Pursuant to section (102)(2)(c) of the National Environmental Policy Act (NEPA) of 1969, the regulations implemented by the Council on Environmental Quality (40 CFR parts 1500-1508), and the Department of the Navy NEPA regulation (32 CFR part 775), the Department of the Navy (Navy) announces its intent to prepare a Programmatic Environmental Impact Statement (PEIS) for a proposed geothermal development program, which would include potential development and utilization of geothermal resources located beneath approximately 3,110 acres of Navy lands at Naval Air Facility (NAF) El Centro, California in the Superstition Mountain area in western Imperial County, California (the ``Project Area''). The Project Area incorporates a very small portion of the Target 101 Shade Tree area which is located 8 miles northwest of NAF El Centro. The geothermal development program would potentially include field exploration, field development, resource utilization, and field closure. The study will encompass a 2,830-acre parcel of adjacent Department of Interior; Bureau of Land Management (BLM) managed land as necessary to support the proposed Navy action. The BLM will be a cooperating agency in preparing this PEIS. Development of geothermal resources beneath Navy lands in the Project Area would be accomplished by means of a public-private venture capital arrangement between the Navy and an energy developer. Geothermal development will occur after completion of additional site-specific environmental analysis under NEPA. The Navy will hold public scoping meetings for the purpose of further identifying the scope of issues to be addressed in the PEIS. Federal, State, and local agencies and the public that may be interested in or affected by the Navy's decision for the proposed action are invited to participate in the scoping process for the PEIS. Comments are being solicited to help identify significant issues or concerns related to the proposed action, determine the scope of issues to be addressed in the PEIS, and identify and refine alternatives to the proposed action.

The Department of the Navy is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (Admiralty and Maritime Law) has determined that USS FREEDOM (LCS 1) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.

In a Notice of Intent published on June 24, 2005 (70 Federal Register [FR] 36566), the Department of the Navy announced its intent to prepare a Supplemental Environmental Impact Statement (SEIS) to provide additional analysis of the environmental consequences associated with the construction and operation of an Outlying Landing Field (OLF) needed to support operations of Super Hornet squadrons stationed at Naval Air Station (NAS) Oceana, Virginia, and Marine Corps Air Station (MCAS) Cherry Point, North Carolina. The U.S. Environmental Protection Agency (EPA) published a Notice of Availability (NOA) of the Draft SEIS on February 23, 2007 (72 FR 8155). Pursuant to section (102)(2)(c) of the National Environmental Policy Act (NEPA) of 1969 and the regulations implemented by the Council on Environmental Quality (40 CFR Parts 1500-1508), the Navy announces its intent to terminate the Draft SEIS for the Introduction of F/A-18E/F (Super Hornet) Aircraft to the East Coast of the United States (Construction and Operation of an Outlying Landing Field) and prepare an EIS to evaluate potential environmental consequences of the construction and operation of an OLF at new alternative sites to support Field Carrier Landing Practice (FCLP) training requirements for carrier-based fixed-wing aircraft stationed at and transient to NAS Oceana and Naval Station (NS) Norfolk Chambers Field, Virginia. Pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality Regulations (40 Code of Federal Regulations Parts 1500-1508 the U.S. Department of the Navy (Navy) has prepared and filed with the U.S. Environmental Protection Agency (EPA) a Draft Environmental Impact Statement (DEIS) on March 28, 2008, which evaluates the potential environmental consequences of homeporting additional surface ships at Naval Station (NAVSTA) Mayport, Florida. A Notice of Intent for this DEIS was published in the Federal Register on November 14, 2006 (FR14NO06-25). A public hearing will be held to provide information and receive oral and written comments on the DEIS. A preferred alternative has not been selected or identified in the DEIS. The Navy seeks comments from the public or interested parties regarding the sufficiency of the DEIS and the choice of a preferred alternative. Federal, state, and local agencies and interested individuals are invited to be present or represented at the hearing. Date and Address: One public hearing will be held. The hearing will be preceded by an open house session to allow interested individuals to review information presented in the DEIS DON representatives will be available during the open house session to provide clarification as necessary related to the DEIS. The open house session will occur from 4:30 p.m. to 6:30 p.m. followed by the formal public hearing from 6:30 p.m. to 8:30 p.m. The public hearing is scheduled for the following date and location: Wednesday, April 16, 2008 at the Florida Community College, Deerwood Center, B1204 9911 Old Baymeadows Road, Jacksonville, FL 32256.

Pursuant to section 102(2)(c) of the National Environmental Policy Act of 1969 (NEPA) as implemented by the Council on Environmental Quality regulations (40 CFR Parts 1500-1508), and Executive Order 12114 (Environmental Effects Abroad of Major Federal Actions), the Department of the Navy (Navy) announces its intent to prepare an Environmental Impact Statement (EIS)/Overseas Environmental Impact Statement (OEIS) to evaluate the potential environmental effects of conducting Navy training in and around the Gulf of Alaska (GOA), including participation in large-scale Joint exercises, to support Fleet training exercise requirements. The Navy will invite the U.S. Fish and Wildlife Service and National Marine Fisheries Service to be cooperating agencies in preparation of this EIS/OEIS.
