Agency Information Collection Activities: Submitted for Office of Management and Budget (OMB) Review; Comment Request
To comply with the Paperwork Reduction Act of 1995 (PRA), we are notifying the public that we have submitted to OMB an information collection request (ICR) to renew approval of the paperwork requirements in the regulations under 30 CFR 250, subpart I, Platforms and Structures. This notice also provides the public a second opportunity to comment on the paperwork burden of these regulatory requirements.
Preparation of an Environmental Assessment for the Alternative Energy and Alternate Use Proposed Rule
The MMS is issuing this notice to advise the public, pursuant to the National Environmental Policy Act of 1969 (NEPA), as amended, 42 U.S.C. 4321 et seq., that the MMS intends to prepare an EA for the Alternative Energy and Alternate Use (AEAU) proposed rule. The MMS is issuing this notice to facilitate public involvement. The preparation of this EA is an important step in the rulemaking process. An Advanced Notice of Proposed Rulemaking was published in the Federal Register on December 30, 2005. A Final Programmatic Environmental Impact Statement (FEIS) analyzed the establishment of the MMS AEAU program, of which rulemaking is a component. The Programmatic Environmental Impact Statement for Alternative Energy Development and Production and Alternate Use of Facilities on the Outer Continental Shelf was published on November 6, 2007 (OCS EIS/EA MMS 2007-046).
Outer Continental Shelf (OCS) Policy Committee; Notice and Agenda for Meeting
The OCS Policy Committee will meet at the Washington Dulles Crowne Plaza Hotel in Herndon, Virginia.
Oil and Gas and Sulphur Operations in the Outer Continental Shelf-Pipelines and Pipeline Rights-of-Way; Reopening Public Comment Period
This action reopens the period for submitting comments on the proposed rule published on October 3, 2007. That proposed rule requested comments on the revisions to Outer Continental Shelf pipeline and pipeline rights-of-way regulations. The comment period has been reopened to March 17, 2008. The MMS will hold a public meeting to discuss the proposed rule in the Gulf of Mexico Regional Office on February 22, 2008.

Outer Continental Shelf (OCS) Central Gulf of Mexico (GOM) Planning Area Oil and Gas Lease Sale 206
On March 19, 2008, the MMS will open and publicly announce bids received for blocks offered in Central GOM Planning Area Oil and Gas Lease Sale 206, pursuant to the OCS Lands Act (43 U.S.C. 1331-1356, as amended) and the regulations issued thereunder (30 CFR Part 256). The Final Notice of Sale 206 Package (FNOS 206 Package) contains information essential to bidders, and bidders are charged with the knowledge of the documents contained in the Package.
Outer Continental Shelf (OCS) Eastern Gulf of Mexico (GOM) Planning Area Oil and Gas Lease Sale 224
On Wednesday, March 19, 2008, the Minerals Management Service (MMS) will open and publicly announce bids received for blocks offered in GOM Eastern Planning Area (EPA) Oil and Gas Lease Sale 224, pursuant to the Outer Continental Shelf (OCS) Lands Act (43 U.S.C. 1331-1356, as amended), the regulations issued thereunder (30 CFR Part 256), and the Gulf of Mexico Energy Security Act . The Final Notice of Sale 224 Package (FNOS 224 Package) contains information essential to bidders, and bidders are charged with the knowledge of the documents contained in the Package.
MMS Information Collection Activity: 1010-0170-Coastal Impact Assistance Program (CIAP), Revision of a Collection; Comment Request
To comply with the Paperwork Reduction Act of 1995 (PRA), MMS is inviting comments on a collection of information that we will submit to the Office of Management and Budget (OMB) for review and approval. The information collection request (ICR) concerns the paperwork requirements in the Coastal Impact Assistance Program (CIAP) State Plan Guidelines. The Energy Policy Act of 2005 gave responsibility to MMS for CIAP by amending section 31 of the Outer Continental Shelf Lands Act (43 U.S.C. 1356a; Appendix A).
Bonus or Royalty Credits for Relinquishing Certain Leases Offshore Florida
The MMS proposes to amend its regulations for oil and gas leases on the Outer Continental Shelf to implement a mandate in the Gulf of Mexico Energy Security Act of 2006. This proposed rule would (1) provide a credit to lessees who relinquish certain eligible leases in the Gulf of Mexico; (2) define eligible leases as those within 125 miles of the Florida coast in the Eastern Planning Area and certain leases within 100 miles of the Florida coast in the Central Planning Area; and (3) allow lessees to use the credits in lieu of monetary payment for either a lease bonus bid or royalty due on oil and gas production from most other leases in the Gulf of Mexico or to transfer the credits to other Gulf of Mexico lessees for their use.
