We are superseding airworthiness directive (AD) 2008-14- 16 for certain 328 Support Services GmbH (Type Certificate Previously Held by AvCraft Aerospace GmbH; Fairchild Dornier GmbH; Dornier Luftfahrt GmbH) Model 328-100 and 328-300 airplanes. AD 2008-14-16 required installing warning placards on the inside of the passenger door and service doors and modifying the hinge supports and support struts of the passenger doors. This new AD continues to require the actions required by AD 2008-14-16 and also requires replacing the fasteners which were installed as part of the modification with new fasteners of the correct length, adds new airplanes, and removes one airplane. This AD was prompted by reports that certain fasteners, which were installed as part of the modification, are the wrong length. We are issuing this AD to prevent incidents of inadvertent opening and possible detachment of a passenger door in-flight, resulting in damage to airframe and systems and loss of control of the airplane.

We are adopting a new airworthiness directive (AD) for certain Bombardier, Inc. Model DHC-8-400 series airplanes. This AD was prompted by a report of a translating door handle jamming during opening of an aft door. This AD requires replacing the handle shaft with a new single-piece machined handle shaft on the aft entry and service doors, and requires revising the maintenance program by incorporating a new airworthiness limitation task. We are issuing this AD to prevent a migrated pin from jamming a translating door handle, which could prevent opening of the door and impede an emergency evacuation.

We are revising an earlier NPRM for DORNIER LUFTFAHRT GmbH Models Dornier 228-100, 228-101, 228-200, 228-201, 228-202, and 228-212 airplanes that would supersede AD 2006-11-19. This proposed AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as chafed or damaged wiring on the flight deck overhead panels (5VE and 6VE). We are issuing this proposed AD to require actions to address the unsafe condition on these products.

In compliance with the Paperwork Reduction Act of 1995, this notice announces that the renewal Information Collection Requests (ICRs) abstracted below are being forwarded to the Office of Management and Budget (OMB) for review and comment. The ICRs describe the nature of the information collections and their expected burdens. The Federal Register notice with a 60-day comment period soliciting comments on the following collection of information was published on December 23, 2013 (78 FR 77550).

We are superseding Airworthiness Directive (AD) 2002-10-11, which applied to certain The Boeing Company Model 737-100, -200, -200C, -300, -400, and -500 series airplanes. AD 2002-10-11 required repetitive inspections for cracking and corrosion of the aft pressure bulkhead, and corrective actions if necessary; and, for certain airplanes, enlargement of frame chord drain holes, and repetitive inspections of the frame chord drain path for debris, and corrective actions if necessary. This new AD specifies a drain path inspection for all airplanes. For certain airplanes, this new AD reduces the repetitive inspection interval; and adds repetitive inspections of the frame chord drain path for obstructions and debris, and corrective actions if necessary. This AD was prompted by three reports of severe corrosion in the area affected by AD 2002-10-11. We are issuing this AD to detect and correct corrosion or cracking of the aft pressure bulkhead, which could result in loss of the aft pressure bulkhead web and stiffeners, and consequent rapid decompression of the airplane.

This action amends Class E Airspace at Macon, GA, as the Bay Creek Non-Directional Beacon (NDB) has been decommissioned and airspace reconfiguration is necessary for the safety and airspace management of Instrument Flight Rules (IFR) operations at Perry-Houston County Airport. This action also amends controlled airspace and updates the name and geographic coordinates of Macon Downtown Airport and amends controlled airspace for Middle Georgia Regional Airport.

This action amends Class E airspace at Philip, SD. Additional controlled airspace is necessary to accommodate new Area Navigation (RNAV) Standard Instrument Approach Procedures at Philip Airport. Geographic coordinates are also adjusted. The FAA is taking this action to enhance the safety and management of Instrument Flight Rule (IFR) operations at the airport.

This action amends Class E airspace at Hampton, IA. Decommissioning of the Hampton non-directional beacon (NDB) at Hampton Municipal Airport has made reconfiguration necessary for standard instrument approach procedures and for the safety and management of Instrument Flight Rule (IFR) operations at the airport.

This action establishes Class E airspace at Mansfield, OH. A Class E surface area is necessary to accommodate military mission changes when the control tower is closed at Mansfield Lahm Regional Airport. The FAA is taking this action to enhance the safety and management of Instrument Flight Rule (IFR) operations at the airport.

This action amends Class E airspace at Hamilton, OH. Decommissioning of the Hamilton non-directional radio beacon (NDB) at Butler County Regional Airport has made reconfiguration necessary for standard instrument approach procedures and for the safety and management of Instrument Flight Rule (IFR) operations at the airport. The airport's name and geographic coordinates are also adjusted.

This action amends Class D airspace within the St. Paul, MN, area by updating the geographic coordinates for St. Paul Downtown Airport/Holman Field, and South St. Paul Municipal Airport-Richard E. Fleming Field. This action does not change the boundaries or operating requirements of the airspace.

In accordance with the procedures governing the application for, and the processing of, special permits from the Department of Transportation's Hazardous Material Regulations, notice is hereby given of the actions on special permits applications in (December to January 2014). The mode of transportation involved are identified by a number in the ``Nature of Application'' portion of the table below as follows: 1Motor vehicle, 2Rail freight, 3Cargo vessel, 4Cargo aircraft only, 5Passenger-carrying aircraft. Application numbers prefixed by the letters EE represent applications for Emergency Special Permits. It should be noted that some of the sections cited were those in effect at the time certain special permits were issued.

In accordance with the procedures governing the application for, and the processing of, special permits from the Department of Transportation's Hazardous Material Regulations, notice is hereby given that the Office of Hazardous Materials Safety has received the applications described herein. This notice is abbreviated to expedite docketing and public notice. Because the sections affected, modes of transportation, and the nature of application have been shown in earlier Federal Register publications, they are not repeated here. Requests for modification of special permits (e.g. to provide for additional hazardous materials, packaging design changes, additional mode of transportation, etc.) are described in footnotes to the application number. Application numbers with the suffix ``M'' denote a modification request. These applications have been separated from the new application for special permits to facilitate processing.

This action proposes to amend Class E airspace at Mineral Point, WI. A Class E surface area is necessary to accommodate increased business aviation and flight instruction activity at Iowa County Airport. The FAA is taking this action to enhance the safety and management of Instrument Flight Rules (IFR) operations for SIAPs at the airport. This action also would amend the geographic coordinates for existing Class E airspace.

The FAA is issuing this notice to advise the public of a meeting of RTCA Program Management Committee.

This notice announces the availability of funding and requests proposals for the Department of Transportation's National Infrastructure Investments. This notice is addressed to organizations that are interested in applying and provides guidance on selection criteria and application requirements for the National Infrastructure Investments. The Consolidated Appropriations Act, 2014 (Pub. L. 113-76, January 17, 2014) (``FY 2014 Appropriations Act'') appropriated $600 million to be awarded by the Department of Transportation (``DOT'') for National Infrastructure Investments. This appropriation is similar, but not identical, to the program funded and implemented pursuant to the American Recovery and Reinvestment Act of 2009 (the ``Recovery Act'') known as the Transportation Investment Generating Economic Recovery, or ``TIGER Discretionary Grants,'' program. Because of the similarity in program structure, DOT will continue to refer to the program as ``TIGER Discretionary Grants.'' As with previous rounds of TIGER, funds for the FY 2014 TIGER program (``TIGER FY 2014'') are to be awarded on a competitive basis for projects that will have a significant impact on the Nation, a metropolitan area, or a region. Through this notice, DOT is soliciting applications for TIGER Discretionary Grants. In the event that this solicitation does not result in the award and obligation of all available funds, DOT may decide to publish an additional solicitation(s).

The FAA is issuing this notice to advise the public of the sixtieth meeting of the RTCA Special Committee 186, Automatic Dependent SurveillanceBroadcast (ADS-B)

This action proposes to amend Class E airspace at Eagle Grove, IA. Decommissioning of the Eagle Grove non-directional radio beacon (NDB) at Eagle Grove Municipal Airport has made airspace reconfiguration necessary for standard instrument approach procedures and for the safety and management of Instrument Flight Rules (IFR) operations at the airport. Geographic coordinates also would be adjusted.

As authorized by 46 U.S.C. 12121, the Secretary of Transportation, as represented by the Maritime Administration (MARAD), is authorized to grant waivers of the U.S.-build requirement of the coastwise laws under certain circumstances. A request for such a waiver has been received by MARAD. The vessel, and a brief description of the proposed service, is listed below.

We propose to adopt a new airworthiness directive (AD) for The Boeing Company Model airplanes equipped with Rolls-Royce Trent 800 series engines. This proposed AD was prompted by reports of in-flight separation of the aft plug from the forward plug, which are the two parts of the turbine exhaust plug assembly. This proposed AD would require installation of a serviceable turbine exhaust plug assembly (for certain airplanes), and a general visual inspection (for certain airplanes) to determine the diameter of the bolt used at the forward and aft plug interface, and applicable corrective actions. We are proposing this AD to prevent separation of the forward plug from the aft plug of the turbine exhaust plug assembly, which could result in parts departing the airplane and hitting the empennage or hitting a person on the ground, and destabilizing the airplane during a critical flight phase; parts remaining on a runway could cause damage to another airplane.

Ford Motor Company (Ford) has determined that certain model year (MY) 2013 Ford Fusion and Lincoln MKZ passenger cars built from August 12, 2012 through January 14, 2013 do not fully comply with paragraph S3.1.4.1(a) of Federal Motor Vehicle Safety Standard (FMVSS) No. 102 Transmission Shift Position Sequence, Starter Interlock, and Transmission Braking Effect, or paragraph S5.2.1 of FMVSS No. 114 Theft Protection and Rollaway Prevention. Ford has filed an appropriate report dated March 4, 2013, pursuant to 49 CFR Part 573, Defect and Noncompliance Responsibility and Reports.

These special conditions are issued for Embraer Model ERJ-170 airplanes. This airplane will have a novel or unusual design feature associated with interior arrangements that include passenger seats that incorporate non-traditional, large, non-metallic panels in lieu of the traditional metal frame covered by fabric. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

FTA has placed in the docket and on its Web site proposed guidance, in the form of a circular, to assist recipients of financial aid under the 49 U.S.C. 5337 State of Good Repair (``SGR'') Grants program. The proposed circular provides instructions and guidance on program administration and the grant application process.

We propose to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 737-600, -700, -700C, -800, and -900 series airplanes. This proposed AD was prompted by reports in which a single, undetected, erroneous radio altimeter output caused the autothrottle to enter landing flare retard mode prematurely on approach. This proposed AD would require removing certain autothrottle computers and installing a new or reworked autothrottle computer. We are proposing this AD to prevent a single, undetected, erroneous radio altimeter output from causing premature autothrottle landing flare retard and subsequent loss of automatic speed control, which could result in loss of control of the airplane.

We propose to adopt a new airworthiness directive (AD) for certain Rolls-Royce plc (RR) RB211 Trent 768-60, 772-60, and 772B-60 turbofan engines. This proposed AD was prompted by an uncontained multiple turbine blade failure on an RR RB211 Trent 772B turbofan engine. This proposed AD would require modification of the engine by removing an electronic engine control (EEC) incorporating EEC software standard A14 or earlier and installing an EEC eligible for installation. We are proposing this AD to prevent failure of the intermediate pressure (IP) turbine disk drive arm or burst of the high pressure turbine disk, which could lead to uncontained engine failure and damage to the airplane.
