Notice is hereby given that certain lands located in northwestern Nevada partly within the Black Rock Desert-High Rock Canyon Emigrant Trails National Conservation Area will be temporarily closed or restricted and certain activities will be temporarily prohibited in and around the Burning Man event site administered by the BLM Winnemucca Field Office in Pershing County, Nevada. The specified closures, restrictions and prohibitions are made in the interest of public safety at and around the public lands location of an event known as the Burning Man Festival. This event is authorized on public lands under a special recreation permit and is expected to attract approximately 37,000 participants this year. In summary, these lands will be closed or restricted with regard to the following: August 11, 2006 through September 18, 2006 inclusive: Discharge of firearms, possession of weapons, waste water disposal, camping, and circumstances and procedures for eviction of persons from public lands. August 25, 2006 through September 4, 2006 inclusive: Aircraft landing, possession of fireworks, possession of alcohol by minors, vehicle use, and all public uses.

This notice segregates the land from the public land disposal laws, including mining, for up to two years while various studies and analyses are made to support a final decision on the withdrawal application. Per 30 U.S.C. 188(d), Richard A. Horn timely filed a petition for reinstatement of oil and gas leases MTM 90699, MTM 90700, MTM 90749, MTM 90750, and MTM 90751, Carter County, Montana. The lessee paid the required rentals accruing from the date of termination. No leases were issued that affect these lands. The lessee agrees to new lease terms for rentals and royalties of $5 per acre and 16\1/ 2\percent or 4 percentages above the existing competitive royalty rate. The lessee paid the $500 administration fee for the reinstatement of each lease and $163 cost for publishing this Notice. The Bureau of Land Management (BLM) requests comments and suggestions to assist in the writing of a proposed rule to establish a commercial leasing program for oil shale. The Energy Policy Act of 2005 directs the Secretary of the Interior to: (1) Complete a Programmatic Environmental Impact Statement (PEIS) for a commercial leasing program for oil shale and tar sands resources on public lands, with emphasis on the most geologically prospective lands within Colorado, Utah and Wyoming, and (2) Publish a final rule establishing such program, not later than 180 days after completion of the PEIS. On May 18, 2006, BLM published a final rule for the leasing of tar sands. As an aid in preparing the proposed rule to establish an oil shale commercial leasing system and regulate oil shale mining operations, we encourage members of the public to provide comments and suggestions on the following key components; royalty rate; fair market value for conversion of preference right acreage and for commercial leasing; diligence; royalty determination point; and small tract leasing. See Section III for a list of specific questions relating to these topics.

The Bureau of Land Management (BLM) South Dakota Field Office is publishing supplementary rules for public lands in the Fort Meade Recreation Area in the state of South Dakota. The rules are needed in order to protect the area's natural resources and provide for public health and safety. The rules are based on existing regulations and address use, camping and occupancy, vehicles and off-road vehicles, conduct, firearms and permits. The supplementary rules promote consistency between BLM and other natural resource agencies including the South Dakota Game, Fish & Parks Department.
