These airplanes will have a novel or unusual design feature associated with the in-flight fire and flammability resistance of the composite fuselage. Experience has shown that eliminating fire propagation on the surface of interior and insulating materials enhances survivability since the threats from an in-flight fire (e.g., toxic gas emission and smoke obscuration) are typically by-products of a propagating fire. The Airbus Model A350-900 series airplanes must provide protection against an in-flight fire propagating along the surface of the fuselage. Special conditions are needed to address this design feature. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
Special Conditions: Boeing Model 787-9, Side-Facing Seats
These special conditions are issued for the Boeing Model 787-9 airplane. This airplane has a novel or unusual design feature associated with side-facing seats. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for occupants of seats installed at an angle of 49 degrees to the centerline of the airplane, nor for inflatable restraint systems. These special conditions are issued for the Gulfstream Model GVI airplane. Airworthiness Directives; Rolls-Royce Deutschland Ltd & Co KG Turbofan Engines
We are adopting a new airworthiness directive (AD) for all Rolls-Royce Deutschland Ltd & Co KG (RRD) BR700-725A1-12 turbofan engines. This AD requires removal of affected fuel metering units (FMUs) on RRD BR700-725A1-12 engines. This AD was prompted by reports of wear on the receptors of the double-ended unions in the FMU housing on BR700-725A1-12 engines causing fuel leakage. We are issuing this AD to prevent failure of the FMU, which could lead to damage to one or more engines and damage to the airplane.
Airworthiness Directives; the Boeing Company Airplanes
We propose to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 737-100, -200, -200C, -300, -400, and -500 series airplanes. This proposed AD was prompted by reports of fatigue cracks found in the upper corners of the forward entry door skin cutout. This proposed AD would require repetitive inspections for cracking in the upper corners of the forward entry door skin cutout, and repair if necessary. Accomplishment of this repair or a preventive modification would terminate the repetitive inspections. This proposed AD also would require repetitive post-modification and post-repair inspections. We are proposing this AD to detect and correct cracking in the doorway upper corners, which could result in cabin depressurization.

This rule establishes, amends, suspends, or revokes Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures for operations at certain airports. This action proposes special conditions for the Embraer S.A. Model EMB-550 airplane. This airplane will have a novel or unusual design feature when compared to the state of technology and design envisioned in the airworthiness standards for transport category airplanes. This design feature is a high incidence protection system that limits the angle of attack at which the airplane can be flown during normal low speed operation. Noise Exposure Map; Notice for Merrill Field Airport, Anchorage, AK
The Federal Aviation Administration (FAA) announces its determination that the noise exposure maps submitted by Municipality of Anchorage, for Merrill Field Airport under the provisions of 49 U.S.C. 47501 et. seq (Aviation Safety and Noise Abatement Act) and 14 CFR part 150 are in compliance with applicable requirements.
Proposal To Consider the Impact of One Engine Inoperative Procedures in Obstruction Evaluation Aeronautical Studies
The FAA will hold a public meeting to discuss its proposal to consider the impact of one engine inoperative procedures during aeronautical studies. This proposal was published in the Federal Register on April 28, 2014. During the meeting, the FAA will explain the proposal and respond to questions seeking clarification of the proposed policy. In addition, the FAA is extending the time period for which the public may submit written comments for an additional 30 days.
Airworthiness Directives; Costruzioni Aeronautiche Tecnam srl Airplanes
We are adopting a new airworthiness directive (AD) for Costruzioni Aeronautiche Tecnam srl Model P2006T airplanes. This AD results from mandatory continuing airworthiness information (MCAI) issued by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as a cracked engine mount. We are issuing this AD to require actions to address the unsafe condition on these products.
Airworthiness Directives; Airbus Helicopters (Previously Eurocopter France) Helicopters
We are publishing a new airworthiness directive (AD) for certain Airbus Helicopters (previously Eurocopter France) Model AS350B, AS350BA, AS350B1, AS350B2, AS350B3, AS350C, AS350D, AS350D1, AS355E, AS355F, AS355F1, AS355F2, AS355N, and AS355NP helicopters, which was sent previously to all known U.S. owners and operators of these helicopters. This AD requires repetitively inspecting certain reinforcement angles of the rear structure to tailboom junction frame (reinforcement angles) for a crack, and repairing any cracked reinforcement angle. This AD is prompted by a report that cracks were found in the reinforcement angles on several AS355 helicopters. These actions are intended to detect a crack in the reinforcement angle, which if not corrected, could result in loss of the tailboom and subsequent loss of control of the helicopter.
Airworthiness Directives; Airbus Helicopters (Previously Eurocopter France) (Airbus Helicopters) Helicopters
We are adopting a new airworthiness directive (AD) for Airbus Helicopters Model SA-365N, SA-365N1, AS-365N2, and AS 365 N3 helicopters to require repetitively inspecting frame number (No.) 9 for a crack. This AD was prompted by a report of a crack in frame No. 9 on an AS365 helicopter. The actions of this AD are intended to detect a crack and prevent loss of structural integrity and subsequent loss of control of the helicopter.
Airworthiness Directives; Airbus Airplanes
We are adopting a new airworthiness directive (AD) for certain Airbus Model A330-200, A330-200 Freighter, and A330-300 series airplanes; and Model A340-200, A340-300, A340-500, and A340-600 series airplanes. This AD was prompted by a non-connection of the constant speed motor/generator (CSM/G) during a final assembly operational test. This AD requires a detailed inspection of the connector wires for connector 1XE-A of the generator control unit (GCU)-CSM/ G for discrepancies (evidence of arcing or overheating damage), and related investigative and corrective actions if necessary. We are issuing this AD to detect and correct incorrect locking of contacts into connector 1XE-A of the GCU-CSM/G, which could result in a loss of contact continuity and lead to the CSM/G not operating, which, in conjunction with an emergency electrical configuration loss of the main electrical system or total engine flameout, could adversely affect the airplane's safe flight.
Airworthiness Directives; Dowty Propellers Propellers
We are revising airworthiness directive (AD) 2008-21-07 for certain Dowty Propellers model R408/6-123-F/17 propellers. AD 2008-21- 07 required initial and repetitive inspections of the blade bonded metallic leading edge (L/E) guards for correct bonding until they accumulate more than 1,200 flight hours (FH) time-in-service. This AD requires the same inspection and replacement requirements of AD 2008- 21-07. This AD also provides an optional terminating action to those requirements. This AD was prompted by updated service bulletins that identify terminating action to the requirements of AD 2008-21-07. We are issuing this AD to prevent the loss of the bonded metallic L/E guard of the propeller, which could result in damage to the propeller or to the airplane, or injury to personnel.
Proposed Modification and Establishment of Area Navigation (RNAV) Routes; Western United States
This action proposes to modify three RNAV Q-routes and establish five Q-routes originating in Oakland Air Route Traffic Control Center's (ARTCC) airspace. The routes would promote operational efficiencies for users and provide connectivity to current and proposed RNAV en route and terminal procedures.
Approval of Noise Compatibility Program for Willow Run Airport, Ypsilanti, Michigan
The FAA announces its findings on the noise compatibility program submitted by the City of Ypsilanti, Michigan under the provisions of 49 U.S.C. 47501 et seq. (formerly the Aviation Safety and Noise Abatement Act, hereinafter referred to as ``the Act'') and 14 CFR Part 150 (hereinafter referred to as ``Part 150''). On January 15, 2014, the FAA determined that the noise exposure maps submitted by the City of Ypsilanti, Michigan under Part 150 were in compliance with applicable requirements. On May 20, 2014 the FAA approved the Willow Run Airport noise compatibility program. This is the first Record of Approval (ROA) for the YIP NCP, which included nine measures recommended for approval. No program elements relating to new or revised flight procedures for noise abatement were proposed by the airport operator.
Membership in the National Parks Overflights Advisory Group Aviation Rulemaking Committee
By Federal Register notice (See 79 FR 18757, April 3, 2014) the National Park Service (NPS) and the Federal Aviation Administration (FAA) invited interested persons to apply to fill two openings on the National Parks Overflights Advisory Group (NPOAG) Aviation Rulemaking Committee (ARC). The notice invited interested persons to apply to fill one upcoming and one currently vacant seat, both representing environmental concerns. This notice informs the public of the person selected to fill one of the vacancies, no selection has been made for the other open vacancy representing environmental concerns.
Establishment of Class E Airspace; Conway, AR
This action establishes Class E airspace at Conway, AR. Controlled airspace is necessary to accommodate new Area Navigation (RNAV) Standard Instrument Approach Procedures at Cantrell Field. The FAA is taking this action to enhance the safety and management of Instrument Flight Rule (IFR) operations at the airport.
Establishment of Class E Airspace; Mineral Point, WI
This action establishes Class E airspace at Mineral Point, WI. A Class E surface area is necessary to accommodate increased business aviation and flight instruction activity at Iowa County Airport. The FAA is taking this action to enhance the safety and management of Instrument Flight Rule (IFR) operations for SIAPs at the airport. Geographic coordinates of the existing Class E airspace are also updated.
Airworthiness Directives; Airbus Helicopters (Previously Eurocopter France) (Airbus Helicopters) Helicopters
We propose to supersede airworthiness directive (AD) 2013-21- 01 that currently applies to Eurocopter France Model AS350B, AS350BA, AS350B1, AS350B2, AS350B3, AS350C, AS350D, AS350D1, AS355E, AS355F, AS355F1, AS355F2, AS355N, and AS355NP helicopters. AD 2013-21-01 currently requires certain inspections of each tail rotor pitch horn assembly (pitch horn) for a crack and, if there is a crack, before further flight, replacing the pitch horn with an airworthy pitch horn. AD 2013-21-01 also requires a one-time visual inspection for pitch horns above certain hours time-in-service (TIS). This NPRM would retain the requirements of AD 2013-21-01 but would require a repetitive visual inspection for all pitch horns regardless of hours TIS, which requires allowing the public an opportunity to comment. These proposed actions are intended to detect a crack in the pitch horn to prevent failure of the pitch horn, loss of the anti-torque function, and subsequent loss of control of the helicopter.
Airworthiness Directives; Bell Helicopter Textron, Inc. (Bell) Helicopters
We are superseding Airworthiness Directive (AD) 2013-11-05 for Bell Model 214B, 214B-1, and 214ST helicopters with certain tail rotor hanger bearings (bearing) installed. AD 2013-11-05 required inspecting the bearing to determine whether an incorrectly manufactured seal material is installed on the bearing. This new AD retains the repetitive inspection of the bearings and also requires replacing the defective bearings. This AD was prompted by a report that certain bearings were manufactured with an incorrect seal material that does not meet Bell specifications. We are issuing this AD to prevent failure of the bearing and subsequent loss of control of the helicopter.

Special Conditions: Bombardier Aerospace, Models BD-500-1A10 and BD-500-1A11 Series Airplanes; Electronic Flight Control System: Control Surface Awareness and Mode Annunciation
These special conditions are issued for the Bombardier Aerospace Models BD-500-1A10 and BD-500-1A11 series airplanes. These airplanes will have a novel or unusual design feature associated with control surface awareness and mode annunciation of the electronic flight control system. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
Special Conditions: Dassault Aviation, Falcon 2000/2000EX Series Airplanes; Fire Containment Containers
These special conditions are issued for the Dassault Aviation Falcon 2000/2000EX series airplanes. These airplanes will have a novel or unusual design feature associated with the installation of removable storage lockers (fire containment containers) to be installed in the forward servicing compartment, which is un-pressurized, and not accessible in flight. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

Office of Commercial Space Transportation; Notice of Availability of the Final Environmental Impact Statement for the SpaceX Texas Launch Site
In accordance with the National Environmental Policy Act of 1969, as amended (NEPA; 42 United States Code [U.S.C.] 4321 et seq.), Council on Environmental Quality NEPA implementing regulations (40 Code of Federal Regulations parts 1500 to 1508), and FAA Order 1050.1E, Change 1, the FAA, Office of Commercial Space Transportation is announcing the availability of the Final Environmental Impact Statement for the SpaceX Texas Launch Site (Final EIS). This Final EIS is also submitted pursuant to the following public law requirements: Section 4(f) of the Department of Transportation Act (49 U.S.C. Section 303); Section 106 of the National Historic Preservation Act (16 U.S.C. 470); Executive Order 11988, Floodplain Management; DOT Order 5650.2, Floodplain Management and Protection; Executive Order 11990, Protection of Wetlands; and DOT Order 5660.1A, Preservation of the Nation's Wetlands. This Final EIS includes the FAA's determination of de minimis impacts to Section 4(f) property under 23 CFR 771.135. The Proposed Action would include a significant encroachment on floodplains per DOT Order 5650.2, Floodplain Management and Protection. The FAA submitted the Final EIS to the U.S. Environmental Protection Agency (EPA). The EPA will post a separate notification in the Federal Register announcing the availability of the Final EIS. The FAA will issue a Record of Decision no sooner than 30 days following EPA's notice in the Federal Register. The Record of Decision will be published in the Federal Register. Airworthiness Directives; Pratt & Whitney Division Turbofan Engines
We propose to supersede airworthiness directive (AD) 2013-15- 09, which applies to all Pratt & Whitney Division (PW) PW4074, PW4074D, PW4077, PW4077D, PW4084D, PW4090, and PW4090-3 turbofan engine models with certain second-stage high-pressure turbine (HPT) air seals, installed. AD 2013-15-09 currently requires initial and repetitive inspections for cracks in second-stage HPT air seals. Since we issued AD 2013-15-09, we received reports of cracking in the original location on two additional part numbers (P/Ns) as well as reports of through- cracks in a new location in the second-stage HPT air seal. PW has developed a redesigned second-stage HPT air seal that addresses the cracking condition in both locations. This proposed AD would expand the applicability of AD 2013-15-09 to include additional P/Ns, require replacement of the mating hardware if the second-stage HPT air seal is found with a through-crack, and add mandatory terminating action to the repetitive inspections. We are proposing this AD to prevent failure of the second-stage HPT air seal, which could lead to uncontained engine failure and damage to the airplane.
