The Department of the Navy published a document in the Federal Register (74 FR 65761) of December 11, 2009, concerning public hearings on a Draft Environmental Impact Statement/Overseas Environmental Impact Statement for the Gulf of Alaska Navy Training Activities. The document contained an incorrect date.

Pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA); the Council on Environmental Quality Regulations for implementing the procedural provisions of NEPA (Title 40 Code of Federal Regulations Parts 1500-1508); and Executive Order 12114, Environmental Effects Abroad of Major Federal Actions, the Department of the Navy (Navy) has prepared and filed with the U.S. Environmental Protection Agency a Draft Environmental Impact Statement/Overseas Environmental Impact Statement (EIS/OEIS) for public release on December 11, 2009. The National Marine Fisheries Service (NMFS) is a Cooperating Agency for the EIS/OEIS.

The Department of the Navy (DoN) hereby gives notice of the availability for donation, under the authority of 10 U.S.C. 7306, of the aircraft carrier ex-JOHN F. KENNEDY (CV 67), located at the NAVSEA Inactive Ships On-site Maintenance Office, Philadelphia, PA.

Pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA); the Council of Environmental Quality (CEQ) Regulations for implementing the procedural provisions of NEPA (Title 40 Code of Federal Regulations [CFR] Parts 1500-1508) and the Department of Navy (DON) regulations for implementing NEPA (32 CFR 775), DON announces the availability of the Draft Environmental Impact Statement/Overseas Environmental Impact Statement (hereafter called the Draft EIS) to evaluate the potential environmental impacts associated with relocating Marines from Okinawa, Japan to Guam, constructing transient nuclear aircraft carrier berthing facilities, and establishing a U.S. Army Air and Missile Defense Task Force (AMDTF) on Guam.

The U.S. Naval Academy Board of Visitors will meet to make such inquiry, as the Board shall deem necessary into the state of morale and discipline, the curriculum, instruction, physical equipment, fiscal affairs, and academic methods of the Naval Academy. The executive session of this meeting from 11 a.m. to 12 p.m. on December 7, 2009, will include discussions of disciplinary matters, law enforcement investigations into allegations of criminal activity, and personnel-related issues at the Naval Academy, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. For this reason, the executive session of this meeting will be closed to the public.

The Department of the Navy gives notice of its intent to grant to Raytheon IDS, MST1FW1, 50 Apple Hill Road, Tewksbury, MA 01876, a revocable, nonassignable, exclusive license to practice in the United States, the Government-Owned inventions, as identified in United States Patent Number 5,520,331 issued on May 28, 1996, Navy Case Number 75983 entitled ``Liquid Atomizing Nozzle''.

The CNO Executive Panel will report on the findings and recommendations to the Chief of Naval Operations of the Subcommittee on Radical Economic Change. The matters to be discussed during the meeting have been divided into unclassified topics and classified topics. The unclassified topics will be presented during the open portion of the meeting, and those unclassified topics include: Overview of the Global Economic Recession; Security Impacts of the Global Economic Recession in the U.S., Japan, Europe, India, and Russia.

The Department of the Navy proposes to amend a system of records notice in its existing inventory of record systems subject to the Privacy Act of 1974, (5 U.S.C. 552a), as amended.

The Board of Visitors of the Marine Corps University (BOV MCU) will meet to review, develop and provide recommendations on communication aspects of the University in order to further the growth and internal communication practices of the Marine Corps University. All sessions of the meeting will be open to the public.

U.S. Patent Application Number 12/460,172 filed on July 9, 2009, Navy Case Number PAX 30 entitled ``Human Behavioral Simulator for Cognitive Decision-Making.''

In accordance with section 2330a of Title 10 United States Code as amended by the National Defense Authorization Act (NDAA) for Fiscal Year 2008 (FY 08) section 807, the Deputy Assistant Secretary of the Navy (DASN) for Acquisition and Logistics Management (A&LM) and the Office of the Director, Defense Procurement and Acquisition Policy (DPAP) will make available, to the public, an inventory of activities performed pursuant to contracts for services. The Department of the Navy is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (Admiralty and Maritime Law) has determined that USS NEW MEXICO (SSN 779) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.

The Department of the Navy hereby gives notice of its intent to grant to Sanofi Pasteur S.A., a revocable, nonassignable, partially exclusive license to practice worldwide the Government owned inventions described in U.S. Patent Application Serial No. 11/340,003 with inventor Stephen J. Savarino filed on 10 January 2006, entitled ``Adhesin as Immunogen Against Enterotoxigenic E. coli'' and its related PCT/US2006/000660 National Phase applications in Australia, Canada, Europe, Japan and India filed 11 July 2007; and U.S. Patent Application Serial No. 11/988,598 with inventors Stephen J. Savarino, Randall K. Holmes and Michael Jobling filed on 11 January 2007, entitled ``Adhesin-Enterotoxin Chimera Based Composition Against Enterotoxigenic E. coli'' and its related PCT/US2007/000712 National Phase applications in Australia, Canada, Europe, and Japan filed 10 January 2008 in the field of ``Protection against ETEC (Enterotoxigenic Escherichia Coli) associated diarrhea in both endemic zones and for travelers, including the military.''

The United States (U.S.) Department of the Navy (Navy), after carefully weighing the environmental consequences of the installation and operation of the proposed action, announces its decision to develop an undersea warfare training range (USWTR) within the Preferred Alternative Site, the Jacksonville Operating Area (JAX OPAREA). At this time the Navy is implementing only a portion of the proposed action, a decision to move forward with installation of the USWTR, which consists of installing undersea cables and up to 300 nodes over a 500 square- nautical-mile area of the ocean. This location is approximately 50 nm from the northeast coast of Florida. The underwater nodes will be linked by underwater cable to a cable termination facility located ashore on Naval Station Mayport, Florida.

The Ocean Research and Resources Advisory Panel (ORRAP) will hold its third regularly scheduled meeting of the year. The meeting will be open to the public.

Pursuant to the provisions of The Federal Advisory Committee Act (Pub. L. 92-463, as amended), notice is hereby given that the following meeting of the Board of Advisors (BOA) to the President, Naval Postgraduate School (NPS) will be held. This meeting will be open to the public.

Pursuant to Section (102)(2)(c) of the National Environmental Policy Act of 1969 (NEPA) (42 United States Code [U.S.C.] 4321); the Council on Environmental Quality (CEQ) regulations for implementing the procedural provisions of NEPA (Title 40 Code of Federal Regulations [CFR] Parts 1500-1508); Department of Navy Procedures for Implementing NEPA (32 CFR Part 775); and Marine Corps NEPA directives (Marine Corps Order P5090.2A), the Marine Corps has prepared and filed with the U.S. Environmental Protection Agency (EPA) a Draft Environmental Impact Statement (EIS) which evaluates the potential environmental consequences that may result from implementing the Grow the Force initiative in North Carolina in accordance with the President's mandate and Congressional direction to increase end strength across the Marine Corps war-fighting organizations by the end of Fiscal Year 2011 (FY11). The U.S. Army Corps of Engineers, Wilmington district, is a cooperating agency for the EIS. A Notice of Intent for this EIS was published in the Federal Register on December 14, 2007 (Vol. 72, No. 240, p. 71128).

The Department of the Navy is amending its regulations to reflect the name change of the Naval Council of Personnel Boards to the Secretary of the Navy Council of Review Boards and to update other administrative information pertaining to the Naval Discharge Review Board.

The Chief of Naval Operations (CNO) Executive Panel will deliberate on the findings and proposed recommendations of the Subcommittee on Diversity. The matters to be discussed include: Female and minority male officer accessions, retention, development, command climate, evaluation and mentoring programs, and accountability.
