Notice of Proposed Reinstatement of Terminated Oil and Gas Lease NMNM 108883
Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement of oil and gas lease NMNM 108883 from the lessee, Coulthurst Management & Investment, Inc., for lands in Sandoval County, New Mexico. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

Pursuant to Section 102 (2)(C) of the National Environmental Policy Act of 1969, the Bureau of Land Management (BLM), Ely, Elko, and Las Vegas Field Offices, will be directing the preparation of an EIS and conducting public scoping meetings for a proposed Ely Energy Center (EEC), rail line, 345 kV and 500 kV transmission lines with fiber optic capacity, substations, water delivery, and associated facilities. Comment Dates: The comment period for scoping the EIS will commence with the publication of this notice. Those having concerns, issues, or alternatives they would like to see addressed in the EIS should respond with written comments by February 26, 2007. This scoping notice will be distributed by mail on or about the date of this notice. All comments received at the public scoping meetings or through written comments submitted will aid the BLM in identifying alternatives and mitigating measures and will help assure all issues are analyzed in the EIS.

Meeting of the California Desert Advisory Council
Notice is hereby given, in accordance with Public Law 92-463 and 94-579, that the California Desert District Advisory Council to the Bureau of Land Management, U.S. Department of the Interior, will participate in a field tour of BLM-administered public lands on Friday, March 9, 2007, from 7:30 a.m. to 5 p.m., and meet in formal session on Saturday, March 10 from 8 a.m. to 3 p.m. at the Ramada Inn, 1511 East Main Street, East Main & Interstate 15, Barstow, CA 92311. The Council and interested members of the public will depart for the field tour at 7:30 a.m. from the main lobby of the Ramada Inn. The public is welcome to participate in the tour but should plan on providing their own transportation, lunch, and beverage. Agenda topics for the formal session on Saturday will include updates by Council members and reports from the BLM District Manager and five field office managers. Additional agenda topics are being developed. This notice segregates the land for up to 2 years from location and entry under the United States mining laws. Call for Nominations for Resource Advisory Council
The purpose of this notice is to solicit public nominations for two vacant positions on the Bureau of Land Management (BLM) Nevada Northeastern Great Basin Resource Advisory Council (RAC). The first vacant position is Category Two representing National/Regional Environmental interests. The second vacant position is Category One representing Federal Grazing interests. The RAC provides advice and recommendations to BLM on land use planning and management of the public land within northeastern Nevada. Notice of Seasonal Closure of Public Lands to Motorized Vehicle Use
Pursuant to 43 Code of Federal Regulations subpart 8364, the Bureau of Land Management (BLM) may issue an order to close the use of BLM administered lands to the public to protect those lands and resources. The Pinedale Resource Management Plan (RMP) Record of Decision (ROD), December 12, 1988, states that big game winter ranges, and elk feedgrounds may be closed to minimize stress to wintering animals. The Pinedale Anticline Project (PAPA) ROD (2000) identifies areas that may be subject to seasonal closures as conditions warrant. After consulting with the Wyoming Game and Fish Department, the BLM Pinedale Field Manager has implemented a seasonal closure on certain BLM-administered lands and travel ways including existing roads and two-track trails, to all types of motorized vehicle travel (e.g., snowmobiles, all-terrain vehicles, any vehicle including trucks, sport utility vehicles and cars, motorcycles etc.). Winter ranges, as identified in the Pinedale RMP, and as described below in the SUPPLEMENTARY INFORMATION section, will be closed to all unauthorized motorized travel from November 15 through April 30 each winter. Use of winter range areas by non-motorized means is still allowed. Feedground areas will be closed November 15 through April 30 each winter, to all motorized vehicles and human presence. The Mesa winter range will remain open to motorized travel on existing roads from November 15 through January 14 each winter, but roads will be closed to unauthorized motorized travel January 15 through April 30 each winter. After April 30 each year, motorized vehicle use will be limited to existing roads and two-track trails. The winter range seasonal closures affect public lands located within the Deer Hills, Oil Field, Mesa, Bench Corral, and Miller Mountain winter ranges. Elk feedground closures affect public lands around the Franz, Finnegan, Scab Creek, Fall Creek, and North Piney feedgrounds. This action is necessary for the protection of crucial winter range habitat for elk, moose, antelope, and mule deer. Except for travel on highways or county roads, motorized vehicle travel within these areas will be allowed only by written authorization from the Pinedale Field Manager. Personnel of the BLM, Wyoming Game and Fish Department, U.S. Department of Agriculture-APHIS & Forest Service, U.S. Fish & Wildlife Service, and law enforcement personnel are exempt from this closure when performing official duties. Operators of existing oil and gas facilities may perform routine maintenance, or operation and drilling as approved by the BLM, and livestock operators may perform permitted activities.

The Department of Energy (DOE) has filed an application with the Bureau of Land Management (BLM) requesting the Secretary of the Interior to withdraw 208,037 acres of public lands from surface entry and mining through December 27, 2015, to evaluate the lands for the potential construction, operation, and maintenance of a rail line for the transportation of spent nuclear fuel and high-level radioactive waste in the event the Nuclear Regulatory Commission authorizes a geologic repository at Yucca Mountain as provided for under the Nuclear Waste Policy Act of 1982, as amended. This notice segregates the lands from surface entry and mining for up to 2 years while various studies and analyses are made to support a final decision on the withdrawal application.

Notice of Two-Year, Temporary Emergency Closure to motorized vehicle use on the Cherry and Frenchie Fires in Gem, Payette, and Washington Counties, ID
43 CFR Subpart 8364Closure and Restrictions, 8364.1 (a) states: ``To protect persons, property, and public lands and resources, the authorized officer may issue an order to close or restrict use of designated public lands.'' In coordination with several livestock grazing permittees and the Idaho Department of Fish and Game, all BLM- administered roads within the Cherry and Frenchie Fires of 2006 will be closed to all motorized vehicle travel (e.g., all-terrain vehicles, pickup trucks, motorcycles, sport utility vehicles, snowmobiles, etc.), including existing roads and two-tracks within the perimeter. This action is necessary for the protection of watershed resources and highly erosive soils to allow adequate time to allow for the rehabilitation of the burned area. No motorized vehicle travel into these areas will be allowed, including motorized travel for purposes of retrieval of big game, unless specifically authorized (in writing) by the authorized officer (BLM Four Rivers Field Office Manager). The following acts are exempt from this action: (1) Access within the area by other means (e.g., foot or horseback); (2) persons with a BLM permit or contract specifically authorizing motor vehicle use; (3) owners or lessees of land in the closed area with written authorization; (4) any BLM employee or livestock grazing permittee providing maintenance to a structure or facility; and (5) any Federal, State, or local officer, or member of an organized rescue or fire fighting force in the performance of an official duty. Extension of the closure order may occur if it is determined that the rehabilitation of the burned area has not been successful. Once rehabilitation of the burned area is determined to be successful, motorized vehicle access will resume in accordance with the 1988 Cascade Resource Management Plan (RMP) Record of Decision (ROD), opening the area to off-road vehicle use, providing no resource damage occurs. The land will be offered noncompetitively as a direct sale in accordance with the applicable provisions of Sections 203 and 209 of the Federal Land Policy and Management Act of 1976 (FLPMA) (43 U.S.C. 1713 and 1719), and the BLM's land sale and mineral conveyance regulations at 43 CFR parts 2710 and 2720 at not less than the appraised Fair Market Value (FMV) of the parcels.

This order revokes two public land orders insofar as they affect 118.60 acres of public lands withdrawn from surface entry, mining, and mineral leasing and reserved for use by the Department of the Air Force for military purposes at Fort Yukon.
