Pipeline Safety: Construction Notification
Document Number: 2014-21782
Type: Notice
Date: 2014-09-12
Agency: Pipeline and Hazardous Materials Safety Administration, Department of Transportation
PHMSA is issuing this advisory bulletin to all owners and operators of gas and hazardous liquid pipelines to provide further clarification regarding the notification(s) required prior to certain construction-related events. PHMSA needs to be aware of certain construction-related events to have sufficient time to schedule reviews of pipeline construction plans and inspections. Moreover, timely construction plan reviews and inspections by PHMSA could help operators avoid costly modifications, repairs and/or additions to achieve compliance with the Federal pipeline safety regulations. Accordingly, PHMSA strongly encourages operators to provide the required construction-related notification(s) not later than 60 days prior to whichever of the following activities occurs first: Material purchasing and manufacturing; right-of-way acquisition; construction equipment move-in activities; onsite or offsite fabrications; or right-of-way clearing, grading and ditching. PHMSA also strongly encourages operators to provide the required notification(s) for the construction of 10 or more miles of a new pipeline for a pipeline that: (1) Did not previously exist; and (2) for the replacement of 10 or more contiguous miles of line pipe in an existing pipeline.
Agency Information Collection Activities; Revision of an Approved Information Collection: Hours of Service (HOS) of Drivers Regulations
Document Number: 2014-21781
Type: Notice
Date: 2014-09-12
Agency: Federal Motor Carrier Safety Administration, Department of Transportation
In accordance with the Paperwork Reduction Act of 1995, FMCSA announces its plan to submit the Information Collection Request (ICR) described below to the Office of Management and Budget (OMB) for its review and approval and invites public comment. FMCSA requests approval to revise and extend an ICR entitled, ``Hours of Service (HOS) of Drivers Regulations.'' The HOS rules require most commercial motor vehicle (CMV) drivers to maintain on the CMV a record of duty status (RODS) current to the last change in duty status. The RODS is critical to FMCSA's safety mission because it helps roadside enforcement officials determine if CMV drivers are complying with the HOS rules limiting driver on-duty and driving time and requiring periodic off- duty time. The information helps FMCSA protect the public by reducing the number of tired CMV drivers on the highways.
Hazardous Materials: Special Permit and Approvals Standard Operating Procedures and Evaluation Process
Document Number: 2014-21776
Type: Proposed Rule
Date: 2014-09-12
Agency: Pipeline and Hazardous Materials Safety Administration, Department of Transportation
PHMSA is correcting language it issued in a notice of proposed rulemaking under this Docket on August 12, 2014, that proposes to include the standard operating procedures and criteria used to evaluate applications for special permits and approvals under the Hazardous Materials Regulations. The NPRM addresses certain matters identified in the Hazardous Materials Transportation Safety Act of 2012 related to these procedures as they are executed by PHMSA's Office of Hazardous Materials Safety's Approvals and Permits Division. This correction adds language to clarify that special permit and approval applications that undergo review by an Operating Administration (OA) will complete this review before they undergo an automated review. This proposed correction also clarifies that an OA review, depending on its completeness, may negate the need for the automated review.

Airworthiness Directives; Airbus Airplanes
Document Number: 2014-21552
Type: Rule
Date: 2014-09-12
Agency: Federal Aviation Administration, Department of Transportation
We are superseding Airworthiness Directive (AD) 2007-18-09 for all Airbus Model A318, A319, A320, and A321 series airplanes. AD 2007- 18-09 required repetitive inspections of the upper support of the nose landing gear (NLG), and related investigative and corrective actions if necessary; and also provided an optional terminating action for the repetitive inspections. This new AD adds installation of a new enhanced manufacturing and maintainability (EMM) braking and steering control unit (BSCU) standard, and adds airplanes to the applicability. This AD was prompted by a determination that previously allowed terminating actions no longer address the unsafe condition and that a new terminating action is necessary. We are issuing this AD to prevent landings with the NLG turned 90 degrees from centerline, which could result in reduced controllability of the airplane.
Airworthiness Directives; APEX Aircraft Airplanes

Airworthiness Directives; Rolls-Royce plc Turbofan Engines
Document Number: 2014-21677
Type: Proposed Rule
Date: 2014-09-11
Agency: Federal Aviation Administration, Department of Transportation
We propose to supersede airworthiness directive (AD) 2013-15- 10 that applies to certain Rolls-Royce (RR) RB211 turbofan engines. AD 2013-15-10 requires inspecting the intermediate-pressure compressor (IPC) rotor shaft rear balance land for cracks. This AD eliminates a terminating action, expands one inspection and eliminates others. This proposed AD would require inspecting the IPC rotor shaft rear balance land for cracks and eliminate certain other inspections. We are proposing this AD to detect cracking on the IPC rotor shaft rear balance land, which could lead to uncontained engine failure and damage to the airplane.
Airworthiness Directives; Lycoming Engines Reciprocating Engines
Document Number: 2014-21675
Type: Proposed Rule
Date: 2014-09-11
Agency: Federal Aviation Administration, Department of Transportation
We propose to adopt a new airworthiness directive (AD) for certain serial number Lycoming Engines reciprocating engines. This proposed AD was prompted by events of propeller governor shaft set screws coming loose due to improper installation, which could result in engine oil loss, damage to the engine, and damage to the airplane. This proposed AD would require application of Loctite 290, or equivalent, to the threads of the propeller governor shaft set screw at each installation of the set screw in addition to the peening of crankcase hole threads. We are proposing this AD to prevent the propeller governor shaft set screw from coming loose, causing damage to the engine, and damage to the airplane.

Hours of Service of Drivers; Application for American Moving & Storage Association Exemption From the 14-Hour Rule
Document Number: 2014-21428
Type: Notice
Date: 2014-09-09
Agency: Federal Motor Carrier Safety Administration, Department of Transportation
FMCSA announces that the American Moving & Storage Association (AMSA) has applied for an exemption for its 3,700 member companies from FMCSA's regulation prohibiting operators of commercial motor vehicles (CMVs) from driving following the 14th hour after coming on duty. The exemption would enable AMSA's drivers to drive their CMVs from a residential area, after completion of household goods shipments, to the nearest place offering safety and security. In no case would the drivers be permitted to drive more than 75 miles or 90 minutes after the 14th hour. FMCSA requests public comment on AMSA's application for exemption.
Qualification of Drivers; Exemption Applications; Vision
Document Number: 2014-21427
Type: Notice
Date: 2014-09-09
Agency: Federal Motor Carrier Safety Administration, Department of Transportation
FMCSA announces its decision to exempt 52 individuals from the vision requirement in the Federal Motor Carrier Safety Regulations (FMCSRs). They are unable to meet the vision requirement in one eye for various reasons. The exemptions will enable these individuals to operate commercial motor vehicles (CMVs) in interstate commerce without meeting the prescribed vision requirement in one eye. The Agency has concluded that granting these exemptions will provide a level of safety that is equivalent to or greater than the level of safety maintained without the exemptions for these CMV drivers.
Notification of Changes in the New Entrant Safety Assurance Program Operational Test
Document Number: 2014-21424
Type: Notice
Date: 2014-09-09
Agency: Federal Motor Carrier Safety Administration, Department of Transportation
FMCSA announces two changes to the New Entrant Safety Assurance Program Operational Test (Operational Test) discussed in the Agency's September 4, 2013, notice. First, the Agency will update the IT systems so that when an automatic failure violation (as listed in 49 CFR 385.321) is identified by the Agency based on the records the motor carrier provides during the document submission process, the carrier will automatically fail the new entrant safety audit and be placed into the corrective action process. This is consistent with the current new entrant safety audit process for audits conducted at a motor carrier's principal place of business (PPOB). Second, the Agency will extend the Operational Test through December 2014 to ensure sufficient data is available to calculate the established metrics in order to make an informed decision on any future actions.
