This Public Land Order (PLO) extends the duration of the withdrawal created by PLO No. 7618, which would otherwise expire October 5, 2024, for an additional 20-year term. PLO No. 7618 withdrew approximately 111,895 acres of public lands from location and entry under the United States mining laws, subject to valid existing rights, to protect the recreational, scenic, cultural, riparian, and fish and wildlife values of the Colorado, Dolores, and Green River corridors. Since 2004, the Bureau of Land Management (BLM) has conducted official surveys or resurveys of the lands included in PLO No. 7618 and has revised the legal descriptions of the areas withdrawn. The acreage figure has been updated from 111,895 acres to approximately 109,287 acres for this PLO to reflect the corrected land description.

Endangered and Threatened Wildlife and Plants; Threatened Species Status With Section 4(d) Rule for Bethany Beach Firefly

We, the U.S. Fish and Wildlife Service (Service), propose to list the Bethany Beach firefly (Photuris bethaniensis), a firefly species from Delaware, Maryland, and Virginia, as a threatened species under the Endangered Species Act of 1973, as amended (Act). This determination also serves as our 12-month finding on a petition to list the Bethany Beach firefly. After a review of the best available scientific and commercial information, we find that listing the species is warranted. We also propose protective regulations issued under section 4(d) of the Act to provide for the conservation of the Bethany Beach firefly. If we finalize this rule as proposed, it would add this species to the List of Endangered and Threatened Wildlife and extend the Act's protections to the species.

We, the U.S. Fish and Wildlife Service (Service), announce a 12-month finding on a petition to list the Las Vegas bearpoppy (Arctomecon californica) as an endangered or threatened species under the Endangered Species Act of 1973, as amended (Act). The Las Vegas bearpoppy is a plant in the poppy family. It is endemic to the eastern Mojave Desert in southern Nevada and northwest Arizona. After a thorough review of the best available scientific and commercial information, we find that listing the Las Vegas bearpoppy as an endangered or threatened species is not warranted at this time. However, we ask the public to submit to us at any time any new information relevant to the status of the Las Vegas bearpoppy or its habitat.

On July 8, 2024, the Bureau of Ocean Energy Management (BOEM) published the notice of availability of the joint record of decision (ROD) on the final environmental impact statement (EIS) for the construction and operations plan (COP) submitted by Atlantic Shores Offshore Wind Project 1, LLC and Atlantic Shores Offshore Wind Project 2, LLC (Atlantic Shores) for its proposed Atlantic Shores Offshore Wind South Project (Project) offshore New Jersey in the Federal Register (89 FR 55977). The ROD described the Department of the Interior's selected alternative. This errata notice clarifies that the Department of the Interior's selected alternative also includes the removal of a single wind turbine generator (WTG) location, identified as AX01 and located approximately 150 to 200 ft (46 to 61 m) from the observed Fish Haven (Atlantic City Artificial Reef Site). While WTG AX01 was identified as removed in the description of the preferred alternative in the final EIS, BOEM inadvertently omitted a specific statement in the ROD noting that position was removed from the selected layout. In addition, the originally published ROD inadvertently identified WTG AX01 as being subject to micrositing instead of removal. In publishing this errata, BOEM is conforming the specific description of the selected alternative to the final EIS and making clear that a total of 3 WTG locations will be removed from the Project. Specific locations for WTG removal and micrositing are clarified in a footnote in the ROD errata.

We, the Office of Surface Mining Reclamation and Enforcement (OSMRE), are approving an amendment to the Ohio Abandoned Mine Land (AML) Reclamation Plan (Ohio Plan or Plan) under the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act). Ohio proposed to amend its existing plan to reflect statutory, regulatory, policy, procedural, and organizational changes made since it was originally approved in 1982. Ohio also submitted relevant statutory provisions amended by the State legislature in 2016, as well as draft statutory revisions regarding what land and water resources are eligible for Federal grant funds and other proposed amendments for consistency with SMCRA, for OSMRE's review and consideration.

We, the U.S. Fish and Wildlife Service (Service), propose to revise the critical habitat designation for the Florida manatee (Trichechus manatus latirostris) and to designate critical habitat for the Antillean manatee (T. m. manatus), under the Endangered Species Act of 1973, as amended (Act). In 1976, we designated critical habitat of approximately 965,394 acres (ac) (390,681 hectares (ha)) in Florida for the Florida manatee based on where large concentrations of manatees were known to occur at the time, but no critical habitat was ever designated for the Antillean manatee subspecies. After a review of the best scientific data available, we propose to revise the existing designated critical habitat for the Florida manatee and designate critical habitat for the Antillean manatee based on the physical or biological features essential to the conservation of each subspecies. The total proposed designation for Florida manatee is 1,904,191 ac (770,599 ha) and 78,121 ac (31,614 ha) for the Antillean manatee subspecies. We also announce the availability of an economic analysis of the proposed revised designation of critical habitat for the Florida manatee and proposed designation for the Antillean manatee.
