Special Conditions: Bombardier Aerospace, Models BD-500-1A10 and BD-500-1A11; Composite Wing and Fuel Tank Structure Post-Crash Fire Survivability
These special conditions are issued for the Bombardier Aerospace, Models BD-500-1A10 and BD-500-1A11 series airplanes. These airplanes will have novel or unusual design features when compared to the state of technology envisioned in the airworthiness standards for transport category airplanes. These design features are composite materials used in the construction of the fuel tank skin and structure, which may behave differently in a post-crash fire than traditional aluminum construction. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
Airworthiness Directives; Grob-Werke Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Grob-Werke Models G115EG and G120A airplanes. This proposed AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as a defective starter solenoid. We are issuing this proposed AD to require actions to address the unsafe condition on these products.
Environmental Impact Statement for the Southeast High Speed Rail Project From Washington, DC to Richmond, VA
FRA is issuing this notice to advise the public that the FRA and the Virginia Department of Rail and Public Transportation (DRPT) will be preparing a Tier II Environmental Impact Statement (EIS) for a 123-mile portion of the Southeast High Speed Rail (SEHSR) Corridor from Washington, DC to Richmond, Virginia. The EIS will evaluate environmental and related impacts of upgrading the rail system and associated infrastructure between the Long Bridge over the Potomac River in Arlington, Virginia and Centralia, Virginia, to implement higher speed passenger rail service, increase rail capacity, and improve passenger train reliability. FRA is issuing this notice to solicit public and agency input into the development of the scope of the EIS and to advise the public that outreach activities conducted by FRA and DRPT will be considered in the preparation of the EIS. To ensure all significant issues are identified and considered, the public is invited to comment on the scope of the EIS, including the purpose and need, alternatives to be considered, impacts to be evaluated, and methodologies to be used in the evaluation.
Airworthiness Directives; Bombardier, Inc. Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Bombardier, Inc. Model DHC-8-400 series airplanes. This proposed AD was prompted by reports of hydraulic fluid loss from the reservoir of the main landing gear's (MLG's) alternate extension system. This proposed AD would require inspection for correct assembly of the MLG's alternate extension system reservoir lid, and corrective action if necessary. We are proposing this AD to, in the event of a failure of the primary MLG extension system, prevent failure of the alternate MLG extension system to fully extend the MLG into a down-and-locked position, which could result in collapse of both MLG during touchdown.

In accordance with the procedures governing the application for, and the processing of, special permits from the Department of Transportation's Hazardous Material Regulations (49 CFR part 107, Subpart B), notice is hereby given that the Office of Hazardous Materials Safety has received the applications described herein. This notice is abbreviated to expedite docketing and public notice. Because the sections affected, modes of transportation, and the nature of application have been shown in earlier Federal Register publications, they are not repeated here. Requests for modification of special permits (e.g. to provide for additional hazardous materials, packaging design changes, additional mode of transportation, etc.) are described in footnotes to the application number. Application numbers with the suffix ``M'' denote a modification request. These applications have been separated from the new application for special permits to facilitate processing.

Airworthiness Directives; Beechcraft Corporation (Type Certificate Previously Held by Hawker Beechcraft Corporation; Raytheon Aircraft Company; Beech Aircraft Corporation) Airplanes
We are adopting a new airworthiness directive (AD) for certain Beechcraft Corporation (Type Certificate Previously Held by Hawker Beechcraft Corporation; Raytheon Aircraft Company; Beech Aircraft Corporation) Model 400, 400A, 400T, and MU-300 airplanes. This AD was prompted by a report of a failure of the Acme nut threads in a pitch trim actuator (PTA). This AD requires an inspection to determine if PTAs having a certain serial number and part number are installed, and replacement if they are installed. This AD also requires repetitive replacements of PTAs with new PTAs or certain overhauled PTAs. We are issuing this AD to prevent failure of the Acme nut threads in the PTA, which could lead to loss of control of pitch trim and reduced controllability of the airplane.
Airworthiness Directives; Pacific Aerospace Limited Airplanes
We are adopting a new airworthiness directive (AD) for Pacific Aerospace Limited Model FU24-954 and FU24A-954 airplanes. This AD results from mandatory continuing airworthiness information (MCAI) issued by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as cracking of the control column at the wiring access hole, which could lead to loss of control. We are issuing this AD to require actions to address the unsafe condition on these products.
Airworthiness Directives; General Electric Company Turbofan Engines
We are superseding airworthiness directives (ADs) 90-26-01, 91-20-02, and 2009-05-02 for all General Electric Company (GE) CF6-80C2 and CF6-80E1 series turbofan engines. This AD retains the requirements of those ADs and requires removal of additional fuel manifold part numbers (P/Ns), additional repetitive inspections, replacement as required of certain fuel manifold P/Ns and tube (block) clamps, and replacement of loop clamps. This AD was prompted by a report of an under-cowl fire caused by a manifold high-pressure fuel leak, and several additional reports of fuel leaks. We are issuing this AD to prevent failure of the fuel manifold, which could lead to uncontrolled engine fire, engine damage, and damage to the airplane.

FMCSA confirms its decision to exempt 56 individuals from its rule prohibiting persons with insulin-treated diabetes mellitus (ITDM) from operating commercial motor vehicles (CMVs) in interstate commerce. The exemptions enable these individuals to operate CMVs in interstate commerce.

FMCSA announces receipt of applications from 32 individuals for exemption from the prohibition against persons with insulin-treated diabetes mellitus (ITDM) operating commercial motor vehicles (CMVs) in interstate commerce. If granted, the exemptions would enable these individuals with ITDM to operate CMVs in interstate commerce.

Amendment to Emergency Relief Exemptions Pursuant to the Reliable Home Heating (RHH) Act
FMCSA adopts, as final, certain amendments to the Federal Motor Carrier Safety Regulations (FMCSRs) required by the Reliable Home Heating (RHH) Act. Currently, the FMCSRs include a provision which enables motor carriers providing direct assistance in responding to an emergency declared by a governor to do so without having to comply with certain Federal safety regulations. However, the duration of the relief is limited to 30 days unless FMCSA extends the exemption. This final rule amends the emergency relief provision in the FMCSRs so that the safety requirements in 49 CFR parts 390-399 will not apply if a Governor: Declares a state of emergency caused by a shortage of residential heating fuel; determines at the end of the 30-day exemption period currently authorized by the regulations that the emergency shortage has not ended; and extends the declaration of emergency for up to 2 additional 30-day periods. Because the rule is a non- discretionary, ministerial action as required by the RHH Act, it is issued without prior notice and opportunity for comment, pursuant to the good cause exception in the Administrative Procedure Act (APA).
Qualification of Drivers; Exemption Applications; Vision
FMCSA announces receipt of applications from 12 individuals for exemption from the vision requirement in the Federal Motor Carrier Safety Regulations. They are unable to meet the vision requirement in one eye for various reasons. The exemptions will enable these individuals to operate commercial motor vehicles (CMVs) in interstate commerce without meeting the prescribed vision requirement in one eye. If granted, the exemptions would enable these individuals to qualify as drivers of commercial motor vehicles (CMVs) in interstate commerce.
Notice of Statute of Limitations on Claims; Notice of Final Federal Agency Actions on Proposed Highway in California
The FHWA, on behalf of Caltrans, is issuing this notice to announce actions taken by Caltrans, that are final within the meaning of 23 U.S.C. 139(l)(1). The actions relate to a proposed highway project on Brookhurst Street from the southern end of La Palma Avenue between State Route 91 (SR-91) and Interstate 5 (I-5), in the City of Anaheim, County of Orange, State of California. Those actions grant licenses, permits, and approvals for the project.
Establishment of Policy Regarding Aircraft Dispatcher Certification Courses
This document announces the availability of a proposed new chapter of FAA Order 8900.1, and a proposed new AC related to Aircraft Dispatcher Certification Courses. The new chapter in FAA Order 8900.1 chapter establishes Policy not previously addressed in FAA Orders or ACs. The associated AC, 65-XX, provides guidelines to operators and potential operators of Aircraft Dispatcher Certification Courses.
Airworthiness Directives; Airbus Airplanes
We propose to supersede Airworthiness Directive (AD) 2011-19- 04, for all Airbus Model A318, A319, A320, and A321 series airplanes. AD 2011-19-04 currently requires repetitive inspections of the left- hand and right-hand inboard and outboard elevator servo-control rod eye-ends for cracking, and corrective actions if necessary. Since we issued AD 2011-19-04, we have determined that certain elevator servo- control parts that do not conform to the approved type design have been installed and may have the potential of cracks in the rod eye-end. This proposed AD would also require an inspection to determine if certain elevator servo-control parts are installed, and replacement if necessary. We are proposing this AD to detect and correct rod eye-end cracking, which could result in an uncontrolled elevator surface and consequent reduced control of the airplane.

Notice of Intent To Prepare an Environmental Impact Statement for the Clifton Corridor Transit Initiative in DeKalb and Fulton Counties, Georgia
The Federal Transit Administration (FTA) and the Metropolitan Atlanta Rapid Transit Authority (MARTA) issue this Notice of Intent (NOI) to prepare an Environmental Impact Statement (EIS) and an evaluation per 49 U.S.C. 303 and 23 CFR 774 (``Section 4(f)'') for a new Light Rail Transit (LRT) line in DeKalb and Fulton Counties, Georgia. The proposed LRT line would extend from Lindbergh MARTA station in the city of Atlanta, Fulton County, Georgia, southeast through the Centers for Disease Control (CDC) headquarters and Emory University and Emory Hospital campuses, to Avondale MARTA station in the City of Decatur, DeKalb County, Georgia. The EIS and Section 4(f) Evaluation will be prepared in accordance with regulations implementing the National Environmental Policy Act (NEPA), Section 4(f), as well as FTA's regulations and guidance implementing NEPA (40 CFR parts 1500 through 1508 and 23 CFR 771.105). The purpose of this NOI is to: (1) Advise the public and agencies that FTA is preparing an EIS for the proposed project; (2) provide project information including previous planning studies and decisions, the project purpose and need, and alternatives being considered; and, (3) invite public and agency participation in the EIS process, which includes a review and written comments on the scope of the EIS.

Pipeline Safety: Information Collection Activities-Renewal of Expiring Information Collections
In accordance with the Paperwork Reduction Act of 1995, PHMSA invites comments on two information collections that will be expiring in 2015. PHMSA will request an extension with no change for the information collection identified by OMB control number 2137-0048. In addition, PHMSA will request a revision to the information collection identified under OMB control number 2137-0600. This revision updates the number of respondents used in the burden calculation but does not add to or change the type of information being collected.
Notice of Request for Comments on Updates to National Transit Database Information Collection
FTA is extending the comment period for the notice of request for comments, which was published on August 19, 2014. The original comment period closed on September 18, 2014. The extension is based on concerns expressed to FTA that the September 18 closing date did not provide sufficient time to review and provide comprehensive comments on two of the proposed changes. FTA agrees that the comment period for these two proposed changes should be extended. Therefore, FTA has extended the comment period by 30 days from the original deadline to October 20, 2014. Additionally, FTA will continue to accept and review comments arriving after the extended deadline to the fullest extent practicable. This extension will provide those interested in commenting additional time to discuss, evaluate, and submit responses to the docket.
Airworthiness Directives; Bombardier, Inc. Airplanes
We propose to supersede Airworthiness Directive (AD) 2014-06- 08, for certain Bombardier, Inc. Model DHC-8-100, -200, and -300 series airplanes. AD 2014-06-08 currently requires repetitive functional checks of the nose and main landing gear, and corrective actions if necessary; and also provides optional terminating action modification for the repetitive functional checks. Since we issued AD 2014-06-08, we have determined that the optional terminating action modification is necessary to address the identified unsafe condition. This proposed AD would also require the terminating action modification. We are proposing this AD to detect and correct a false down-and-locked landing gear indication, which, on landing, could result in possible collapse of the landing gear.
